Bio-Terror Lab The National Institute of Allergy and Infectious Diseases (NIAID) announced that it will provide funds to Boston University (BU) to build a National Biocontainment Laboratory (NBL) where research will be performed on deadly viruses and other organisms, such as anthrax, smallpox, plague, botulism, tularemia, and viral hemorrhagic fevers, for which there is no known cure and that pose the greatest risk to people in the event of a bioterrorist attack. The NBL will encompass 223,000 square feet and include Biosafety Level 3 and 4 (BSL 3 and 4) laboratories and supporting facilities. BSL 4 is the level of security required for research on the most dangerous and exotic category of disease causing organisms. According to federal guidelines, level 4 pathogens pose a ?high risk of exposure and infection to personnel, the community, and the environment.?

    After the slave revolt, Haiti’s sugar was boycotted by white nations to prevent copycat slave revolts in their possessions. To overcome the boycott, Haiti later agreed to compensate former French plantation owners at great expense. But even after slavery was abolished in the US and Europe, Haiti’s fortunes showed little improvement. The richest country in the world became the poorest. Neighbouring countries remained slave states for decades and colonies for over a century, yet became infinitely richer than Haiti. The lesson? No matter how bad slavery or colonialism is, self-rule can be as bad or worse. Krishna Menon argued in the 1950s that bad self-rule was preferable to good colonial rule. At the time this seemed an obvious truth to me. Not any more, after watching Haiti and Africa.

    John Shattuck
    Officer of the John F. Kennedy Library Foundation in 2001. Mr. Shattuck's career spans nearly three decades in government service and the nonprofit sector. In 1993, he was nominated by President Clinton and confirmed by the U.S. Senate as Assistant Secretary of State for Democracy, Human Rights and Labor. While serving in this position, Mr. Shattuck worked to end the war in Bosnia and negotiate the Dayton Peace Agreement; establish the International Criminal Tribunals for the former Yugoslavia and Rwanda; restore a democratically-elected government to Haiti; administer U. S. assistance to new and emerging democracies; and raise the profile of human rights in U.S. foreign policy after the end of the Cold War. For this work, he received an International Human Rights Award from the United Nations Association of Boston in 1998. Mr. Shattuck is also the author of Freedom on Fire: Human Rights Wars and the Roots of Terrorism , to be published by Harvard University Press in 2003. In 1998, Mr. Shattuck was nominated by President Clinton and confirmed by the Senate to serve as U.S. Ambassador to the Czech Republic. Before entering government service, Mr. Shattuck was at Harvard University, where he held the position of vice president for government, community and public affairs from 1984 to 1993. He also lectured on civil liberties at the Harvard Law School and the Kennedy School of Government. Mr. Shattuck's public service career began at the American Civil Liberties Union, where he was Executive Director of the ACLU Washington office and national staff counsel from 1971 to 1984. He was involved in all major civil-rights and civil-liberties issues during the Nixon, Ford, Carter, and Reagan administrations, including the defense of federal civil-rights legislation, protection of the federal courts against congressional efforts to limit their jurisdiction, and legislative expansion of the rights of women.

Coalition The U.S. war and occupation of Iraq is a disaster for the people there and here, a disaster that the Bush administration wants to escalate. In the first three weeks of April alone, more than 1,000 Iraqis, most of them civilians, and at least 110 U.S. soldiers have been killed. It is not only U.S. troops that are dying but those from Latin America and from other countries in Bush's "coalition of the willing." Thousands more have been wounded. The war is costing more than 300 million dollars ($300,000,000) every day, money that is transferred from working people in the U.S. to the pockets of arms manufacturers and corporate war profiteers. It is a war that is destroying an entire country and the lives of the Iraqi people already victimized for more than a decade by sanctions.

    Resolving Haiti's crisis calls for

    By Pauline Mumia, Lutheran World Federation/ACT International German version of News Update Geneva, March 10,2004 —The Lutheran World Federation (LWF) representative in Haiti, Michael Kuehn, has appealed for long-term assistance and support for the Caribbean nation after the recent political crisis that has resulted in humanitarian emergency situation. Long-term, participatory programs for development could make an important contribution to crisis prevention, said Kuehn, director of the LWF Department for World Service (DWS) country program in Haiti and the Dominican Republic. LWF is one of four members of Action by Churches Together (ACT) International - a global alliance of churches and related agencies working to save lives and support communities during emergencies - in Haiti. The formation of a government in Haiti, he said, and establishment of trust within society must be given priority following the departure of President Jean-Bertrand Aristide, after weeks of violent rebellion against his rule. Insecurity, Kuehn noted, still constitutes a major problem, as many people worry about the violence, looting and widespread destruction.
