Let's stay in Latin America and the Caribbean, which [former US Secretary of War and of State] Henry Stimson called "our little region over here which has never bothered anyone." Jean-Bertrand Aristide was elected president of Haiti in what's been widely described as a free and democratic election. Would you comment on what's happened since?
When Aristide won in December 1990 (he took office in February, 1991), it was a big surprise. He was swept into power by a network of popular grassroots organizations, what was called Lavalas-the flood-which outside observers just weren't aware of (since they don't pay attention to what happens among poor people). There had been very extensive and very successful organizing, and out of nowhere came this massive popular organization that managed to sweep their candidate into power.
The US was willing to support a democratic election, figuring that its candidate, a former World Bank official named Marc Bazin, would easily win. He had all the resources and support, and it looked like a shoe-in. He ended up getting 14% of the vote, and Aristide got about 67%. The only question in the mind of anybody who knows a little history should have been, How is the US going to get rid of Aristide? The disaster became even worse in the first seven months of Aristide's office. There were some really amazing developments.
Haiti is, of course, an extremely impoverished country, with awful conditions. Aristide was nevertheless beginning to get places. He was able to reduce corruption extensively, and to trim a highly bloated state bureaucracy. He won a lot of international praise for this, even from the international lending institutions, which were offering him loans and preferential terms because they liked what he was doing.

History: During the rest of the 19th century, Haiti was under the control of a succession of dictators, none of whom had the wherewithal to resolve the conflict between the country’s two main ethnic groups: the mulattos, who held political power, and the blacks. Early in the 20th century, the US took control of Haiti, sending troops in at one stage to support the regime. After 30 years as a US protectorate, Haiti was returned to local rule after World War II. A succession of military governments followed before Haiti began the transition to civilian rule. Presidential elections were held in mid-December 1990 under the supervision of the United Nations and brought to the presidency the radical priest Jean-Bertrand Aristide. 9 months later, army chief Brigadier-General Raoul Cedras seized power in a military coup. Aristide was exiled. In June 1992, the army installed a civilian government under Marc Bazin, one of the conservative presidential candidates defeated by Aristide. 12 months later, as the country suffered under the weight of international opprobrium, a deal between the Cedras/Bazin regime and Aristide allowed the latter to come back to the country. Important Dates in Haiti's History March 10 The Constituent Assembly delivers the text of the Constitution to Henri Namphy, the President of the National Council of Government (Conseil Nationale de Gouvernement-CNG). The text of the Constitution is written in French and Creole. March 29 A referendum ratifies the new Constitution. Approximately 99.81% of people vote yes for a new constitution from the results of 215 voting places. May 13 The National Council of Government (CNG) publishes a decree electing the members of the Provisional Electoral Council (Conseil Electoral Provisoire-CEP). May 22 The CEP, Provisional Electoral Council (first version) proclaims itself independent from the CNG. June 5 The CEP hands over the text of electoral law to the Minister of Justice. July 17 The Haitian Armed Forces swears fidelity to the new 1987 Constitution during a ceremony at the Military Academy. November 29 Election day. Disturbances occur at Ruelle Vaillant in Port-au-Prince. The elections are suspended, and the CEP is dissolved by General Henri Namphy.

Haiti's History
Christopher Columbus stopped in Haiti before he reached the shores of North America, and he described it as heaven. The island, shared by Haiti and the Dominican Republic, was coveted by Britain, France, and Spain for its location, rich soil, and lush climate. As a French colony in the 1700s, Haiti produced riches of cocoa, cotton, sugar cane, and coffee... with the labor of slaves imported from Africa. After years of suffering, the slaves rose up in rebellion and in 1804 declared independence from France and established the first Black republic in the western hemisphere. During the nineteenth century Haiti developed into two worlds, one a tiny minority of mulatto (light skinned blacks who are the product of intermarriage), the other the majority of the population, the former slaves. The elite mostly lived in the towns, especially in the capital, Port-au-Prince, and controlled the government, commerce, and military. The majority of Haitians lived in the countryside, farming small plots of land. The race and class tension that exist today have their roots in Haiti's colonial past and in its early development as a republic.

GEOGRAPHY Size: Approximately 28,000 square kilometers. Topography: Defined by five mountain ranges, dividing country into three regions: northern, central, and southern. Highest peak, the Morne de la Selle, located in the south, reaches an altitude of 2,715 meters. No navigable rivers. Largest lake is Etang Saumâtre, salt-water body located in southern region. Climate: Tropical climate influenced by northeast trade winds. Wet season generally lasts from February through May, dry season from November to January. Rainfall pattern irregular because of mountainous topography. Temperature in lowland areas varies from 15°C to 25°C in winter, 25°C to 35°C in summer. Haiti's people have been repeatedly exterminated, its natural resources have been repeatedly decimated, its cultural composition repeatedly altered with each bold and physical struggle for economic domination and control and finally for independence and democracy. It is a struggle that in many respects, continues to this day. The country's longevity as an independent nation in the Western Hemisphere is second only to that of the United States. Over this span of almost two centuries, however, the country has never known a period free of tyranny, repression, political conflict, racial animosity, and economic hardship. Haiti, the first black republic in modern times, sprang directly to self-governance from French colonialism, a system that had a profound impact on the nation. Haiti's colonial origins had demonstrated that an illiterate and impoverished majority could be ruled by a repressive elite. The slaveholding system had established the efficacy of violence and coercion in controlling others, and the racial prejudice inherent in the colonial system survived under the black republic. A lightskinned elite assumed a disproportionate share of political and economic power. The chaotic and personalistic nature of Haitian political culture combined with chronic underdevelopment to provide fertile ground for a succession of despots, strongmen, and dictators. Even the few national leaders whose election apparently reflected popular sentiment, such as Dumarsais Estimé (1946-50) and François Duvalier (1957-71), rejected constitutional procedures in favor of retaining personal power. The popular revolt that deposed President for life Jean-Claude Duvalier (1971-86) demonstrated the Haitian people's rejection of parasitic despotism. At the same time, however, the revolt reaffirmed another lesson of Haitian history: violence has often been the only effective route to change.

William Delahunt, D-Quincy, who has traveled to Haiti about 10 times. “To see the failure of their political leadership - I’m not singling out anyone particularly, it is the entire political class that has failed.” Haiti, a country roughly a third larger than Massachusetts, wasn’t always punished by poverty. In the 18th century, the Caribbean nation was a lucrative possession for the French, who shipped slaves there from Africa and developed a burgeoning sugar industry. The slaves revolted and in 1804 formed the world’s first black republic. While the nation has survived, political stability has always been elusive.

What makes it unique is that the paintings are the focal point, the essays only serve as backdrops to finish telling the stories and history already told by the paintings. This retrospective of Haitian history and influence on the Western hemisphere will make Haitian history and culture more accessible to a larger and more varied audience. It is also a tangible way for people around the world to be a part of this important event. The bilingual nature of the volume will make it accessible and appealing to the Francophone audience in Europe, Africa and the Caribbean. The historical painting series will be exhibited at the Musée du Panthéon National in Port-au-Prince, Haiti from November 2003 until March 2004 in conjunction with the celebration of the bicentennial in 2004.
