Hawaii's Good Beginnings Initiative
Description In Hawaii, collaboration is the key ingredient for improving the lives of young children. By bringing together programs, policymakers, and parents, the Good Beginnings Alliance is improving the education and care of Hawaii's youngest children. The initiative has four essential components:
  • Good Beginnings Councils (GBCs)
    Non-profit Good Beginnings Alliance (GBA) for administrative support and intergovernmental facilitation
    Interdepartmental Council (IDC) for cross-agency collaboration
    Service Integration Committee (SIC) of front-line workers in the early childhood community
Partners Each of the four components involves a different set of partners, but together these include:

    History and Development The roots of Good Beginnings run long and deep. The seeds of the initiative were planted over 20 years ago when the work of Dr. Calvin Sia on "medical homes," or comprehensive health services for children, shed light on the critical interconnection between the physical, social, and emotional health of children. This understanding eventually led public- and private-sector leaders to embrace the concept of a comprehensive early childhood education and care system for young children in Hawaii. In the 1990s, early childhood efforts that had long and parallel histories converged and evolved into a statewide early childhood initiative.

Walk Across Texas . This eight-week program, now implemented yearly in 80 to 100 Texas counties with leadership from county Extension educators, helps Texans significantly increase their level of physical activity. She has also worked with Mary Bielamowicz, Ph.D., a registered dietitian, and Courtney Schoessow, M.P.H., to develop a diabetes education program, Do Well, Be Well with Diabetes . This twelve-topic program is now being implemented in 101 Texas counties. County Extension educators team with local health care providers to deliver the six sessions aimed at helping people with type 2 diabetes learn the necessary skills to manage their disease. Both programs include an extensive training program for Extension educators and on-line data collection to assess outcomes. Her past experience includes a variety of clinical positions with a community focus and 21 years teaching undergraduate and graduate nursing at several schools within the University of Texas System. Since coming to Texas Cooperative Extension, she has worked to support and extend health education done by county Extension agents. She serves as project director for

  • A $500 Child Tax Credit to Help Families Raising Children: To help make it easier for families to raise their children, the balanced budget included a $500 per-child tax credit for children under 17. Thanks to President Clinton, the balanced budget delivers a child tax credit to 111,000 families in Hawaii. Poverty Has Fallen: Nationally, the poverty rate has fallen from 15.1% in 1993 to 11.8% in 1999, the lowest level since 1979. In Hawaii, the poverty rate has fallen to 10.9% in 1999. [Census Bureau] Hawaii's Families Reap Benefits of Deficit Reduction: Public debt is on track to be $2.4 trillion lower in 2000 than was projected in 1993. Debt reduction brings real benefits for the American people a family in Hawaii with a home mortgage of $100,000 might expect to save roughly $2,000 per year in mortgage payments. Reduced debt also means lower interest rates and reduced payments on car loans and student loans. Homeownership Has Increased in Hawaii: Homeownership in Hawaii increased from 53.2% to 56.6% since 1993.

FAMILY SUPPORT SERVICES OF WEST HAWAII Program Descriptions North Hawaii Child Development Program is a family support program for families of infants and toddlers with developmental delays who live in the North Hawaii area including the communities of Waikoloa, Waimea, Kohala and Honoka’a. West Hawaii Early Head Start Program provides a holistic approach to parent support and early childhood health and education for income-eligible families with birth to 3 year olds from Ka’u to Kohala, Waimea and Honoka’a. Linkages to Learning Program provides home visitation and socialization groups with emphasis on teaching and modeling how to be your child’s first teacher through the use of the thirty-week HIPPY curriculum for 3, 4, and 5 year olds in the Kealakehe, Kahakai and Ka’u School districts. Parent Centers located on the Kelakehe Intermediate and High School campuses emphasize parental involvement in school and their child’s education. They also provide information, referral and support services to parents. Colorado: Launching Colorado on the Move TM : A Comprehensive Effort to Increase Physical Activity
Public Health Problem
Between 1987 and 2000, obesity reached epidemic proportions in the United States, with more than 45 million adults classified as obese. In Colorado, adult obesity (body mass index [BMI] 30) rates increased from 6.9% in 1990 to 14.9% in 2001; the prevalence of overweight (BMI 25) among adults also rose from 36.7% to 51.6% during those years. Evidence That Prevention Works
Research has demonstrated that preventive measures such as improved nutrition, tobacco cessation, increased physical activity, and early detection and intervention may prevent heart disease, stroke, and other chronic diseases. Physical activity helps to control weight; contributes to healthy bones, muscles, and joints; reduces falls among the elderly; helps to relieve the pain of arthritis; reduces symptoms of anxiety and depression; and is associated with fewer hospitalizations, physician visits, and medications. Program Example
Through a partnership with the University of Colorado Health Sciences, the Colorado Physical Activity and Nutrition Program is implementing two community interventions in Peetz, Colorado, which has a large rural population, and in the Denver Metro Black Churches, which allows program coordinators to work in an already established urban and African American setting to reach high-risk populations. These interventions focus on a physical activity component to encourage participants to walk 2,000 steps a day more than they walked before the program. Pedometers are offered to assist participants in their efforts. Additional worksites and community sites throughout the state are also participating. The intervention will introduce a nutrition component as well, most likely promoting a 5 A Day campaign. The program has been named
