The U.S.-Japanese Security Relationship
by Ted Galen Carpenter Ted Galen Carpenter is director of foreign policy studies at the Cato Institute. Executive Summary The U.S. military alliance with Japan no longer serves the best interests of either country. Washington subsidizes Japan's defense at the expense of American taxpayers. That subsidy, which has amounted to approximately $900 billion (in 1995 dollars) since the early 1950s, is a powerful incentive for the Japanese to continue free riding on the U.S. security guarantee. And Japan's much-touted host-nation support of $5 billion a year actually pays only a small fraction of the total cost of the U.S. security commitment. Even worse, Washington's policy encourages a dependent mentality on the part of the Japanese and enables Tokyo to evade political and military responsibilities in East Asia even when Japan has important interests at stake. Japanese officials confirm that, in the event of war, Japanese military units would not join U.S. forces in combat operations unless Japan itself were attacked. U.S. leaders foolishly perpetuate Japan's security dependence. Washington's East Asian policy is held hostage to the exaggerated fears of Japan's neighbors, who oppose a more active military role for Tokyo. A lingering undercurrent of distrust toward Japan in U.S. policy circles has also been a major motive for Washington's "smothering" strategy.

PALIKIR, Pohnpei (FSM Information Service): January 23, 1997 - Mr. Allen Stayman, Director of the Office of Insular Affairs at the U.S. Department of the Interior, today requested the views of island Governors and Presidents of the freely associated states (FAS) on regulations relating to habitual residence of FAS citizens in United States territories. "I am hopeful that any regulations will acknowledge the contributions that FAS citizens make to the economies of Guam and Northern Marianas, and that they are tailored to continuing employment," Stayman said. On several occasions, Marshall Islands Ambassador Banny de Brum and FSM Ambassador Jesse Marehalau have requested and met with Director Stayman to press the concerns of their citizens for jobs in Guam and the CNMI. "I want to thank the ambassadors for their commitment, interest, and concern for the habitual residence issue, and their cooperation and support for the survey of FAS migrants to Guam, the CNMI and Hawaii," Stayman said. The compacts of free association between the United States and the FAS (Federated States of Micronesia, Palau and the Marshalls) allow FAS citizens to enter the United States and its territories for work, residence, and education. This compact right of residence, however, may be limited when it comes to the United States insular areas, including Guam and the Commonwealth of the Northern Mariana Islands (CNMI).

Purpose

Brief Summary of Findings

Overview of Project A nonexperimental, descriptive study of newly licensed LPN/VN practice was undertaken. The population of interest was all those individuals licensed (n=8,712) to practice in the United States and three of the five U.S. territories (Guam, Puerto Rico and the Virgin Islands) as an outcome of successful performance on NCLEX-PN examinations administered between December 1999 and March 2000. A proportional, stratified random sample (with stratification on jurisdiction of licensure and type of education) of 3,450 was drawn for the study. A five-phase mailing process, using first-class mail was used to collect data. Following adjustment for nondeliverables (n=89), a 40.8% (1,371/3,361) response rate was attained.

PROSPECTIVE U.S. AND PERMANENT RESIDENT STUDENTS Eligibility To receive financial assistance under Title IV Federal funding programs while attending the Monterey Institute of International Studies, you must: Be a citizen, legal permanent resident, or qualified refugee of the United States Be at least the college junior level when first receiving aid through the Institute. What does it cost?
Costs vary depending upon the program location and length. Spring Break, summer quarter, semester and year programs are available. Most forms of financial aid can be used for Study Abroad and there are a number of programs that offer scholarships.

    HISTORY
    For more than 150 years, the U.S. Department of Commerce, Bureau of the Census, conducted the census of agriculture. However, the 1997 Appropriations Act transferred the responsibility from the Bureau of the Census to the U.S. Department of Agriculture (USDA), National Agricultural Statistics Service (NASS). The 1997 Census of Agriculture is the first census conducted by NASS. The census of agriculture is taken to obtain agricultural statistics for each county, State, and the Nation. The first agriculture census was taken in 1840 as part of the sixth decennial census of population. From 1840 to 1950, the agriculture census was taken as part of the decennial census. A separate mid-decade census of agriculture was conducted in 1925, 1935, and 1945. From 1954 to 1974, a census of agriculture was taken for the years ending in 4 and 9. In 1976, Congress authorized the census of agriculture to be taken for 1978 and 1982 to adjust the data reference year so that it coincided with other economic censuses. This adjustment in timing established the agriculture census on a 5-year cycle collecting data for years ending in 2 and 7. Return to Contents.

    CHAPTER III - METHODOLOGY This historical-comparative study of the language policies in Guam, the Philippines and Puerto Rico intended to systematically present the factors and social processes related to language maintenance and language shift in these areas. In particular, those factors related to nationalism and its role in native language maintenance were examined. In addition to contributing to a research area where systematic analysis has been found lacking (Fishman, 1972, 1977, 1991), strategies for formation of more effective and ethnoculturally sensitive language policies were recommended. Design Geographic Areas Guam : Guam, an unincorporated territory of the United States, is the largest and Southernmost island in the Marianas. The Island lies approximately 3,700 miles West-Southwest of Honolulu, Hawaii and 1,500 miles South of Tokyo, Japan. It is approximately 30 miles long and five to eight and a half miles wide. The population of Guam in 1990 was 133,152 (Department of Commerce, 1993, p. 1). Philippines : An archipelago of approximately 7,100 islands stretching 1,100 miles from North to South, the Republic of the Philippines is located off the Southeast coast of Asia. The population in 1990 was 66,647,000 (The World Almanac, 1992, p. 793).

    With enforcement of new CITES regulations restricting the Pacific island flying fox trade, bats are off the menu in Guam. . .
    by Gary J. Wiles It's uncommon these days for conservationists to reap immediate and dramatic results from their hard fought efforts. But this is exactly what is happening in the Pacific. New regulations, aimed at protecting flying foxes from international commercial trade, are being enforced. Flying foxes, mostly of the genus Pteropus , have long been harvested on many Pacific islands for export to the Mariana Islands. On Guam alone, an estimated 230,000 bats, involving at least 10 species, were imported between 1975 and early 1990. But that number has been dramatically reduced since the first U.S. Fish and Wildlife Service (USFWS) inspector arrived on Guam in April of this year. Flying foxes are a traditional delicacy with the resident Chamorro culture of the Marianas. Sadly, the trade evolved because overhunting had caused precipitous declines in local bat populations.     Here's a legitimate threat of WMD-tipped missiles aimed at US territory: North Korea is preparing to deploy a newly developed intermediate-range ballistic missile that has a range sufficient to reach U.S. bases in Guam and possibly Hawaii, South Korean newspapers reported this week... The reports cited unnamed South Korean officials saying that an intelligence satellite had recently picked evidence of two new missiles bases under construction in North Korea. Missiles and mobile launching pads observed at the sites were said to be of a design that did not resemble North Korea's better-known Rodong missiles... The newspaper quoted the [high-ranking South Korean ] official saying that the missile is likely to have a range of at least 1,800 to 2,500 miles, making it capable of reaching key Pacific bases in Guam and Okinawa. And because it can be launched from a vehicle, it might possibly be able to reach Hawaii...

    Congressman Robert A. Underwood again pushed for more Compact of Free Association impact aid and raising Medicaid caps, saying economic conditions in Guam and the territories merit special consideration. He testified today at the House Budget Committee's hearing on President Bush's Fiscal Year 2002 budget, which provides only $4.58 million in Compact impact aid for Guam, and less funding for the Department of Interior. The Congressman also took the opportunity to point out other Guam problems. "I am very concerned about the President's proposed budget for the U.S. territories," he said. "The U.S. territories have not fared as well (as the rest of the nation) and continue to face staggering double digit unemployment rates and dismal economic conditions." While supporting a tax cut, Congressman Underwood said the President's tax plan does not take into account the effect the cut will have on the territories, particularly Guam and the Virgin Islands, the only jurisdictions whose tax systems "mirror" the Internal Revenue Code. Unlike state governments, the Government of Guam would feel the blow of a tax cut because federal revenues collected in Guam remain in Guam. With no surplus, GovGuam's revenue stream would be greatly disrupted, and government services and the local economy would be affected. GovGuam is projecting $243 million in income tax revenues for 2001 and anticipates the tax plan to reduce revenues by $30-$50 million.

    The Philippines, Guam, Hawaii and Puerto Rico all now belonged to the Americans, and American Samoa and the Virgin Islands were soon to follow. World War Two would add the former Japanese territory of Micronesia as well. The United States, a nation founded on the equality and brotherhood of all men, now found itself having to reconcile the ideals and practices of representative democracy with the notions of empire and subject peoples. In recent years, the U.S. government has publicly atoned for the internment of Japanese-Americans during World War Two and the untold number of abuses suffered by Native Americans' post-European contact. Last year’s talk of an apology for slavery and President Clinton’s move for a dialogue on race are the latest manifestations of this trend. Perhaps we could use 1998 to not only "remember the Maine" but also the travesties the United States committed in its history as a colonial power. The rap sheet for U.S. colonialism is far from clean, but Americans have the chance (and, quite frankly, the obligation) to rectify past wrongs by granting U.S. territories a greater voice in government and allowing citizens of U.S. territories to fully utilize their powers as U.S. citizens.
