Assessing the New Federalism
Assessing the New Federalism is a multi-year Urban Institute project designed to analyze the devolution of responsibility for social programs from the federal government to the states, focusing primarily on health care, income security, employment and training programs, and social services. Researchers monitor program changes and fiscal developments. In collaboration with Child Trends, Inc., the project studies changes in family well-being. The project aims to provide timely, nonpartisan information to inform public debate and to help state and local decisionmakers carry out their new responsibilities more effectively. Key components of the project include a household survey, studies of policies in 13 states, and a database with information on all states and the District of Columbia, available at the Urban Institute's Web site. This paper is one in a series of occasional papers analyzing information from these and other sources.

The federal welfare reform legislation that became law in the summer of 1996 will return portions of the federal safety net to the states, highlighting the importance of sources of assistance for low-income individuals and families that are administered and funded at the state or local level. Among the most important of these is the group of programs known collectively as General Assistance (GA). GA encompasses a widely varying set of assistance programs that share two defining characteristics. They are funded and administered entirely by the state, county, and/or locality in which the particular program operates. And they provide benefits to low-income persons who are not eligible for federal assistance. As such they are the last resort for government assistance for many in need. This brief provides an overview of the nation's GA programs as they existed in the summer of 1996 with three purposes in mind: to gauge the extent to which persons no longer eligible for federally funded programs under the new legislation might be assisted through existing state and local programs; to provide a baseline against which to measure changes states may make to their GA programs in light of the new policy environment; and to trace how the GA landscape has already changed since the last comprehensive survey conducted in 1992.

GENERAL PROSECUTION Program Description The Office of the Prosecuting Attorney is charged with the duty to see that the laws are faithfully executed and enforced within the County of Hawai‘i. Violations of State and County laws, ordinances, rules and/or regulations are prosecuted on behalf of the community. The deputy prosecuting attorneys prosecute cases in the Family Courts, seven District Courts and three divisions of Circuit Courts in Hawai‘i County. This involves all criminal matters including preliminary hearings, grand jury sessions, arraignment calendars, motions, hearings, pretrial conferences and trials. In addition, they handle all appeals before the Hawai‘i Appellate Courts as well as the Federal Appellate Courts. Deputy prosecutors screen all criminal referrals made by police and are available 24 hours per day for juvenile detention and felony conferrals.

Search Tip From an Adoptee who found in HI:
Hawaii is definitly not an easy state. We happened to be over there for a vacation and I went to the Family Federal Court and filled out a request to open my records. They go to the last known address in a file and, if my parents were not at that address, they notified me. I in turn had a choice. I could hire a search agent, appointed by the state (they included his resume`) and he costs $350. He has 180 days to find them, if he can't then they would open my records, OR if he found him/her they had 60 days to respond, if they do not respond in that time period then I can have my records.
There is basically a 75% chance you will get your records, however there is that chance that they will say no, and then you just have to reapply that following year, I think.

Family Skills Training 8-11 years Model Strengthening Hawaii Families (SHF) is a cultural values-based primary prevention program that was developed by the Coalition For A Drug-Free Hawaii. SHF seeks to reduce and ultimately prevent such problems as substance abuse, domestic violence, and gang involvement by reducing risk factors and increasing resiliency factors in the family and community. The SHF program provides the tools and the process for elementary-school aged youth (ages 8 to 11) and their families to build on existing family strengths through values clarification, family skills-building, and nurturing connections among families and their community. SHF is implemented as a 14-session series for eight to ten families attending weekly two hour meetings. Trained facilitators provide families with the opportunity to discover for themselves what will work best based on their values and vision. Topics include: connecting with one another; exploring and practicing family values; cultural and generational continuity; family vision; family resilience; communication; making choices; problem-solving;

Home visiting is an old idea[1] now enjoying widespread endorsement as a strategy to promote child health and development and prevent child abuse and neglect.[2] Many home visiting models have been developed; some are being replicated in communities throughout the country.[2] In 1998, the American Academy of Pediatrics' (AAP) Council on Child and Adolescent Health issued a formal statement on home visiting.[3] The Council noted that program models vary widely and that experimental evaluation is essential. It recommended that pediatric providers advocate for home visiting program funding, development and evaluation. Further, the Council recommended that pediatricians base their actions on the results of carefully conducted evaluative research.
