What Does Geography Have To Do With It?
For many years my intuition has taunted me about the applicability of
some of the laws and regulations designed for the fifty United States and
applied “across the board” to a geographically isolated group of islands,
particularly those laws related to the economic development process in the
Northern Marianas.
For those of us living in the Pacific as well as the lawmakers in
Washington, the jet can frequently abuse one’s sense of geography. This
marvelous technology has contributed to distorting the concept of time and
space to the point where neither means much anymore. It’s a little like,
“where ever you go - there you are.” It hasn’t been too many years ago, before the use of commercial jet aircraft, that travel from Hawaii to these isolated islands required many exhausting hours. In the early fifties a flight from Honolulu to Wake Island required about nine and one half hours from Wake to Saipan was still eight hours further. Even today sheer distance and the time involved in traversing the Pacific are factors which must be taken into consideration when scheduling travel. The Commonwealth is about as far away from the U. S. west coast as

A. SETTING AND BACKGROUND 1. The Island General Geography and Geology
The southern half of Guam is mountainous and largely basaltic, a "volcanic massif which has burst through the coralliferous limestone" (Alexander Agassiz). Remnants of limestone formations as old as Miocene (over seven million years ago) are found occasionally, at considerable elevations, in the volcanic mountains of the southern half. Guam has been gradually and repeatedly elevated, apparently with submergences intervening. The highest point on Guam is Mt. Lamlam, in the southwest, elevation 1334 feet. Other peaks of the rugged southern and southwestern portion rise to heights ranging between 1000 and 1275 feet. The island is closely encircled by a fringing reef, interrupted only at a few of the bays in the south and extending out to include Cocos Island, off the southwestern tip of Guam. No references, notes, or citations are given for this section, as it is drawn partly from maps and from direct observation, partly from discussions with U.S.G.S. personnel working on Guam in 1952, and partly from non-technical, secondary, or general works, such as the following, which will also be referred to in connection with other topics: Bowers, Neal M., "Chapter 8, The Mariana, Volcano, and Bonin Islands," in:

[text adapted from the Census Bureau's Geographic Areas Reference Manual (GARM)] American Samoa American Samoa is an unorganized, unincorporated territory of the United States. It consists of five major volcanic islands and two coral atolls (see Figure 1) that lie in the heart of Polynesia, 2,500 miles south-southwest of Honolulu and 1,800 miles north-northeast of New Zealand. It is the only U.S. jurisdiction that lies south of the equator. Tutuila Island, which contains the historic capital of Pago Pago, the seat of government at Fagatogo, and the office of the Governor at Utulei, encompasses 70 percent of American Samoa's 77.3 square miles and over 95 percent of its 46,773 inhabitants (see Figure 1). In 1839, the visit of an American naval vessel marked the first official United States contact with this area. In 1872, the need for a coaling station brought about an agreement between the commander of the U.S. naval vessel Narragansett and the chief of Pago Pago; although the agreement was never ratified by the U.S. Senate, it prevented other nations from making claims on Pago Pago Harbor as international competition for bases in the South Pacific increased.
