Health, Environment, and Safety
UCAR policy is to provide a safe working environment for employees and visitors while adhering to all applicable Federal, State, and local health, environment, and safety regulations. In the absence of specific regulations, it is UCAR's intent to conform to nationally recognized practices. UCAR management provides equipment and procedures needed to operate in a manner that is safe for employees and the environment. Employees must follow established procedures and report concerns about workplace hazards and safety and environmental issues. Such concerns should be reported to supervisors; members of the Employee Health, Environment, and Safety Committee; or Safety and Site Services (SaSS) staff. Emergencies, such as fires, chemical spills, or injuries to staff at any UCAR location, should be reported immediately by calling extension 1911. SaSS staff may temporarily require suspension of any activity that is considered an immediate danger to life, health, property, or the environment, or that may present an unacceptable risk to UCAR. Permanent suspension requires the approval of the President of UCAR.

Is there more to safety than common sense? Steve Sadler thinks so. As head of UCAR's Health, Environment, and Safety Services (SASS), Steve is our guru for guidance on avoiding workplace hazards. He wants everyone to know about the many wayssome of them better known than othersthat SASS can make your work environment safer. From their new offices on the third floor of UCAR North, Steve and SASS assistant Ginger Hein traverse the organization, scouting out potential hazards and addressing them. NCAR and the other UCAR entities have admirable safety records to date, but they also have accidentssome very seriousand close calls. For instance, in December some highly flammable chemicals were stored incorrectly and could have exploded when some nearby paper caught on fire. This and other incidents have prompted management to call for a heightened awareness of safety hazards and how to prevent them. Awareness is the key ingredient, says Steve. "This may sound corny, but unsafe situations are like rattlesnakesjust as dangerous and unpredictable. If a rattlesnake were loose in a room, you wouldn't ignore it. You'd be on the lookout and take some sort of action. The same goes for unsafe conditions of any kind."

WHO recognizes the link between poverty and ill health. Environmental risks follow the poor. Hazardous facilities are located in the areas with least resistance, such as the poor or minority communities, and your position in society determines the air you breathe, the food you eat, and the water you drink.  Such differences exist not only between the social groups within countries but also between countries. Thus the least affluent countries get the biggest share of environmental risks. The way people think about and perceive environmental hazards is important for decision-making about environment and health. Policies, programmes and actions about environmental health problems are more likely to be successful if they are based on the expectations of the target communities and are addressed to those most in need.
