healthcare reform in Great Britain is vital
The British government published information about the return of thousands of patients who had been discharged from the hospitals as healthy people. The statistics over the last year shows a horrid situation, in which the medical services and the health of the British nation as a whole has worsened. Sick people were discharged from hospitals very early, their health being far from being perfect, and after they returned to their homes, their diseases progressed and the ambulances brought them back to the hospitals.
This is an ironic paradox, but there is a strong deficit of beds in British hospitals, like it was during the Soviet Union. The patients have to go home shortly after they are operated on: “you will recover at home,” so to speak.
There is the impression that the entire population of Great Britain is sick, since the statistics of medical visits and the capacity of the hospitals is very impressive. The healthcare machine is working really slow there.
The patients wait for an appointment with a doctor for four or even six months. After the appointment, the doctors send their patients for tests and X rays, another three months of waiting. After the results of the tests are known, an appointment is made again and then the wait for the operation: seven or eight months more. Therefore, the time from the first visit to the doctor and until the real treatment can cover a period of 18 months.

An act for the better regulating the government of the province of the Massachuset’s Bay, in New England. II. And it is hereby further enacted, That the said assistants or counsellors, so to be appointed as aforesaid, shall hold their offices respectively, for and during the pleasure of his Majesty, his heirs or successors; and shall have and enjoy all the powers, privileges, and immunities, at present held, exercised, and enjoyed, by the assistants or counsellors of the said province, constituted and elected, from time to time, under the said charter, (except as herein-after excepted); and shall also, upon their admission into the said council, and before they enter upon the execution of their offices respectively, take the oaths, and make, repeat, and subscribe, the declarations required, as well by the said charter as by any law or laws of the said province now in force, to be taken by the assistants or counsellors who have been so elected and constituted as aforesaid. IV. Provided always, and be it enacted, That nothing herein contained shall extend, or be construed to extend, to annul or make void the commission granted before the said first day of July, one thousand seven hundred and seventy-four, to any judges of the inferior courts of common pleas, commissioners of Oyer and Terminer, the attorney general, provosts, marshals, justices of the peace, or other officers; but that they may hold and exercise the same, as if this act had never been made, until the same shall be determined by death, removal by the governor, or other avoidance, as the case may happen.

    Government to block EU breath test plan (Filed: 23/05/2004) A potential row is brewing between the Government and the European Commission over plans to introduce random breath tests across member states to cut drink-driving and boost road safety. The president of Tispol, the European Traffic Police Network, warned the Commission would attempt to make its recommendation a directive if it is not followed. But the Home Office is resisting, claiming such tests are inefficient and not an effective policing method compared to specific targeting of suspects. It is the first time Europe has made such a recommendation and the majority of member states already carry out random tests. Under current British legislation, police can only breath test drivers if they believe they have been drinking alcohol. Tispol president Ad Hellemons, who is also Dutch Assistant Commissioner of Police, told BBC Radio Five Live: "We can't understand why governments would want to protect drink-drivers. "We are aware that the UK is not happy about this but at the end of the day we are talking about making our roads safer."

    I. Background
    The principal sources of legal authority in Great Britain are Acts of Parliament, administrative law, court opinions, and Books of Authority. Acts of Parliament, administrative law and court opinions are discussed below. Books of authority still play a part in British legal research. These are books written by authors who are recognized as expert. Examples include Blackstone's Commentaries (1765) and Coke's Institutes
    II. Statutes
    Parliament consists of two Houses, the House of Commons and the House of Lords. Both Houses must approve a bill for it to become law. Additionally, the bill must receive royal assent, which is when the bill commences in force. Parliament is the ultimate authority for statutory law since there is no judicial review by the courts as there is known in the United States. Several sets cover statutory law of Great Britain, all of which are kept in the KD section on the third floor of the Law Library unless indicated otherwise. Statutes from 1225 to 1868 are found in Statutes at Large (in the Rare Book Center). Cites to this set are by regnal year which requires a good knowledge of the history of the British royalty or a chart showing the regnal years.

    I - GREAT BRITAIN'S OPIUM MONOPOLY
    In a book shop in Shanghai, we came upon a small book with an arresting title, "Drugging a Nation," by Samuel Merwin. It was published in 1908, eight years before we chanced upon it, shabby and shop worn, its pages still uncut. The people of Shanghai, the great International Settlement of this largest city and most important seaport of China, did not have to read it. They knew, doubtless, all that its pages could disclose. We, however, found it most enlightening. In it there is this description of the British Opium Monopoly: "In speaking of it as a 'monopoly' I am not employing a cant word for effect. I am not making a case. That is what it is officially styled in a certain blue book on my table which bears the title, 'Statement Exhibiting the Moral and Material Progress of India during the year 1905-'6,' and which was ordered by the House of Commons to be printed, May 10, 1907. . . . Now to get down to cases, just what this Government Opium Monopoly is, and just how Goes it work? An excerpt from the rather ponderous blue book will tell us. It may be dry but it is official and unassailable. It is also short. "'The opium revenue'-thus the blue book-'is partly raised by a monopoly of the production of the drug in Bengal and the United provinces, and partly by the levy of a duty on all opium imported from native states. . . . In these two provinces, the crop is grown under the control of a government department, which arranges the total area which is to be placed under the crop, with a view to the amount of opium required.'

    CONVENTION BETWEEN GREAT BRITAIN AND CHINA RELATING TO SIKKIM AND TIBET Signed at Calcutta, 17 March 1890 Ratified at London, 27 August 1890 Whereas Her Majesty the Queen of the United Kingdom of Great Britain and Ireland, Empress of India, and His Majesty the Emperor of China, are sincerely desirous to maintain and perpetuate the relations of friendship and good understanding which now exist between their respective Empires; and whereas recent occurrences have tended towards a disturbance of the said relations, and it is desirable to clearly define and permanently settle certain matters connected with the boundary between Sikkim and Tibet, Her Britannic Majesty and His Majesty the Emperor of China have resolved to conclude a Convention on this subject, and have, for this purpose, named Plenipotentiaries, that is to say: Her Majesty the Queen of Great Britain and Ireland, his Excellency the Most Honourable Henry Charles Keith Petty Fitzmaurice, G.M.S.I., G.C.M.G., G.M.I.E., Marquess of Lansdowne, Viceroy and Governor-General of India;
