I. Purpose and Overview
I feel particularly fortunate to have been involved on both parts of the exchange. In May, I coordinated the four-day visit to Houston for two overseas CO trainers from OPE-Accra and ICMC Turkey. A few weeks later, I was chosen to visit OPE-Accra. In many respects, visiting OPE-Accra was one of the most educational experiences of my career. I gained diverse knowledge regarding the operations of the Overseas Processing Entity (OPE), the United Nations High Commissioner for Refugees (UNHCR), the International Organization for Migration (IOM), the U.S. Department of Homeland Security (DHS), the U.S. Department of State (DOS), and knowledge about refugee processing in general. Processing is very complex, and requires the cooperation of many organizations working together. For example, the logistical details involved in scheduling a circuit ride require close collaboration. Exposed to the operations first-hand, I was able to experience the reality and contingencies of processing, making my knowledge more real and tangible.

All of our classes happen, not always at the same time. Participation in the classes is voluntary, and it is up to each person to be aware of the day’s schedule. Location: We take up residence at Le Voile De La Mariee, a small camp of modern huts, at the base of two majestic mountain waterfalls. The accommodations are rustic, but pleasant, with doors that close and lock, beds with sheets, toilets (bring your own TP if you aren’t into the 3 rd world style – left hand and water), running water, rarely electricity, a central meeting room in each three bedroom hut, and plenty of shade. Various trails surround the camp, a mountain beckons us up each year to visit the quaint village of Cambaliya, and to see the mountain spring that feed the fields and waterfalls we so enjoy. There are no telephones at the falls, but calls can be made outbound, from the village of Kindia – a 20-minute car ride. Teaching Staff Milla Sylla is our head drum teacher. Milla has been playing djembe since a young age, and spent 10 years performing and touring in West Africa with Famadou Konate’s Ballet Hamanah. Horni Rasta (Horni is the Susu word for buzzard – Horni’s dreads used to resemble the disheveled plumage of said bird) is our dunun expert. He is Milla’s rhythmical counterpart, and he comes to us with the same experience as Milla.

HISTORICAL BACKGROUND IN PORTUGAL
In Iberia the Reconquista movement was growing in its mission to recover their lands from the Muslim Moors who had first arrived in the 8th century. Jews may have first arrived far earlier during the time of the Phonecians and Roman. Nevertheless, Maghrebi Jews were key allies of the Moors and centuries-long residents of Iberia. Probably as early as 1480 one may find the beginnings of the Spanish Inquisition and expulsion of Jews. It was however in 1492 the the Spanish Inquisition emerged in its fullest expression of intolerance, anti-Semitism. This social pathology quickly spread to neighboring Portugal where Portuguese Kings Joao II and especially Manuel I in 1496, determined to exile thousands of Jews to Sao Tome, Principe, and Cape Verde. The numbers expelled at this time were so great that the term Portuguese" almost implied those of Jewish origin. Those who were not expelled were converted by force or were even executed.
Despite the important role of Portuguese Jews in commerce, navigational sciences, and in the cartography of Africa, they faced riots, pogroms, and profound oppression during the
