Ruth Tabrah was a many-faceted person, larger than life. Simply listing her accomplishments does not do justice to the magnitude of her contributions to the community and to the world. Ruth was a highly professional person. She was an author, editor, scholar, artist, religious leader and social activist. As an author, Ruth wrote novels such as “ Pulaski Place in 1950, which described so well the life of Polish-Americans in Buffalo, N.Y. that a Polish-American organization bought the movie rights. Another significant work was “ The Voices of Others,” which was an alternate selection of the Book of the Month Club in 1959. Most recently her historical novels –- “ The Monk Who Dared ,” about Shinran, the founder of the Hongwanji tradition, and “ The Monk’s Wife” about Eshin-ni have been read widely and bring the ancient figures to life in our modern world. went down and testified before the legislature last week in support of breaking up the statewide, unitary school system into and school board seven local school districts with local boards of education, like the rest of the country. by and large, the school system in hawaii has competent and committed teachers, but of course there is a bell curve as anywhere. the system works against the teachers, though, and the students, too. it may not be entirely fair to measure performance of a school system by looking at standardized test scores, but since kids have to know how to read and do math to take those tests, it's fair enough. on the 2003 naep reading tests, almost 80% of hawaii's 4th graders and 8th graders tested below proficiency for their grade level. I. Plan Development Process I.A Process and timeline which ensured meaningful public comment The plan development process and opportunity for public comment were open and available to all of the public. Collaboration was the key to Hawaii's plan development process. Collaboration took the form of creating products in work groups; review and comment of draft documents; creation of local One-Stop coalitions; workshops; and membership on Private Industry Councils (PICs), Local Workforce Investment Boards (LWIBs), youth councils, and the State Workforce Development Council (WDC). Chapter 1 describes the breadth of the representation provided by the WDC and the LWIBs. Before the LWIBs were appointed, the WDC consulted the seasoned PICs. Governor Benjamin J. Cayetano appointed Lorraine H. Akiba, Director of the State Department of Labor and Industrial Relations (DLIR), as his official designee vis a vis the Workforce Investment Act (WIA) and all workforce development matters. Both as the Governor's designee and as a WDC member, Director Akiba has been regularly consulted during the plan development process. Sept. 1998

Hawaii Strike Deadline Nears
About 13,000 teachers and 3,000 university faculty in Hawaii are prepared to strike today if teachers organizations and the state do not reach a contract agreement. Low pay and the high cost of living in the islands have forced the dispute, according to union officials. Included: Information about salary levels and negotiations.
Hawaii is bracing for a possible teachers strike today. If teachers walk off the job, it will be the first time in the nation's history that a state's entire public education system, from kindergarten to graduate school, shuts down. Negotiators for the state and the teachers unions must reach a settlement by April 5. If efforts fail, members of the
