Maryland—An Overview
Maryland is a diverse state ranging from the Atlantic beaches to the Appalachian Mountains; from the rolling hills of the northern Piedmont to the tidewater region of the Chesapeake Bay. Its history is reflected in its communities, both large and small. Baltimore, for example, is an industrial and transportation hub that includes outstanding universities, medical facilities, and numerous tourist attractions. The suburbs of Washington, DC, are characterized by bedroom communities and high-technology development. Three of every four Maryland citizens live in the geographic corridor linking these two cities. Smaller cities and towns feature a slower-paced, rural lifestyle, although they, like their urban counterparts, are no stranger to the ills of poverty, illiteracy, and unemployment. Strategies for strengthening strong communities and revitalizing weaker ones are essential to the continued quality of life of residents throughout the state. The Chesapeake Bay—the largest estuary in the United States—defines Maryland’s interface with the natural environment. The quality of recreational opportunities and the quantity and quality of crab, oyster, and rockfish harvests are of concern to most state residents. The bay, however, is under siege from the pressures of an increasing population. Public decision-makers, educators, and local citizens face the challenge of trying to understand and successfully manage land-use changes resulting from this population growth.

IT planning literature is permeated with a functional paradigm wherein planning is the sole responsibility of thinkers and doers are limited to implementation issues. This is deemed unsuitable in the current knowledge intensive environment. Moreover planning models are based on western management theories and do not reflect accurately the reality of non-western management contexts. Based on the above two shortcomings, we lay the ground for an alternative approach to IT planning.

A webquest is a collaborative online activity for the collection and organization of large amounts of information and anecdotes about a given conflict. Webquests can be used effectively in conflict management studies to educate students as to the factual and rhetorical elements of those conflicts. Generally, conflicts are divided into several points of view (POV) relative to the actors implicated. Students or participants role play to adopt one of these points of view. Their job is to find all relevant information on their adopted points of view by exhaustively searching the Web and crafting a position statement based on the information collected. The collection of these position statements can then be used for many different academic, social or political applications.
