News Headlines About HTSB Teaching Standards Licensing/Relicensing ... Return to htsb.org Good Teachers: The Critical Link to Educational Reform School reform is a hot issue not just for Hawaii, but for the entire nation. The first alarm sounded in 1983, when A Nation at Risk On the eve of the year 2000, America's schools are far from realizing those goals. But while good work continues in educational reform, with efforts targeted at improving student performance, there is an important missing link. What Matters Most: Teaching for America's Future. An Audacious Goal
The plan is based on three simple premises:
  • What teachers know and can do is the most important influence on what students learn.
  • Recruiting, preparing, and retaining good teachers is the central strategy for improving our schools.
  • School reform cannot succeed unless it focuses on creating the conditions in which teachers can teach, and teach well.
It offers five recommendations to accomplish these goals:
  • Get serious about standards, for both student and teachers.
  • Reinvent teacher preparation and professional development.

By Nelson Daranciang and Richard Borreca

rborreca@starbulletin.com Physician-assisted suicide is dead and a proposal for locally elected school boards is on life support after yesterday's voting deadline for the House and Senate to swap bills at the halfway point of the session. Democratic leaders in the House withdrew a bill to legalize physician-assisted suicide ( House Bill 862, House Draft 1 "It's not going to come back," said Rep. Scott Saiki (D, Moiliili-Kaimuki). "We didn't have 26 votes on the House side." There was no similar proposal in the Senate. Yesterday was the second time Gov. Linda Lingle's proposal to replace the statewide Board of Education with seven locally elected school boards failed in the House. The House rejected Lingle's proposal ( HB 2331 ) on Feb. 20, and House Education Chairman Roy Takumi (D, Pearl City-Waipahu) said he found no reason to vote on it a second time. "This is a giant step backwards," he said.
