Far Greater Losses May Lie Ahead

A record heat wave scorched Europe in August 2003, claiming an estimated 35,000 lives. In France alone, 14,802 people died from the searing temperatures more than 19 times the death toll from the SARS epidemic worldwide. In the worst heat spell in decades, temperatures in France soared to 104 degrees Fahrenheit (40 degrees Celsius) and remained unusually high for two weeks.
This summer's high temperatures also hit other European countries. Germany saw some 7,000 people die from the heat. Spain and Italy each suffered heat-related losses of nearly 4,200 lives. The heat wave claimed at least 1,300 lives in Portugal and up to 1,400 lives in the Netherlands.
In London which on August 10th recorded its first triple-digit Fahrenheit temperature an estimated 900 people died from the heat. Heat-related fatalities across the United Kingdom reached 2,045. In Belgium, temperatures higher than any in the Royal Meteorological Society's register dating back to 1833 brought 150 deaths. Since reports are not yet available for all European countries, the total heat death toll for the continent is likely to be substantially larger. (See

"It typically shifts northward into Canada." The lack of a main jet stream over the United States makes the prediction work of Halpert and his colleagues difficult. In the winter months, the jet stream tracks storms across the country in predictable patterns that are influenced by long-term ocean currents.

A heat wave is a prolonged period of excessively hot weather , which may be accompanied by excessive humidity . The term is relative to the usual weather in the area, so temperatures that people from a hotter climate find normal can be a heat wave if they are outside the normal pattern for a cooler area. The term is applied both to "ordinary" weather variations and to extraordinary spells of heat which may only occur once a century. Some regions of the globe are more susceptible to heat waves than others, such Mediterranean -type climates with a summer dry spell which on certain years becomes much hotter than usual. Severe heat waves can lead to deaths from hyperthermia , especially among elderly people. Why don't Americans sweat over heat-wave deaths?

It's not easy to picture a heat wave. We all carry stock mental photos of more camera-ready extreme weather, such as hurricanes, tornadoes, earthquakes, and floods. These natural disasters are so visually spectacular that they make the front page or the TV news even when they occur in remote places. Extreme heat, on the other hand, is invisible. But heat waves kill more people in the United States than all of the other so-called natural disasters combined. More than 400 Americans die from heat-related illnesses in a typical year. Annual mortality from tornadoes, earthquakes, and floods together is under 200. Since heat waves inflict damage on the nation's major cities, well within the range of most media organizations, the lack of visibility or panic is all the more mysterious. Continue Article Heat-wave deaths aren't the worst natural disasters only in quantitative terms, but also in qualitative ones because they're slow and preventable. There's no telling when an earthquake will strike. But dangerous heat always comes announced, and it's fairly easy to prevent human damage. Victims of heat tend to wilt gradually, alone and at home, out of touch with family, friends, and social-service providers who could save their lives simply by treating them with water or bringing them to an air-conditioned place.

Heat Index Chart / NWS Alert Procedures A heat wave is an extended interval of abnormally hot and usually humid weather, usually lasting from a few days to over a week. Heat waves form when an air mass becomes stationary over a region. Hot humid air masses form over the Gulf of Mexico and the Caribbean Sea while hot dry air masses form over the desert Southwest and northern Mexico. In the Eastern United States a heat wave occurs when a high pressure system originating in the Gulf of Mexico becomes stationary just off the Atlantic Seaboard (typically known as a Bermuda High.) The SW winds on the back side of the High continue to pump hot, humid Gulf air North-eastward resulting in a spell of hot and humid weather for much of the Eastern States. Heat Waves are dangerous because heat kills by taxing the human body beyond its abilities. In a normal year, about 175 Americans succumb to the demands of summer heat. Among the large continental family of natural hazards, only the cold of winter - not lightning, hurricanes, tornadoes, floods, or earthquakes - takes a greater toll. In the 40-year period from 1936 through 1975, nearly 20,000 people were killed in the United States by the effects of heat and solar radiation. In the disastrous heat wave of 1980, more than 1,250 people died. The July 1995 heat wave caused more than 1,000 heat-related deaths across the Midwest and East Coast. And these are the direct casualties. No one can know how many more deaths are advanced by heat wave weather - how many diseased or aging hearts surrender that under better conditions would have continued functioning.

Human and animal mortality is high also during heat waves There are various definitions of heat waves, but a common one is a series of days with maxima over 35 C. Heat waves can cause great discomfort to people, and in the extreme they can cause heat stroke , which involves brain dysfunction (e.g. a stroke or convulsions), hot and dry skin, and a body-core temperature above 40 C (1). Heat stress should be measured in terms of its effect of the human energy balance, e.g. the apparent temperature or heat index . Heat-related deaths are most common amongst the elderly and sick people, and they tend to occur one day after great heat, perhaps because of the time taken to modify the blood’s composition in a way that precipitates heart or brain thrombosis. In Australia and the USA, heat waves kill more people than any other weather-related disaster (1, 3). Moreover, it is estimated that for every death specifically attributed to high temperatures, there are ten more due to the heat aggravating a pre-existing illness. Heat deaths and measured summer temperatures are strongly correlated in many parts of the USA but not in the southeastern states (the 'South') (4). With over 10,000 deaths ascribed in France to the recent European heat wave, the finger-pointing has begun. Many of these fingers are pointing at the French government, others at global warming. Yet when the issue is put in perspective, responsibility probably lies elsewhere and the solution, which would save many if not most of those lives, lies in learning, quelle domage , from America. For a start, when is a heat wave a heat wave? In Japan recently, environmentalists protested a "heat wave" of five days over 30° C (roughly 86° F) by pouring water on the streets of Tokyo to dampen the heat island effect (which at least they acknowledged). Many temperatures called a heat wave in one country are regarded as perfectly livable by people in other countries (I remember running around in the north of England wearing very little during the great heat wave of 1976 yet the temperatures were only in the high seventies where I lived). Nevertheless, there is no doubt that the first two weeks of August affected France badly, with temperatures of 104° F. To say that this was a pan-European phenomenon, however, would be exaggerating its extent. As

In the 40-year period from 1936 through 1975, nearly 20,000 people were killed in the United States by the effects of heat and solar radiation. In the disastrous heat wave of 1980, more than 1,250 people died. And those are the direct causalities. No one can know how many more deaths are advanced by heat wave weather how many diseased or aging hearts surrender, that under better conditions would have continued functioning. North American summers are hot; most summers see heat waves in one section or another of the United States. East of the Rockies, they tend to combine both high temperatures and high humidity although some of the worst have been catastrophically dry.

Considering this tragic death toll, the National Weather Service has stepped up its efforts to alert more effectively the general public and appropriate authorities to the hazards of heat waves those prolonged excessive heat/humidity episodes.

During JuneAugust 2003, record high temperatures were reported across Europe; Italy was one of the countries most affected. To assess the impact of the summer 2003 heat waves on mortality, the Rome Local Health Authority analyzed temperature and daily mortality data for JuneAugust 2003. This report summarizes the results of that analysis, which indicated that an estimated 1,094 excess deaths occurred during three major heat wave periods in 2003, an increase of 23% compared with the average annual number of deaths during 19952002. Improvements have been made in warning systems and prevention programs that target persons at high risk to reduce excess mortality during future heat waves. Data on daily deaths during JuneAugust 2003 were obtained from the Mortality Registry Office of Rome. Deaths caused by injury and poisoning ( International Classification of Deaths, Ninth Revision : 800999) and deaths that occurred outside Rome were excluded from the analysis. Maximum apparent temperature (MAT)* was defined as an index of human discomfort on the basis of air temperature and dew point temperature ( Daily mortality trends followed temperature trends, with peaks in deaths occurring on the same day as or

Last Updated Wed, 22 May 2002 12:43:53 HYDERABAD, INDIA - An intense heat wave in southern India has killed more than 1,000 people, making it the deadliest week on record for any heat wave in the country. Authorities in Andhra Pradesh province said on Wednesday that at least 1,030 people, most of them elderly and poor, had died between May 9 and 15, while temperatures soared to 49 C along the Bay of Bengal. Last week's toll of 640 dead rose as outlying areas reported their deaths. The entire country has been affected by abnormally high temperatures as northern desert winds have blown across the subcontinent. Southern regions have experienced temperatures more than seven per cent higher than normal for the month of May. D.C. Roshaiah, the relief commissioner in Andhra Pradesh, said the number of deaths would likely taper off as the heat wave was less intense in its second week. He said there has not been a death reported in the past two days. The most dire conditions exist on the coast, as some interior regions were cooled somewhat by early monsoon rains. That relief isn't expected for the coastal regions until Friday.

The body temperature can rise so high that brain damage and death may result if the body is not cooled quickly.
