    GUAM GOVERNMENT WORKER INDICTED FOR THEFT By Theresa Merto HAGATNA, Guam (Pacific Daily News, April 30) - A former Department of Public Works employee was indicted yesterday on charges he stole $10,000 worth of government-owned construction materials for use at his Dededo home. Rodrigo Ocampo, 51, faces charges of theft by receiving as a third-degree felony, theft by taking as a third-degree felony and official misconduct as a misdemeanor, the indictment states. The items Ocampo allegedly took were slated for the controversial Tutujan Park, also known as Triangle Park, in Agana Heights. "As a result of the coordinated effort of the Guam Police Department Government Corruption Task Force and the attorney general's office investigators, this arrest and indictment resulted," Attorney General Douglas Moylan said. A witness had told police investigators that Ocampo had stored several government-owned molding and decorative precast materials at his Dededo home, documents state. These thefts allegedly occurred during the construction period of the Triangle Park project. The witness said that on several occasions, Ocampo stole the construction materials from the Government House, where the items were stored, and transported the materials to his residence.

    AUDIT FINDS $20 MILLION IN FRAUD, ABUSE IN GUAM GOVERNMENT By Gerardo R. Partido HAGATNA, Guam (Marianas Variety, May 12) - The Office of the Public Auditor released its annual report for 2003 yesterday, reporting that it identified approximately $20 million in fraud, waste, and abuse in various Government of Guam public accounts. According to Public Auditor Doris Brooks, OPA also identified another $207,000 of potential savings or unaccounted revenues for the government of Guam in 2003. Brooks is particularly proud of the work OPA did in its audit of the Department of Education. Upon taking office in Jan. 2001, Brooks said OPA warned government officials that DOE had not been audited since fiscal year 1998. "Fast forward to Sept. 2003…the U.S. Department of Education declared DOE a high-risk grantee and imposed harsh conditions for obtaining continuing federal assistance. With our oversight, DOE is now catching up on its audits and should be current by year-end," Brooks said. As public auditor, Brooks said she is pleased that her organization’s work has improved accountability in the management of government funds. "This work would not have been accomplished without the hard work, professionalism, and dedication of the OPA staff," Brooks said.
