Crime in Hawaii down 2.1% in first half of 2003 December 12, 2003 - The Department of the Attorney General's semi-annual Uniform Crime Report shows that the number of Index Crimes reported in Hawaii during the first six months of 2003 decreased 2.1% from the number reported during the first half of 2002. The number of violent Index Crimes (murder, forcible rape, robbery, and aggravated assault) increased 10.9%, while property Index Crimes (burglary, larceny-theft, and motor vehicle theft) fell 2.7%. The number of murders reported in the first six months of 2003 fell 8.3%, although the tally of other violent crimes increased: forcible rapes, up 1.6%; robberies, up 13.3%; and aggravated assaults, up 11.7%. For property Index Crimes, the number of offenses reported in Hawaii for the first half of 2003 decreased 7.4% for burglary and 3.6% for larceny-theft. Motor vehicle thefts increased 8.5%.

Website: www.state.hi.us/jud Activity Summary: Activity Narrative: To commemorate Law Week 2000, the Hawaii State judiciary sponsored a variety of instructional/informational activities to expand the public's understanding of and appreciation for the rule of law and legal system. Four articles, written by Hawaii's Chief Justice Ronald Moon, Associate Justice Paula Nakayama, Circuit Court Judge Michael Town, and Administrative Director of the Courts Michael Broderick, were published in the state's most widely circulated daily newspaper, the Honolulu Advertiser, which is circulated to more than 113,000 daily readers in Hawaii. On Saturday, April 29 and Saturday, May 6, free "Elder Law Fairs" were conducted for the general public. During the clinics, information on legal issues facing Hawaii's senior community was presented, including information on Medicare/Medicaid, long-term care, elder fraud, estate planning, and living wills. The presenters were volunteer attorneys and legal professionals.

Academic Links Online Info. Search the Web Our department at the University of Hawaii John A. Burns School of Medicine (JABSOM) was established in 1992. The Department of Family Practice and Community Health (DFPCH) set a goal of having both a required third year FP clerkship and the only civilian Family Practice residency in the state by 1994. It was accomplished in July of that year. There are many community faculty that provide teaching sites for our medical students. The Physician Center at Mililani and Wahiawa General Hospital are the primary residency teaching sites. The department chairman is Neal Palafox, MD, MPH.

    siblings in foster homes
    THE ISSUE A 2-year, private-public project arranges outings to bring together siblings who live with different families.
    WHILE the number of foster children has grown in recent years, support services have been crucial in the attempt to keep families from leaving the system. Hawaii is blessed with vibrant programs aimed at helping foster parents cope with the system's pressures and complexity. These support programs are deserving of more public support and voluntarism in times of diminishing government resources. The U.S. Department of Health and Human Service's inspector general, Janet Rehnquist, reported earlier this month that outdated services, ineffective recruiting and poor or nonexistent support programs for overextended parents had led to a national shortage of families willing to provide foster care. Moreover, the report found that children coming into the system have more behavioral problems. One of the obvious behavioral problems is caused by the separation of brothers and sisters into different families. For many, the family assignments mean they will not see each other for months or even years.

U.S. Census 2000 data tell us that 2.4 million grandparents are taking on primary responsibility for their grandchildren's basic needs. Many of these grandparents have assumed this responsibility without the parent of the child being in the home. These grandparent and other relative caregivers often lack information about the range of support services, benefits and policies they need to fulfill their caregiving role.     About 11,000 households in Mililani will become the "guinea pigs" in the city's mandatory curbside recycling project, which will start on a four-month trial basis in November. "We really want to learn from the Mililani residents how we can take this program islandwide," Suzanne Jones, the city's recycling coordinator, said yesterday while announcing the pilot program. Mililani residents will be asked to place in front of their homes glass, newspapers, aluminum and plastic for recycling twice a month in either their current 96-gallon garbage bin or in a separate recycling bin provided by the city. Residents will have to separate their recyclable items from the general trash, but all the recycling items can be placed in one bin no sorting required. Homes will keep their current general trash pickup dates, while green waste will be picked up on alternating weeks with the recyclable materials. Mililani resident Debbie Lee has a sister in New Jersey who recycles all the time, but she's not sure she'll be able to get her family to do the same here.

    Family Court offers divorce law seminar
    The Family Court of the First Circuit will present "Divorce Law in Hawaii" Thursday from noon to 1 p.m. in the Supreme Court conference room, on the second floor of Aliiolani Hale at 417 S. King St. The free program features divorce attorney William C. Darrah, who will give an overview of custody and visitation, division of property, child support, alimony and other matters relating to divorce. Darrah specializes in financially complex matrimonial matters and is editor of the monthly Journal of Hawaii Family Law and the annual Hawaii Divorce Manual.     Evaluation of Hawaii's Healthy Start Program
    (last updated August 2001) Summary
    This grant from The Robert Wood Johnson Foundation (RWJF) partially funded the Johns Hopkins University School of Medicine to conduct an evaluation of Hawaii's Healthy Start Program (HSP) over a period of three years. HSP provides early intervention family support services to young children from birth to age 5 who are at risk for maltreatment. This evaluation sought to determine; (1) how closely the HSP implementation mirrored its design; (2) how effectively the program achieved its intended benefits for children and families; (3) how the fidelity of program implementation influenced program impact; and (4) how program benefits compared with program costs. Researchers randomly assigned 684 consenting, at-risk families either to the treatment group (HSP group) or the control group. Evaluation findings reported by investigators thus far in Pediatrics and an issue of The Future of Children , published by the Packard Foundation, that focused on recent program evaluations of home visiting programs include the following: (1) HSP staff were successful in determining infant maltreatment risk status for 84% of target families; (2) families with higher risk scores, young mothers with limited schooling, and families with infants at risk because of lower birth weight or preterm births were more likely to enroll in home visiting; (3) only half of the families that enrolled were active at one year; (4) most families enrolled for home visits were linked with a primary care provider, but linkage rates for other community resources varied widely by type of service; (5) although HSP visits improved family wellness according to several measures, no overall positive program impact emerged after two years in terms of child maltreatment, adequacy of well-child health care, or pediatric health care use for illness or injury. The researchers conclude in
