LONDON - The government has pledged to ratify the Kyoto Treaty on cutting greenhouse gases within weeks, following a European Union agreement to enshrine the protocol in law.
Environment Secretary Margaret Beckett, announcing the commitment to parliament yesterday, also launched a fresh assault on the United States' rejection of the 1997 treaty. "The protocol will be before parliament for the next 21 sitting days," Beckett said. "At the end of this period...the foreign secretary will sign the UK's instrument of ratification." EU members may now face court action if they fail to reach their emissions targets. The move, announced on Monday, affirmed the bloc's position as defender of the global warming treaty.
