Unfortunately, the answer is that until IDEA is reformed, and Congress provides a physically based scientific definition of 'disability,' the diagnosing of children with subjective disorders will continue to be a national problem." Mrs. Patricia Johnson Member, Colorado State Board of Education In 1999, in the wake of the Columbine school massacre, and under the direction of Mrs. Johnson, the Board passed the precedent setting Resolution that called for academic rather than drug solutions for behavioral and learning problems in the classroom. When Congress originally passed IDEA, covering Special Education, its primary purpose was to provide a Free and Appropriate Education for children with hearing, sight, speech and other physical handicaps. Over the ensuing 27 years, the funding has been largely funneled, instead, to children with "learning disorders," a term so subjective that children who fidget, butt into line or interrupt their teachers are so labeled. In most cases they are subsequently prescribed cocaine-like, mind-altering drugs. Many of these children simply have never been taught to read. Clearly, there is a critical need to provide an objective, scientifically based definition of "learning disability," and this must be the central point of reforming IDEA.

PCNMP Happenings is a regular column appearing in On the Green Gallaudet's weekly newsletter for faculty, staff and teachers. Archives Programs selected for National Forum on Family Involvement PCNMP is pleased to announce the selection of seven programs across the United States for participation in the March 1998 Partners for Progress National Forum on Family Involvement at Gallaudet. The focus of the forum will be on the special needs of families who do not speak English; who are members of a minority group; who live in rural areas; or who have deaf and hard of hearing children with additional disabilities or low academic achievement. As one of its national mission goals, PCNMP has identified significant needs in the area of family involvement for families and their deaf and hard of hearing children. The National Forum on Family Involvement will be an opportunity for practitioners and parents to share strategies and materials that benefit this group and to identify future directions in development and research. Selection announcements: The Arizona State Schools for the Deaf and Blind Statewide Programs in Early Childhood Education and Technical Assistance to Schools and Programs, Tucson. The program serves deaf and hard of hearing children from birth to age five, multiply disabled or deaf-blind infants and toddlers and their families. The Reflections Arts Program is a National PTSA program that gives students an opportunity to express themselves in visual arts, literature, music or photography based on a designated theme. These local businesses generously contributed to the awards part of the program so that all of the participants would be acknowledged.
