The College of Education is within the Artemis School and offers graduate level degree and non-degree courses for educators. The Master of Arts in Education is the graduate degree program offered through the College of Education. Graduate non-degree programming includes several state specific certificates/endorsements. Each student/applicant is responsible for checking with his/her state Department of Education and/or school district to determine specific credentialing requirements. The College of Education works closely with other departments responsible for providing and administering academic programming at the University and with each campus to ensure the quality delivery of all courses and programs.

The Master of Arts in Education degree program is designed to meet the specific needs of educators through specialization in several areas - Administration and Supervision, Adult Education and Distance Learning, Curriculum and Instruction, Curriculum and Technology, Early Childhood Education, Educational Counseling, Special Education, and Elementary and Secondary Teacher Education. SAF aims to promote academic freedom and diversity By Brandon WilbornKa Leo, 02/19/04 "You can't get a good education if they're only telling you half the story," is the leading slogan for the academic freedom campaign championed by David Horowitz. His nonprofit organization, Students for Academic Freedom, is leading the rally against the liberal bias they perceive on college campuses nationwide. Their "Academic Bill of Rights" is under review by several state legislations in efforts to promote greater intellectual diversity on college campuses. Though there is no SAF chapter at the University of Hawai'i, their proposal argues that all public universities should follow standards of academic freedom and diversity. SAF wants to prevent every university system from being oppressively one-sided or over weighted in any direction. The bill, however, doesn't prevent educators or students from having political views and expressing them, but encourages discussion. Several forums on different forms of the bill have been held on campus in recent years. Acquainted with the academic freedom movement since 1998, UH-Manoa's Political Science Professor Richard Chadwick has participated in those forums.

Public schools will keep running short of basics from toilet paper and textbooks to support staff, under spending and hiring restrictions imposed by the Lingle administration, educators said yesterday. "The budget cuts on paper may look manageable, but when you come into our classrooms, you can see the difference," Lynn Mochizuki, a teacher at Benjamin Parker School in Kaneohe, told the House Finance Committee. "Our school adopted a new reading program, but there wasn't money to buy enough textbooks and workbooks. Custodial supplies are also limited. Children end up bringing in Kleenex, paper towels and toilet paper." The committee got an earful from teachers, principals and administrators invited to describe the effect of $25 million in cuts to the Department of Education's operating budget over the next two and a half years. Spending cutbacks have already sliced into basic needs, they said, and schools can't afford to trim further. Gov. Linda Lingle has imposed a $3 million reduction between now and the end of this fiscal year on June 30, and $11 million in each of the next two fiscal years. The Department of Education's general fund appropriation was $1.3 billion for its operating budget this year.

Associated Press The state Senate's Democratic leaders are floating a 12.5 percent hike in the state's general excise and use tax rate to 4.5 percent from 4 percent offset by a $100-per-person food tax credit. The tax increase coupled with the tax break would net about $90 million, which would go into a special fund to support public schools and the University of Hawaii, avoiding spending cuts now anticipated.

Speaker Calvin Say (D, St. Louis Heights-Wilhelmina Rise) said the House would look at the proposal if it passes the Senate, but said he is concerned the Senate bypassed the usual legislative hearings process. Senate Ways and Means Committee Chairman Brian Taniguchi said the surprise draft measure, which will be aired at a hearing tomorrow, is based on a recent newspaper poll that showed wide public support for a tax increase, if the proceeds go to public education. The excise and use tax hike would bring in an additional $180 million with some $90 million going back in the food tax credit, leaving the rest for education, said Taniguchi (D, Moiliili-Manoa).
