That advice is what exotic pet dealers, breeders and animal exhibitors are hearing from the government. In a series of meetings this year and next, the Agriculture Department hopes to teach participants how to properly care for big cats.

United States Government: History and Organization History
One of the first precursors to the American Revolutionary War against British rule was the Declaration of Independence, 1776 , written by Thomas Jefferson and signed by representatives of the 13 British North American colonies. The Declaration declared the colonies independent and called for the liberty of the citizens of the United States. The war lasted from 1775–1783 and ended with the Treaty of Paris , where Great Britain recognized the independence of the United States. In 1789, George Washington was elected the first president of the United States of America. The Constitution of the United States of America, 1789 , outlines the fundamental powers the U.S. federal government and guarantees individual liberty for the citizens of the United States. Limiting the powers of the federal government, the Constitution empowers the states and citizens to govern themselves. The most significant limitations to government's power over the individual were added in 1791 in the Bill of Rights , the first 10 amendments to the Constitution. Included in the Bill of Rights is the freedom of speech and religion (I), the right to bear arms (II), the right to due process of the law (V) and the protection against cruel and unusual punishment (VIII). Canadian Government: History and Organization History
In 1867 the British Parliament passed the British North American Act Some aspects of the Canadian government remained under control of the British government, but Canada acted as an independent country for the most part. The British North American Act provided Canada with its own constitution . The Act gave the federal government the power to create economic policy, such as trade, commerce and banking institutions. The provincial governments were given responsibility for areas of a local and private nature, such as education and health. The Act also gave the Canadian Parliament the power to create new provinces out of the territories. There are currently 10 provinces and three territories, with the most recent territory, Nunavut, being named in 1999. The Constitution Act, 1982 , ended Canada's need for the British Parliament to pass constitutional amendments, and enacted the Charter of the Rights and Freedoms , which guaranteed certain civil rights and freedoms.

Escape from Freedom
IRRESPONSIBILITY IS AS old as mankind—literally. When God asked Adam, "Have you eaten from the tree that I commanded you not to eat from?" Adam answered, "The woman you put here with me—she gave me some fruit from the tree, and I ate it." Note the dual layer of irresponsibility: Adam blames not only Eve, he also blames God for putting her with him. Irresponsibility is as old as womankind, too. After God heard Adam's rational lies, he turned to Eve and asked, "What is this you have done?" And Eve responded, "The serpent deceived me, and I ate." (Modern translation: "The devil made me do it!") It seems that the buck never stops in Eden. It's amazing that the serpent didn't blame its upbringing, claim it was high on drugs, or simply plead insanity. At the very least, the serpent could have argued that it was only following its religious beliefs. But responsible or not, God punished them all, and so here we all are today. Did you ever notice how disarming it is when people take responsibility and how irritating it is when they blame? If people spent half as much mental energy finding a way to keep an unfortunate occurrence from happening again as they spend on finding reasons why (a) what happened wasn't so bad, or (b) "It wasn't my fault," the world would be a lot better off.

Magazine Issue Date: 04/01/2004 What Private Industry Can Teach Government Dr. Stephen L. Starling It starts with the application of supply chain 'best practices.' In the State of the State address on January 6, Governor Schwarzenegger characterized the State of California's purchasing program as "archaic and expensive." As a member of the purchasing and supply chain management academic community, I can assure readers that Governor Schwarzenegger is correct in his characterization. Over the course of my career, I have had the opportunity to teach, consult, and conduct research with firms from both private industry and government. The contrast is often stark. While private industry recognizes supply chain management as a core competency worthy of investment and improvement, government purchasing departments are usually still in the 'dark ages' of clerical purchasing. The simple fact that the Governor refers to the function as "purchasing" is an indicator of how far behind the State of California is in comparison to private industry. Most private industry purchasing departments in the late 1980s transformed into procurement departments. In the mid-1990s, the departments evolved again into supply management departments. The latest evolution integrates the purchasing/supply function seamlessly into the new supply chain management paradigm. Through all of these shifts in evolution, world class firms learned the importance of managing costs and developing innovations from a chain perspective integrating cross-functional members, suppliers, and customers.

Most Degree holders will be appointed on the GEO 1 scale. Degree holders who do not meet the requirements for appointment on the GEO 1 scale will be appointed on the GEO 2 scale. You will receive a monthly salary while undergoing NIE training. In addition, your t uition fees at NIE will be fully borne by MOE. Upon the successful completion of your NIE training, you will be deployed to teach in our schools to serve a 3-year teaching bond.
