68. Title VII Bilingual Education In Hawaii: Lessons Learned
addressing the same general education curriculum requirements and performance expectationsfor all students, which are outlined in the hawaii State Department
http://www.prel.org/products/Products/bilingual-education.htm
January 1999 Title VII Bilingual Education in Hawaii: Lessons Learned By Josephine Pablo, Belen Ongteco, and Stan Koki* To respond to these needs, educators are increasingly embracing bilingual education both as an educational strategy and as a means to make sure that students achieve proficiency in English. Recent research evidence is ìoverwhelmingly in favor of bilingual education as the best way to educate limited-English proficient, or LEP childrenî (Yzaguirre, 1998). In Hawaiëi, bilingual education projects have been implemented over the past two decades, beginning in 1974. Hawaii, one of the most linguistically diverse states in the nation, is a potential leader in bilingual and multicultural education, given the strengths and capabilities of its multicultural population. This briefing paper reviews the implementation of Title VII bilingual education in Hawaii for the purpose of sharing the lessons that have been learned from the experience. Bilingual Education on a Federal Scale
In 1968, Federal support for the purpose of educating students with limited English skills was established through the enactment of the Bilingual Education ActóTitle VII of the Elementary and Secondary Education Act (ESEA). This act was designed to provide equitable educational opportunities for elementary and secondary students whose first languages are other than English and who have limited English proficiency.

Scope of this FAQ
A few of the newgroups listed have short descriptions that evidently were added by persons other than the proponents. Suggestions for additions to this FAQ are most welcome. Many thanks to those who saw earlier versions of this FAQ and added to or corrected the information posted earlier. And special thanks to the persons who wrote suggesting that I post a copy of this FAQ on the World Wide WebI have now done so here, http://learninfreedom.org/ed-newsgroups.html at my Web site, which has links to other information about on-line resources for self-education. Some of the newsgroups listed here are very inactive (possibly because they are not carried at many sites). Some are very active, with verifiable frequent postings from multiple countries. But in general the proportion of all Internet users who discuss issues on Usenet has been declining since 1997 as Web-based discussion boards and E-mail mailing lists have become more popular. For a more up-to-date picture of where people discuss education issues on-line, see this site's Discussion Groups about Education Reform and Home-Schooling page.

In order to provide additional alternative educational opportunities for high school students excluded from the traditional school program, the Legislature reconfigured the adult and community education program to include these students excepted from the regular school program and to authorize the transfer of necessary funds from the regular instructional program to the adult and community education program (H.B.3138, C.D. 1). This same measure also authorizes the Department of Education (DOE) to assess tuition and other fees for adults enrolled in basic education classes, unless these adult students are eligible for certain tuition waivers. In a related measure, the Legislature requested the DOE to administer the general education development examination to qualified students at age 16, through the adult and community education program (S.C.R.174; S.R. 138).
