Centre for Peace Studies, University of New England, Armidale NSW 2351, Australia The proliferation of NGOs as a result of policies developed under the new government, has opened a new era in the development process, especially in education. Since 1994, the number of NGOs in Malawi has increased rapidly. In 1999, over 180 local NGOs and 30 international NGOs were believed to operate in Malawi (Council for Non-Governmental Organisations in Malawi [CONGOMA] 1999). The majority of these NGOs, especially the local ones, are relatively new and struggling to establish themselves. CONGOMA (2000 p. 2) documents that: Most of the NGOs do not understand the economic and social environment in which they operate and do not consider that the communities in which they work are part of a broader system of opposing agendas and interests. …The staff in these NGOs lack skills in policy analysis and advocacy, information in the form of arguments backed by empirical evidence and access to policy-making arena. While government recognises the role of NGOs in various development sectors, there is no clear government policy on how it collaborates with NGOs. As noted by members of the NGO-Government Alliance for Basic Education in Malawi, Different stakeholders are working in isolation and there is limited sharing of information regarding quality basic education in Malawi, hence duplicating of services, lack of coordinated efforts in influencing government policy and decisions, and inability to pull resources together to meet and achieve quality basic education (Tizora 1999, p. 2).

INDONESIA: NGOs to sue government over conference raid
BY PETER BOYLE Rita Olivia, one of several lawyers from the Legal Aid Institute of Jakarta (LBH) who assisted the 32 foreigners, told Green Left Weekly Twelve NGOs have met since the raid to discuss its implications. These include the Indonesian Centre for Reform and Social Emancipation (INCREASE), which organised the confererence, but also environmental NGO WALHI, the International Forum on Indonesian Development (INFID), Women's Solidarity and LBH. According to INCREASE director Kelik Ismunanto, Bimantoro admitted that his officers were wrong to stop the conference, but said that they did so because they suspected it to be an illegal meeting. The suit will target not only the police but also the militias Angkatan Muda Kabah and Gerakan Pemuda Kabah, whose thugs entered the conference site alongside police and threatened and beat several Indonesian conference participants. [Donations to help pay for the lawsuit can be made to the People's Power Fighting Fund.]

Each of the Chinese (such as Friends of Nature, Global Village, and the China Environmental Protection Industry Association) and international NGOs (including the World Wildlife Fund, Wetlands International, and the Television Trust of the Environment) discussed their work. Friends of Nature Liang Congjie, founder and leader of the Friends of Nature, a wildlife protection group, discussed the founding of Friends of Nature as China’s first NGO. Liang mentioned several wildlife conservation efforts supported by the Friends of Nature such as the Summer 1996 Green Camp that highlighted the destruction of the virgin forest habitat of the Golden Monkey, tree planting campaigns and the campaign now underway to stop the poaching of the Tibetan Antelope in western China and international sales of its shatoosh wool of the Tibetan Antelope. The animals are killed in Qinghai or Tibet, 150 grams of very fine wool is obtained from each animal, the shatoosh wool is woven in Kashmir, and the sweaters are sold on the international market for USD 17,000 said Liang.
