Low-Income Housing Tax Credit Program "QUESTIONS & ANSWERS" What is the Low Income Housing Tax Credit Program? The Low-Income Housing Tax Credit Program is a tool for private developers and non-profit entities to construct or rehabilitate affordable rental units. Federal and state tax credits may be used to obtain a dollar-for-dollar reduction in income tax liability for 10 years or to obtain equity for a project through syndication of the credits. The program may be used with other state and federal programs to increase the feasibility of a rental project. Some of these other programs include a combination of rental subsidy under several Federal programs, low-cost interim construction loans available from the state, low-cost loans or grants from the Rental Housing Trust Fund, and a waiver of the 4% general excise tax. Who is eligible to use the program? Any individual, corporation, partnership, trust or other legal entity can utilize low-income housing tax credits if it has sufficient taxable income to be offset by the credits. Individuals may be limited in the amount of credit they are eligible to use (check with your tax accountant). Non-profit organizations who have an ownership interest in a low-income housing project or owners with minimal tax liability may also utilize the tax credit by raising equity for their project through the sale of the credits. The program offers tax benefits of approximately $1.8 million each year, in addition to unused carryover credits from the previous year, to owners of low-income housing in Hawaii. 10% of this amount is reserved for non-profit organizations.

By Jan TenBruggencate Advertiser Staff Writer Schoolchildren across the state will vote in the General Election this year as part of a nonprofit civics program, Kids Voting Hawai'i. The goal is to teach them about the process so they'll vote when they're older. The hope is that they'll involve their parents and improve voter turnout generally. "It's been termed 'trickle-up democracy,' " said Karen Scates, president of Arizona-based Kids Voting USA. In 2000, Hawai'i had the lowest voter turnout in the nation, and the voting rates of the state's youngest voters are the lowest of all age groups.

Hinamatsuri Celebration at the Consulate General of Japan Friday, February 27, 2004 New Year's Reception at the Japanese Consulate. On January 21, Society members gathered at the Residence of Consul General and Mrs. Masatoshi Muto to celebrate the New Year. Nearly 200 members and guests wished one another a Happy New Year and Good Wishes for 2004. Consul General Muto, Society Chairperson of the Board Barbara Tanabe and Admiral Fargo took part in the "kagami-wari." Offering the kanpai were Society Vice Chair Mike Leineweber and Nippon Club President Yasushi Matsushita. The Society wishes to thank Consul General and Mrs. Muto for their support of the Society and to Kendra Ikeda, General Manager of the Cherry Company for donating the sake and sake cask for the ceremony, and to the many volunteers. Grandparents and Other Relatives Raising Children A State Fact Sheet August 2002
Across the country, more than six million children approximately 1 in 12 children are living in households headed by grandparents or other relatives. Hawaii has more than 113,000 children living in households headed by grandparents or other relatives. In many of these households, grandparents and other relatives are the primary caregivers (“kinship caregivers”) for children whose parents cannot or will not care for them due to substance abuse, illness and death, abuse and neglect, economic hardship, incarceration, divorce, domestic violence, and other family and community crises. In response to the growing numbers of these kinship care families, state legislatures, public and private agencies, and grassroots coalitions in Hawaii and across the country have begun to expand services and supports for children living with kin inside and outside of the foster care system. A Look at the Numbers: Kinship Care in Hawaii The data below show the numbers of grandparents who are living in households with at least one grandchild under the age of 18, as well as the numbers of grandparents who are the primary caregivers for these grandchildren. These numbers were reported by the 2000 U.S. Census and are available for every place (as defined by the U.S. Census Bureau) in the country, including cities, towns, villages, and boroughs, on the U.S. Census website.*

October 11, 2000 House passes Abercrombie military construction and life quality proposals Approves major health care improvements, $307 million in isle building projects, quarantine aid, call for restoration of rank for 1941 Pearl commanders, and declares McVay "lack of culpability" for Indianapolis sinking. The House of Representatives today approved proposals backed by Congressman Neil Abercrombie to: (1) invest $307 million in Hawaii’s economy in the form of military construction projects; (2) improve the military health care system for active duty and retired personnel; (3) reimburse military pet owners for part of the costs of quarantining their animals; (4) declare the "lack of culpability" of Captain Charles McVay for the World War II sinking of the USS Indianapolis ; and (5) urge restoration the pre-war ranks of Hawaii military commanders at the time of the December 7, 1941, Pearl Harbor attack. The provisions are included in the conference report on the FY2001 Defense Authorization bill. In May Abercrombie laid the groundwork for today’s action by securing approval for the construction, health care, and quarantine provisions by the House Armed Services Committee and its Subcommittees on Military Personnel and Installations and Facilities.

CHILD ABUSE AND NEGLECT
  • In 1999, 2,733 children were reported as abused or neglected and referred for investigation in Hawaii, a rate of 9.4 per 1,000 children.
  • In 1999, 2,669 children were substantiated or indicated as abused or neglected in Hawaii, a rate of 9.2 per 1,000 children, representing a 18% increase from 1998. Of every 1,000 children, 0.7 were neglected, 0.6 were physically abused, and 0.5 were sexually abused.
  • In 1999, 5 children died as a result of abuse or neglect.
  • On September 30, 1999, 2,203 children in Hawaii lived apart from their families in out-of-home care, compared with 2,455 children on September 30, 1998. In 1999, 36.9% of the children living apart from their families were age 5 or younger, and 12.3% were 16 or older.

  • The total number of TANF individual recipients in Hawaii decreased from 66,482 in August 1996 to 35,232 in June 2001, a decrease of 47%. The number of families receiving TANF in 2001 was 12,636, also a 43% decrease from 1996.
