GREAT BRITAIN Great Britain is a constitutional monarchy with the Queen as the head of state. Britain is divided into four parts: England (London), Wales (Cardiff), Scotland (Edinburgh) and Northern Ireland (Belfast). Locally is Britain divided into counties. The capital of the whole Britain is London. Other big cities according to population are Birmingham, Glasgow, Leeds, Sheffield, Liverpool, Manchester, Edinburgh, Bradford and Bristol. THE QUEEN Britain is a constitutional monarchy. It means that the head of the state is the Queen but she can act only on the advice of her ministers. LEGISLATIVE AND EXECUTIVE POWERS, POLITICAL PARTIES The constitution is unwritten, it is based on custom, tradition and common law. Parliament is the supreme law-making body in the country. It consists of: The House of Commons and The House of Lords . The members of the Commons are elected, the Lords is made up of hereditary and life peers. The major part of Parliament's work is revising the Government's work. Another important parliamentary task is law-making. A proposal of some new law must pass through both Houses and then is sent to the Queen for Royal Assent. The Government is formed by the party which has the majority in Parliament.

The United Kingdom of Great Britain and Northern Ireland is a parliamentary monarchy. Queen Elizabeth II is the sixth sovereign queen of Britain and second of her name. She was born in 1926 and crowned in 1953. Her eldest son, Charles, Prince of Wales, was born in 1948. He is also not very young. So, their monarch is "Elizabeth II by the Grace of God" of the United Kingdom of Great Britain and Northern Ireland and her other Realms and Territories, Queen, Head of the Commonwealth, defender of the Faith. Her life is quite busy. There are hundreds of traditional ceremonies, which the Queen has to keep. Let us take, for example, Royal Garden parties at Buckingham Palace. About 8 thousand guests come to each party. The Queen acts as head of the government: so, every day she reads official papers from the Government and once a week she has a meeting with Prime Minister. She also has to read the report of the day from Parliament. Any law really becomes the law only if the Queen agrees to it. British Parliament is the highest legislative body of the country. It consists of two Houses: the House of Commons having 630 members and the House of Lords with approximately 800 peers.

Parliament, the law-making body of the British people, consists of three elements: the Monarchy, the House of Commons and the House of Lords. They meet together only on occasions of ceremonial significance, such as the state opening of Parliament, although the agreement of all three is normally required for legislation. Parliament The House of Commons consists of 659 elected members called Members of Parliament or MPs. Its main purpose is to make laws by passing Acts of Parliament, as well as to discuss current political issues. Elections to the House of Commons are an important part of Britain's democratic system. House of Commons The roles, powers and functions of the second chamber, the House of Lords have been the subject of a Royal Commission, established in February 1999 under the chairmanship of Lord Wakeham. Its report, published in January 2000, recommended a number of reform measures, including a totally independent appointments system with a remit to bring in representatives from all sectors of society; a statutory minimum (30%) for both women and men; fair represenation for members of ethnic groups and a broader range of religious representation.

    Offered by Joseph Galloway of Pennsylvania; this was the first order of business for the First Continental Congress. New York, Pennsylvania, and New Jersey were especially concerned that the Colonies should reconcile with Great Britain. This was their plan for compromise. The plan was considered very attractive to most of the members, as it proposed a popularly elected Grand Council which would represent the interests of the colonies as a whole, and would be a continental equivalent to the English Parliament. After a sincere debate, it was rejected by a six to five vote. It may have been the arrival of the Suffolk County (Boston) resolutions that killed it.
    That a British and American legislature, for regulating the administration of the general affairs of America, be proposed and established in America, including all the said colonies; within and under which government each colony shall retain its present constitution and powers of regulating and governing its own internal police, in all cases whatever. That the said government be administered by a president general, to be appointed by the King, and a Grand Council, to be chosen by the representatives of the people of the several colonies, in their respective assemblies, once in every three years.

    Convent education is treated here not historically but as it is at the present day, and, by the way of introduction, it may be briefly stated that the idea of including the education of the young amongst the occupations of a religious community is practically as old as that of the religious life for women itself. From the earliest times it was customary in England for children to be educated in convents, and we know that the nuns who went forth from Wimborne in the eighth century to help St. Boniface in his work of evangelizing Saxony, established convent schools wherever they went, in which a very high standard of scholarship was attained. Stray remarks in Chaucer and other medieval writers likewise reveal the fact that the English convent schools of the Middle Ages compared favourably with schools for the other sex. But all this came to an end at the Reformation, so far as England was concerned; and, save for one notable exception, English convent education had practically to start afresh in the nineteenth century. The exception referred to was the bar Convent at York, belonging to the Institute of the Blessed Virgin Mary, whose foundress, Mary Ward, was the pioneer of religious congregations devoted to the education of English girls. The bar Convent was established in 1686, and in spite of penal laws, Protestant persecution, no-popery riots, and even, on more than one occasion, the imprisonment of the nuns for their faith, the work of the convent has continued from that day to this, and with its hundred and eighty houses in different parts of the English-speaking world, the Institute of the B. V. M. has long held a foremost place amongst the teaching orders of the Church.
