    ONDAY, MARCH 5, 1877 The outcome of the election of 1876 was not known until the week before the inauguration itself. Democrat Samuel Tilden had won the greater number of popular votes and lacked only one electoral vote to claim a majority in the electoral college. Twenty disputed electoral votes, however, kept hopes alive for Republican Governor Hayes of Ohio. A fifteen-member Electoral Commission was appointed by the Congress to deliberate the outcome of the election. By a majority vote of 8 to 7 the Commission gave all of the disputed votes to the Republican candidate, and Mr. Hayes was elected President on March 2. Since March 4 was a Sunday, he took the oath of office in the Red Room at the White House on March 3, and again on Monday on the East Portico of the Capitol. Chief Justice Morrison Waite administered both oaths.
    Fellow-Citizens: We have assembled to repeat the public ceremonial, begun by Washington, observed by all my predecessors, and now a time- honored custom, which marks the commencement of a new term of the Presidential office. Called to the duties of this great trust, I proceed, in compliance with usage, to announce some of the leading principles, on the subjects that now chiefly engage the public attention, by which it is my desire to be guided in the discharge of those duties. I shall not undertake to lay down irrevocably principles or measures of administration, but rather to speak of the motives which should animate us, and to suggest certain important ends to be attained in accordance with our institutions and essential to the welfare of our country.

    Roy Morriss history of the 1876 election is a rousing work that brings to life the incredible politcs of Americas Victorian Gilded Age. Despite how history has treated the politicians of this era, Morris explains well that both combatants, Ohio Gov. Rutherford B Hayes and New York Gov. Samuel Tilden, would have been worthy of the White House in any era. Morriss respect for Gilded Age politicians was the high point of the book for me. He shows us more than the non-entities history has treated them. Hayes, a real Civil War hero (as opposed to other CW Generals, like "General" Ben Harrison) who was a cagier politician than often given credit for. Tilden, a sickly and brilliant bachelor, a disciple of Martin Van Buren and maybe Americas last Jacksonian, is shown as a methodical and brilliant reformer who blew up the Tweed Ring.

    in full RUTHERFORD BIRCHARD HAYES (b. Oct. 4, 1822, Delaware, Ohio, U.S.d. Jan. 17, 1893, Fremont, Ohio), 19th president of the United States (1877-81), who brought post-Civil War Reconstruction to an end in the South and who tried to establish new standards of official integrity after eight years of corruption in Washington, D.C. He was the only president to hold office by decision of an extraordinary commission of congressmen and Supreme Court justices appointed to rule on contested electoral ballots. A successful Cincinnati lawyer during the decade preceding the American Civil War (1861-65), Hayes represented defendants in several fugitive-slave cases and became associated with the newly formed Republican Party. After combat service with the Union Army he was elected to Congress (1865-67) and to the Ohio governorship (1868-76). In 1875, during his third gubernatorial campaign, Hayes attracted national attention by his uncompromising advocacy of a sound currency backed by gold. The following year he became his state's favourite son at the national Republican nominating convention, where a shrewdly managed campaign won him the presidential nomination. Hayes's unblemished public record and high moral tone offered a striking contrast to widely publicized accusations of corruption in the administration of President Ulysses S. Grant (1869-77). An economic depression, however, and Northern disenchantment with Radical Reconstruction in the South combined to give Hayes's Democratic opponent, Samuel J.

Hayes receiving a majority, the vote was made unanimous. William Almon Wheeler, of New York, was nominated for vice-president. At the November election the popular vote stood. For Hayes, 4,033,295; for Tilden, 4,284,265. Tilden's majority, 250,970. The canvassing boards of Florida, Louisiana and South Carolina having returned the republican presidential electors, their right to do so being questioned by the democratic house of representatives (the senate being republican), congress on Jan. 29, 1877, passed a bill creating an electoral commission to count the electoral vote in all disputed cases. The commission was composed of five justices of the supreme court, five senators and five representatives, as follows: Justices — Nathan Clifford, Maine; Samuel F. Miller, Iowa; Stephen Johnson Field, California; William Strong, Pennsylvania; Joseph P. Bradley, New Jersey.
