Hawaii! Teaching about the 50th State
Hawaii celebrated its 40th anniversary of statehood on August 21, 1999! Take a tour of this exotic state, examine its wildlife, creep to the volcano's edge, and discover the wealth of culture and diversity that isolation can bring. Aloha! After 20 years of classroom teaching, Lena Kanemori of Enchanted Lake Elementary School in Kailua, Hawaii, became a technology coordinator and teacher of the gifted and talented. While studying endangered species, she was shocked to discover that Hawaii has the greatest number of endangered species of all of the United States. In response to this revelation and as an introductory Web-publishing project, she and her students created Endangered Species of Hawaii "Three years ago, when my students were involved in their study of Hawaii's endangered species, they were amazed, and I was more so, to find out that we had the most endangered species in the nation," Kanemori told Education World. "Finding out why we had so many endangered species was also most distressing."

HONOLULU A new study conducted for Gov. Linda Lingle's administration shows total annual state public school spending at $1.9 billion, or $10,422 a student. Video VIDEO REPORT The study claims Hawaii's school children are being shortchanged. That more money is spent per public school student per year than is on private shool students. However, because of a huge administrative bureaucracy less than half of each education dollar makes it to the classroom The study released Monday as part of the administration's push to decentralize the system shows that less than half of all that spending gets to the classroom. The study was done by nationally recognized education system analysts Bruce Cooper of Fordham University and William Ouchi of UCLA.

NEW COLORADO EDUCATION LAWS IMPACT CHARTER SCHOOL AUTHORIZATION.
The Colorado State Board of Education will have the power to approve charter schools under a new bill signed into law by Gov. Bill Owens. Under the new charter program, charter school organizers will be able to bypass local school districts that reject or refuse to hear requests to set up charter schools. The law, created in response to several districts where local boards have restricted new charter schools, also creates a charter school institute as an agency of the state department of education. Two additional laws were also approved concerning charter schools. One requires greater accountability for charter schools and their authorizing districts, while the other creates a system for monitoring student academic progress over time.

Gov. Linda Lingle opened a day-long education summit yesterday by repeating her call for Hawaii residents to vote on whether to form local school boards. "I am not alone in believing that home rule is an important part of improving our schools," Lingle told about 400 public school educators, parents and community leaders at Kapolei High School. The Department of Education sponsored yesterday's "Reinventing Education for the 21st Century" summit so national experts on education could share their experiences with school reform. Speakers included Tony Wagner from the Graduate School of Education at Harvard University and Arlene Ackerman, the superintendent of the San Francisco Unified School District. In her speech, Lingle said a statewide telephone poll conducted for her office shows: >> 74 percent of Hawaii residents surveyed want to vote on the issue of local school boards.
>> 75 percent believe schools should control 90 cents out of every dollar spent on education.

In education circles, Hawaii is known for what it doesn't have: School boards. And to those fed up with their own malfunctioning boards, that could seem like utopia. So why does Hawaii Gov. Hawaii Gov. Linda Lingle in a February visit to the studios of the Fox News Channel in New York. "The public knows and we should not be afraid to say it Hawaii's public school system is broken," said Lingle in her state-of-the-state address this year. "It is like no other system in America, and it's not working." Lingle believes the top-heavy system, run by one massive "school board" of more than 30,000 people the state Department of Education is hurting children across the state. About 64 percent of Hawaiian schools didn't pass this year's statewide achievement tests. On two well-known national benchmarks the SAT and the NAEP (National Assessment of Educational Progress) Hawaiian students are mired at the bottom.
