Preparing Teachers to Teach Health Health education is among the most important subjects students can learn in school, according to parents' rankings. And yet, say experts, it's one of the subjects that is consistently taught by teachers who aren't certified or prepared to teach it. "Health education content is assigned to all kinds of teachers: social studies, biology, home economics, physical education teachers," says Becky Smith, executive director, American Association for Health Educators (AAHE). "The ability to deliver a high-quality program is hindered by the inability to hire certified teachers or to provide other teachers with professional development." The reason, say experts: despite the fact that elementary teachers have "access to those teachable moments," most don't really know how to use those moments to help students build the skills that are essential in health education. As a result, says Smith, AAHE is one of many organizations urging states to require preservice teachers to take courses in health education. The American School Health Association is another of those organizations that are working to improve the quality of health instruction, states Susan Wooley, the executive director of the association. "We want to get more information to decision makers about what type of teacher to hire," she says. Wooley believes educators must do a better job pointing out just how difficult it can be to deliver a skills-based curriculum. "The majority of people teaching health could use some help in teaching social skills," she observes.

To understand what lies at the heart of the failure of our current health-care financing system, imagine, if you can, what the world would be like if we tried to buy food the same way we buy health-care services. You could go to work tomorrow morning and hear your boss tell you the following: The company has decided to offer a new benefit: hunger insurance. The company will purchase a hunger insurance policy for you that covers about 95 percent of your food costs whenever you enter a grocery store or restaurant, and a smaller share of the miscellaneous snacks and condiments you purchase from street vendors and the corner drugstore. To pay for the new benefit, the company will withhold some of your pay-about $100 a week or so.
Effect on Consumers
What effect would hunger insurance have on you, a consumer of food? If you're like me, you will probably start to eat more ... and eat better, more expensive foods. Kemper, chairman and CEO of Boise, Idaho-based not-for-profit Healthwise, helped to develop what has become a standard health guide for consumers, the Healthwise Handbook (Healthwise Publications). Since it was published 26 years ago, 22 million copies of the handbook have been distributed by health plans and other organizations to their members or purchased by individuals-a sign of the growth of consumer involvement in health care. A Clear Trend Besides Healthwise, Aetna also offers the Intelihealth website, featuring information from Harvard Medical School; preventive health alerts via e-mail; member educational materials; and electronic access to coverage policy bulletins with citations to supporting medical literature. Kemper says that Healthwise has taken Knowledgebase a step further with its Decision Points tool, where consumers can read information about research, risks, and options, as well as plug in their own concerns and preferences to help in their decision making. Healthwise is focusing on providing information without consumers having to search for it. Physicians can use a handheld device or PC to input patient data, prompting the system to send patient-specific information to a secure site, which can be accessed by the patient. If the physician doesn't use a handheld device or PC, once the health plan receives the patient's claim for medical services, the plan can respond by sending him or her relevant educational material. Finally, the consumer can do his or her own research on Knowledgebase.

Clean and Unclean Meats: A Matter of Health?
Why did God, in the Scriptures, distinguish between clean and unclean meats-the animals humans may or may not eat? Is there more to the story? Can we find a health connection? The specific reason God gave the Israelites for forbidding them to eat any unclean animals or even touching their carcasses was to "be holy, for I am holy" (Leviticus 11:44-45). Here God does not distinguish between clean and unclean animals specifically for health's sake. However, the larger context of Leviticus and Deuteronomy includes many issues of health and hygiene. The four chapters of Leviticus that follow the listing of clean and unclean meats deal with precautions after childbirth and the means to identify and eliminate the spread of communicable diseases. So the distinctions between clean and unclean meats appear in a context of health and well-being. Are distinctions between clean and unclean meats a matter of health? Did God reveal them as health guidelines for the ancient Israelites and, by extension, for people today? Can consuming animals classified as unclean bring immediate or long-term harm to our health?

    Problem This study addresses three questions about pre-service teacher preparation: (1) Do teacher certification programs offer courses designed to prepare pre-service teachers to teach health education, sexuality education, and HIV/AIDS prevention education? (2) Are such courses required or elective? (3) Are sexuality education programs comprehensive? Sample SIECUS selected the 1994 Membership Directory of the American Association of Colleges for Teacher Education (AACTE) as its sample source. The organization's 700-plus member institutions comprise a broad cross-section of those preparing teachers across the United States and account for more than 85 percent of all new teachers entering the profession each year in the United States. Members range from very small religious colleges to large state universities located in all 50 states, the District of Columbia, the Virgin Islands, Puerto Rico, and Guam. SIECUS used a two-stage, systematic sampling strategy to select institutions for this study. First, researchers selected every fourth institution in the Membership Directory . Next, they selected the first institution in each state listing (or the next one if the first was already selected). Four states and territories had only one school listed and therefore contributed no new institutions to the sample in the second state. This sample selection process resulted in 231 institutions selected for the study.
