    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    On March 25 at the State Capitol, Senator Shan S. Tsutsui hosted H.P. Baldwin High School teacher Michael Oliver. Mr. Oliver has recently earned national board certification. "I have read through the requirements for national board certification and I am impressed. It's not an easy accomplishment," said Senator Tsutsui. Mr. Michael Oliver teaches tenth and eleventh grade English at Henry Perrine Baldwin High School on the island of Maui. Oliver attained his Bachelor's degree in the English-Teacher Certification Program and his Master's degree in Education from the University of Michigan. He also has achieved National Board Certification in Adolescence and Young Adulthood/English Language Arts. The Board for Professional Teaching Standards is nationally recognized for improving student learning in America's schools by developing a new system of advanced, voluntary certification for elementary, middle, and secondary school teachers. It establishes rigorous standards for what accomplished teachers should know and be able to do, certifying teachers through an intense assessment process, and addresses education policy and reform issues including teacher education, professional development, teacher recruitment, and school environment enhancement. "It is with no doubt that this certification certifies that you are a talented and very dedicated teacher. Your students, school, and community are lucky to have you," Senator Tsutsui said.

    Legislature Adopts Landmark Education Measure
    (April 15, 2004) The Senate and House of Representatives have approved landmark legislation that will revamp the public education system by directing more resources to the classroom and bringing governance to the school level. The bill, SB 3238, SD 2, HD 2, CD 1, was a major component of the Senate-House Majority Caucus legislative package for 2004. A significant component is the implementation of a weighted student formula. There are several advantages to this approach, including the relative cost of educating students can be much more accurately assessed, based upon the unique learning needs of each student; funds follow students to whichever school they attend; and the budget process becomes more transparent as it is based on dollars, not staff positions. However, establishing a weighted student formula cannot be effective in a vacuum; other reform measures must be implemented as well. Toward that end, principals will be empowered to act as the educational leaders of their schools, with more authority relating to budgeting and more flexibility to expend funds. With these expanded powers, principals will be held accountable for their performance with a system that includes rewards, assistance, and sanctions. Principals will also need more training and support if they are required to take on additional duties and are expected to advance student success. Furthermore, community involvement and support of schools will need to be enhanced if schools are to work effectively.

    by the Secretary, U.S. Department of Education
    The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements.
