    About NGOs
    This NGO web site provides names, brief descriptions and contact information about humanitarian organizations that have come to play an important role in providing urgently needed relief to victims of civil and military conflict, as well as natural disasters. NGOs typically operate with volunteers at the grassroots level and, by virtue of their close involvement with the community, often have an edge over host-nation governmental agencies. Most NGOs are not encumbered by a large bureaucratic structure and can respond rapidly as they adjust to the situation discovered on the ground. Some can offer immediately available information, technical services, manpower and financial support within crisis-affected communities.
    When dealing with NGOs, government planners and operating personnel should be aware that the humanitarians directing the relief effort are focused on their relief mission and that they are keenly loyal to their parent organizations. While NGOs may welcome official government and military support during emergencies or whenever their people or relief supplies are in danger, NGO goals and concepts of operation can diverge from national interests and the mission of U.N. or multinational military force. Indeed, often the safety of NGO personnel depends upon their image as independent actors with no ties to any government or military organization. Civilian and military planners will want to accommodate this unique aspect of civil-military relations in their planning and conduct of humanitarian assistance operations.

    A conference entitled "Dialogue for a Peaceful Settlement of the Kurdish Problem in Turkey," was to be held in Ankara and Diyarbakir from 8-11 May. Organized by the Human Rights Association of Turkey and nine other NGOs, trade unions, and professional organizations, the meeting was funded by the Olaf Palme Foundation and Frances-Libert‚s Foundation. WKI served as North American coordinator. The Kurdish Institute of Paris was European coordinator. North American delegates consisted of WKI Director Mike Amitay, WKI and Kurdish National Congress Board Member Mohammed Sinjari and his son Nawzad, Federation of Ameican Scientist arms control expert Lora Lumpe, Sakharov Foundation Vice-President Alexey Semyonov, and Center for Victims of Torture Washington representative John Salzberg. O rganizers convened the meeting to "silence the guns and seek through dialogue a solution that would allow both peoples [Turks and Kurds] to live in peace within the same state, with due respect for each other's identity and culture." Organizers invited representatives of all legal Turkish political parties, and more than 500 participants were expected, including European parliamentarians, scholars and NGO representatives. O n May 5, two days before international delegations were scheduled to leave, the Security Directorate of Ankara banned the conference, issuing an order stating, " ...the conference will be liable to damage the 'Indivisible Integrity of the State with its Territory and its Nation' and to cause trouble because of its provocative character and its contempt for the population." Turkish parliamentarians who attended the meeting indicated the ban had been ordered by the military dominated National Security Council.

    PCDForum Column #1 Release Date October 20, 1990 PHILIPPINE NGOS IN THE 1990s: SIX TRENDS by Tina Liamzon Six current trends are reshaping the development roles of NGOs in the Philippines and elsewhere in Asia in ways that are likely to have important implications for our future partnerships with Northern NGOs. Trend #1: Networking: We are learning to work more effectively with one another. In addition to a proliferation of national networks, many of the smaller NGOs are forming regional networks responsive to their local needs. We also find a growing number of sectoral or issue oriented networks formed around specialized agendas, such as, agrarian reform, removal of the U.S. military bases, debt, women's rights, and sustainable development. Trend #2: Collaboration with Government: We are recognizing that: 1) the tremendous resources of government are unlikely to reach the intended target groups without NGO intervention; and 2) partnerships with government provide opportunities to influence government policies and programs. The era of generalized demands and protests, "government should..." or "down with...," rendered us irrelevant noisemakers, more a nuisance than a major player in policy debates. We now see the need to translate our value commitments into specific recommendations for policies, programs and procedures. We want to show government, look, this is the way the land reform program should be implemented. Trend #3: Domestic Constituency: We know that we must become less dependent on foreign funding. In recent years donors flooded us with offers of money. We willingly obliged, accepting millions of dollars to scale-up our programs. The tide is already ebbing. Eastern Europe is the donor flavor of the month. We are now tapping more government resources and recognize the need to raise funds from our own middle class. Even more important we see the need to build a domestic political constituency. Opinion polls tell us the majority of Filipinos favor agrarian reform, but we have failed to mobilize this majority into a political constituency. We are now examining how we can address this need.
