Impact of Primary Laws on Adult Use of Safety Belts - United States, 2002
Motor-vehicle crashes are the leading cause of death among persons aged 134 years in the United States ( ). Safety belts are the single most effective means of reducing crash-related deaths ( ). State laws have had a critical role in increasing belt use. As of December 2003, the District of Columbia (DC), 20 states, and three U.S. territories* had primary laws (i.e., primary enforcement safety-belt laws), which allow police to stop a motorist and issue a citation solely for being unbelted. Another 29 states had secondary laws, which allow police to issue a safety-belt citation only after stopping a motorist for a different violation. Primary laws are more effective than secondary laws for increasing safety-belt use and reducing traffic fatalities ( ). To assess safety-belt use among U.S. states and territories with and without primary laws, CDC analyzed data from the 2002 Behavioral Risk Factor Surveillance System (BRFSS) survey. This report summarizes the results of that analysis, which indicated that the prevalence of self-reported safety-belt use was higher among states with primary laws (85.3%) than among states with secondary laws (74.4%). To reduce deaths from motor-vehicle crashes, states should consider enactment of primary laws. In 2002, all 50 states, DC, Guam, Puerto Rico, and the U.S. Virgin Islands (USVI) participated in BRFSS, a state-based, random-digitdialed telephone survey of the noninstitutionalized, civilian U.S. population aged

Guam may ship PCB waste to U.S.
By Adrienne Loerzel Pacific Daily News; aloerzel@guampdn.com Guam may be able to ship PCB wastes off island by the end of the year, Guam Delegate Robert Underwood said. At some levels, PCBs cause a wide range of ecological and health problems, including immune system and reproductive effects, nervous system damage and cancer, according to the U.S. Environmental Protection Agency. Manufacture of the potentially toxic chemicals was banned in 1977, but PCBs were once widely used in power plants and other industrial uses. While Guam still has some PCB-contaminated equipment and environmental sites, the island has had problems disposing of the chemicals. Federal judges ruled in a 1997 lawsuit that Guam is outside the U.S. customs zone, so the island could not send PCBs to the United States for disposal, Pacific Daily News files state. Underwood said U.S. EPA will release a proposed rule later this week that will allow Guam to ship the PCBs to the United States for disposal. The proposed rule would also apply to the Northern Marianas, American Samoa and the U.S. Virgin Islands.

Commissioner Gloria Tristani Re: Inquiry Concerning the Deployment of Advanced Telecommunications Capability to All Americans in a Reasonable and Timely Fashion, and Possible Steps To Accelerate Such Deployment Pursuant to Section 706 of the Telecommunications Act of 1996. CC Docket No. 98-146 I guardedly concur with today's Report. While the Report concludes that certain populations are "particularly vulnerable to not receiving advanced services in a timely fashion," it does not sufficiently state the at risk status of these populations. Moreover, in order to comply with our statutory mandate to "determine whether advanced telecommunications capability is being deployed to all Americans in a reasonable and timely fashion," we must have a better picture of the deployment of advanced services than the existing data afford. I am troubled about the factors and data that suggest certain populations - those living in rural areas, the U.S. territories, inner cites, and tribal areas, as well as low income consumers and minorities are at heightened risk of not having access to advanced services if left to market forces alone. As the Report indicates, the data show a correlation between population density and the presence of broadband subscribers, with areas of low population density much less likely to have subscribers to broadband services. Thus, rural consumers and those on Indian lands outside of population centers are particularly at risk. Other factors, such as the limitations of particular technologies, further increase this risk. Moreover, the correlation between income and advanced services indicates that low-income consumers are likewise at risk of not having access to broadband services, a risk heightened by other factors including the poor quality existing plant in inner cities.
