LAW OF ADMINISTRATION FOR THE STATE OF IRAQ FOR THE TRANSITIONAL PERIOD 8 March 2004 PREAMBLE The people of Iraq, striving to reclaim their freedom, which was usurped by the previous tyrannical regime, rejecting violence and coercion in all their forms, and particularly when used as instruments of governance, have determined that they shall hereafter remain a free people governed under the rule of law. These people, affirming today their respect for international law, especially having been amongst the founders of the United Nations, working to reclaim their legitimate place among nations, have endeavored at the same time to preserve the unity of their homeland in a spirit of fraternity and solidarity in order to draw the features of the future new Iraq, and to establish the mechanisms aiming, amongst other aims, to erase the effects of racist and sectarian policies and practices. This Law is now established to govern the affairs of Iraq during the transitional period until a duly elected government, operating under a permanent and legitimate constitution achieving full democracy, shall come into being. CHAPTER ONE – FUNDAMENTAL PRINCIPLES Article 1.

Delpy hated government, law enforcement, presecutor says
SIGNONSANDIEGO NEWS SERVICES 4:06 p.m. May 5, 2004 VISTA – A man who shot an Oceanside police officer hated the government and "wanted to get a good start" in a revolution he expected to unfold against law enforcement, a prosecutor said today. "This case is about an angry man who yelled at the police and then shot at them," Deputy District Attorney Paul Myers told jurors at the start of the penalty phase retrial of Jules Jay Delpy. Delpy had a long-running battle with the Internal Revenue Service over taxes assessed on a trust fund left by his adopted grandfather, 1950s TV star Leo Carrillo. Delpy's driver's license also was suspended by the DMV, Myers said. But defense attorney David Thompson countered that Delpy "wasn't angry that day." Witnesses will testify his client was not out of control in the hours leading up to the shooting, Thompson told the jury.

Babylon was the largest and richest nation of its time, but its lust for luxury made it an easy mark for the Medes and Persians who overran it, and divided its land and enslaved the people between them.
Rome was a greater military power than we ever were, but when free bread and circuses became more important to the people than hard work and patriotism, Rome was invaded and looted by the tougher Vandals.
The Incas were the most civilized, richest people in the Americas, but ruthless, better-armed invaders destroyed them as a nation, and looted everything they owned and had spent generations in creating.
In every case it was the self indulgent weakness of the victim which made victory of the invader easy.
Undoubtedly there were Babylonians, Romans, Incas who warned against overindulgence and weakness, who warned that each citizen is responsible for his nation, and that that responsibility cannot be shrugged off on officials.
But to those who warned of impending trouble there was then as now the smug sneer, 'It can't happen here.'

Government resumes plea talks with Hanssen
FBI agent Robert Hanssen could face the death penalty if convicted of spying for Russia. By Kelli Arena CNN Washington Bureau WASHINGTON (CNN) Talks on a plea agreement have resumed between the government and lawyers for accused spy Robert Hanssen, sources close to the case told CNN Wednesday, but they said the discussions were not described as fruitful. Hanssen, a 25-year veteran FBI agent, faces a possible death sentence or life in prison for allegedly spying for the former Soviet Union and then Russia. Plea talks broke down weeks ago when, according to defense attorneys, the government refused to take the death penalty off the table. Hanssen was indicted last Thursday on 21-counts, 14 of which are "capital eligible," meaning they could incur the death penalty if he's convicted. Meanwhile, sources told CNN Defense Secretary Donald Rumsfeld is pushing hard for the death penalty for Hanssen. Sources said this is in direct opposition to urgings from CIA Director George Tenet, as well as senior FBI officials, who want to keep Hanssen alive for possible future questioning.

Government opposes Moussaoui trial delay
Zacarias Moussaoui From Phil Hirschkorn CNN New York Bureau ALEXANDRIA, Virginia (CNN) Citing a national interest in speedy justice, federal prosecutors are asking a judge not to delay the trial of accused September 11 conspirator Zacarias Moussaoui. In court papers filed Monday, prosecutors with the U.S. Attorney for the Eastern District of Virginia rejected defense attorney calls for a two-month delay, saying "the public's interest in a speedy trial could not be more compelling." The trial before U.S. District Judge Leonie Brinkema is set to begin September 30 with jury selection, followed by opening statements October 15. Prosecutors said a two-month delay in the Moussaoui trial would likely force the trial to carry over "well into" 2003 and would then impose an "undue burden" on witnesses who have been subpoenaed to testify in the case. If the current schedule holds, prosecutors estimated the trial would conclude by the end of the year.

Government defends 'Taliban American' charges
John Walker Lindh From Bob Franken CNN Washington Bureau ALEXANDRIA, Virginia (CNN) Government lawyers filed a flurry of responses Wednesday to John Walker Lindh's request that charges against the so-called "Taliban American" be dismissed. Lindh's lawyers have argued the most serious count conspiracy to commit murder should be dismissed because Lindh held "combat immunity" guaranteed under international law. The government briefs respond that President Bush "has already conclusively determined that the Taliban militia are unlawful combatants." "Defendant's challenge to the indictment," the government argues, "asks this court to second-guess decisions made by the president in the conduct of that campaign in his constitutional role as commander-in-chief, chief executive and the sole organ of the nation in its foreign relations." Justices' long tenure brings stability, speculation on retirement WASHINGTON (CNN) Emma Rood, 13, visited her local library in 1999 for a very important, but very personal, journey of self-discovery. "I was using the Internet to do research, seeking resources prior to my coming out" as a lesbian, Rood said. "It was very useful to me," said the Portland, Oregon, resident, because she was uncomfortable using her home computer. "I was not ready to talk about this with my parents." Rood found the information and emotional outreach she was looking for, but she fears a new law could hurt teenagers in a similar situation. Now the Supreme Court, in a case being argued Wednesday, will decide whether a federal law aimed at protecting children from "adult material" on the Internet violates free speech and access to information.
