History
The initial Western contact with Guam occurred in 1521, Ferdinand Magellan reached the southernmost Mariana Islands during his circumnavigation of the globe. General Miguel Legaspi claimed Guam and the other Mariana Islands for Spain in 1565. Spanish colonization commenced in 1668. The Chamorro population then was estimated at 50,000 throughout the Mariana Archipelago. However, introduced diseases and the Spanish-Chamorro wars decimated the Chamorro race, reducing the number of inhabitants to fewer than 2,000 by 1700. Guam served as a way station for the Spanish Acapulco-to-Manila galleons from 1668 to 1815. The Spanish regime ended in 1898 when American forces took Guam during the Spanish-American War. The Treaty of 1898 , Article II, negotiated under President McKinley, transferred control of Guam to the United States. Spain later sold the rest of the Mariana Islands, including Saipan, Tinian and Rota, to Germany. From 1899 to 1941, Guam was under U.S. Naval Administration. At the outbreak of World War II, the Japanese seized Guam and occupied the island for two and a half years. American forces recaptured Guam in July 1944, and the U.S. Naval Administration resumed responsibility when peace returned.

Guam Culture

Tradition has long played a major role in the lives of Chamorros, the people of the Mariana Islands. This includes rituals associated with the preparation of herbal medicines and cures administered by "patteras" and "suruhanas" (local doctors), whose methods of treatment have been practiced for centuries. Superstition also plays an important role, especially when dealing with the supernatural and unexplainable occurrences. It is customary to show respect for the elderly, toward one's neighbors, and for the "taotaomona" (ancestral spirits) and "duhendes" (elfish spirits). Legends are also a part of the cultural heritage of the Chamorros. Language
The name "Chamorro" was given to the language and people of the Mariana Islands by the Spanish. Chamorro is a member of the linguistic family of languages known as Austronesian, which is spoken from Madagascar to the Micronesian Islands to Easter Island in the farthest corner of Polynesia. Education
The educational system is similar to that of the continental U.S., with all high schools and colleges accredited by the Western Association of Schools and Colleges. Education is a high priority for Chamorro parents and is considered the key to success in many Chamorro homes. By law, children between the ages of 5 and 16 are required to attend school. Guam schools use a

Pending: The Fate of the Governorship of Guam By Amy Merrick, Medill News Service December 1999 Adrift on an isle in the middle of the Pacific Ocean, the government of Guam faces the same issues as its counterparts throughout the United States: budget crunches, racial divisions, partisan friction. There are differences, too: a location much closer to Asia than North America, a population that is 98 percent Roman Catholic and an ancient Spanish heritage that still manifests itself in village customs. But in Guam, located 6,000 miles southwest of Los Angeles, the government also labors under the uneasy knowledge that a court decision could rule it illegitimate at any time. "Politics are difficult enough when you have a Democratic governor and a Republican legislature," said Roger Berliner, legal counsel to the Guam government. "But that difficulty is enhanced when at any moment, they could get a Republican governor to work with," he added, referring to the natural tendency of lawmakers to wait out a lame duck from the opposing party. As the fate of the sitting government is dragged through the courts, the people of the tiny island, about three times the size of Washington, D.C., struggle to maintain business as usual.

Excess lands bill clears Congress
Bonds: Hearing date set
By Susan Roth Gannett News Service WASHINGTON Guam will be able to take back some federal land for public uses, given final passage of the Guam Omnibus Opportunities Act by the House Oct. 31. Delegate Robert Underwood, D-Guam, and his staff have been waiting anxiously for the measure versions of which have bounced between House and Senate to finally clear Congress and head for President Clinton and his expected signature. ''I'm so relieved,'' Underwood said as he prepared to depart for Guam Nov. 1. ''More importantly, I'm very happy for the people of Guam that a comprehensive process has been found. This doesn't really end the issue, just one chapter in our land history. This is the beginning of a new set of negotiations.'' The landmark measure gives Guam the right of first refusal to take back all federal lands originally seized for military purposes but now declared ''excess'' by the government, as long as the land is used for public purposes. Such land is now offered to other federal agencies. The U.S. government controls about a third of Guam, some 44,000 acres.

Guam is presently an Unincorporated Territory of the United States. On August 1st 1950, the Chamorros of Guam were granted the right of civilian rule through the Organic Act of Guam. Within a period of 40 years, we have much to be proud of in terms of our political, economic, and social development. Guam, in comparison to most Pacific islands, is one of the most progressive and advanced communities in this part of the world. There are three government branches: the executive, legislative, and judicial. In 1970, Guam's voters elected its first governor. The legislative branch is unicameral with 15 elected senators. There is also one non-voting representative to the U.S. House of Representatives.

    Guam's History, People and Culture
The island of Guam has an ancient history and rich cultural heritage as evidenced by 118 sites listed on the National and 155 listed on the Guam Registers of Historical Sites Today, Guam is a truly cosmopolitan community that reflects the cultures of its original Chamorro inhabitants influenced by countless European, American, Asian, Micronesian, and other people who have occupied, visited and immigrated to Guam since the 16 th Century. Following is a brief summary of Guam's history and Chamorro folklore that help to shape the unique culture and mix of peoples that is Guam today. The Ancient Chamorro Although the origin of the Chamorro race has never been definitively proven, the original inhabitants of Guam are believed to have been of Indo-Malaya descent originating from Southeast Asia as early as 2,000 BC, and having linguistic and cultural similarities to Malaysia, Indonesia and the Philippines. The first historical Western document relating the physical features of the Chamorro was
