    Review of the Implementation Plan EPA's Review of the Hawaii Implementation Plan for the Polluted Runoff Program, Based on the Nine Key Elements that the State Must Meet to Obtain Approval of its Upgraded Clean Water Act Section 319 Program
    Prepared by Audrey Shileikis, U.S. EPA Region 9, September 2000 INTRODUCTION On July 28, 2000, the Department of Health (DOH) and the Office of Planning (OP) submitted to EPA the final Hawaii Implementation Plan for the Polluted Runoff Program (Implementation Plan) dated July 2000. EPA reviewed the Implementation Plan to determine if the nine key elements, as defined in the Nonpoint Source Program and Grant Guidance for FY 1997 and Beyond (May 1996), are addressed and has determined that the State has successfully addressed the nine key elements. We are recommending approval, pursuant to the Clean Water Act (CWA). Hawaii has integrated the Coastal Nonpoint Control Program (CNPCP) under Coastal Zone Act Reauthorization Amendments (CZARA) with its Polluted Runoff Program under the CWA and has established a single upgraded and integrated Implementation Plan . This plan includes the 15-year program strategy and 5-year implementation plan for the achievement of CZARA management measures. Although the approval processes for the Nonpoint Source Upgrade (CWA) and the CZARA programs are distinct, the specific environmental protection measures overlap. EPA and NOAA will continue to work with the State to address the conditions for approval of the Coastal Nonpoint Pollution Control Program under CZARA in the future.

    We are currently accepting applications for Executive Director of the Ocean Science and Discovery Center of Maui. This new facility will open in November, 2002 overlooking Ma'alaea Harbor on Maui. Programs combine field based experiential learning, on-site classroom programs, community outreach and production of educational materials.
    The Executive Director will be the lead adminstrator of the Ocean Scienceand Discovery Center. You will manage and direct our award-winning education team; develop, oversee and conduct educational programs for adults and children; oversee the developmentof our physical facility; coordinate creation of educational materials; oversee budgeting, financial management and fundraising of the facility and coordinating with our public relations and marketing team. The ideal Director candidate will have minimum five years of direct experience in science education, preferably marine education; a Masters or Ph.D. in marine science or ecology, marine biology or science education; and a proven track record in managing a successful science education facility. The Ocean Science Discovery Center is a project of the nonprofit PacificWhale Foundation, Hawaii's oldest and largest marine research, education and conservation organization.     Program Income
    Definition: Program income is income earned or received by the SBDC State Office and service centers that is directly generated by a cooperative agreement-supported activity or earned as a result of the cooperative agreement with the SBA. It includes, but is not limited to, income from service fees; e.g. , fees for training events or specialized services, sale of commodities, and usage or rental fees. Program income also includes fees that are not actually received by the recipient, but whose disposition is controlled by the recipient through its SBDC Network. Program income does not include interest earned on advances. Fees collected by other organizations outside of the SBDC Network through co-sponsorship arrangements are not considered program income, unless these funds, or a portion of these funds, are returned to the SBDC Network. The recipient will not use program income to match federal dollars provided or in place of funds already budgeted in the cooperative agreement. All program income must be reported on SBA Form 2113.

Include a description of how quarterly wage record information will be used and identify the entities that may have access to quarterly wage record information. Section L.2 of the Unified Plan Instructions: What common data elements and reporting systems are in place to promote integration of unified plan activities? The State DLIR has selected the One Stop Operating System (OSOS), available through a license from the New York State Department of Labor, for collecting and reporting the required data for WIA. This system was developed by a team of federal, state and local workforce professionals specifically to meet the needs of WIA One-Stop program design; i.e., customer data collection and reporting, case management, and calculation of WIA's core performance measures. Participant data collected through the OSOS will be transmitted to the State DLIR where it will be integrated with data from the Unemployment Insurance quarterly wage record in order to calculate the performance measures outcomes. The State will calculate quarterly performance for each local area in the same manner as statewide performance will be calculated and reported in the USDOL Quarterly Summary Reports (QSR). The QSR requires data to be a snapshot of quarterly activity that is not cumulative. Although One-Stop partners can depend upon OSOS to provide customer data collection and reporting and performance calculation, OSOS will not replace state or county fiscal systems. Most fiscal officers will not accept any replacement for their fiscal systems. Instead, OSOS will work through interfaces to those systems and display the information in the OSOS screens. It will then produce reports based upon what is on those screens.
