This Directive was prepared for the guidance of staff of the World Bank and is not necessarily a complete treatment of the subjects covered. Introduction 1. This directive sets out a framework for involving nongovernmental organizations (NGOs) in Bank-supported activities. It provides staff with guidance on working with NGOs, bearing in mind their potential contribution to sustainable development and poverty reduction, as well as the need to consult with relevant member governments and to proceed in conformity with their policies towards NGOs. Definition and Classification of NGOs 2. The diversity of NGOs strains any simple definition or classification. NGOs include a wide variety of groups and institutions that are entirely or largely independent of government, and characterized primarily by humanitarian or cooperative, rather than commercial, objectives. The terminology varies: for example, in the United States they may be called "private voluntary organizations," and most African NGOs prefer to be called "voluntary development organizations." Although organizations such as universities or research institutes may be nongovernmental, this directive refers principally to private organizations that pursue activities to relieve suffering, promote the interests of the poor, protect the environment, provide basic social services, or undertake community development.

Myths and Realities: Debunking USAID’s Analysis of the Global Gag Rule Learn More About the Impact of the Global Gag Rule The global gag rule, or "Mexico City Policy," restricts foreign non-governmental organizations (NGOs) that receive U.S. family planning assistance from advocating for or providing abortion-related services, even with their own, non-U.S. resources. A recent report from the Center for Reproductive Rights— Breaking the Silence: The Global Gag Rule’s Impact on Unsafe Abortion —and a report by the Global Gag Rule Impact Project reveal the damaging effects of the gag rule. The World Health Organization (WHO) estimates that about 80 million women face unwanted pregnancies each year, and that one-fourth of these pregnancies are terminated under unsafe conditions. More than 95% of these unsafe procedures occur in low-income countries. WHO also estimates that 13% of all pregnancy-related deaths result from unsafe abortion—claiming the lives of some 70,000 women a year. Untold millions more suffer serious injuries and disabilities. According to WHO, "Unsafe abortion is one of the most easily preventable and treatable causes of maternal mortality and morbidity." Changing restrictive abortion laws and ensuring that abortion is safe and accessible are the best ways to address unsafe abortion.

Varenik Although we like to think that the current collaboration between Human Rights First and the UNDP's Bureau of Crisis Prevention and Recovery (BCPR) is novel for several reasons, the most interesting may be that we can bring the same approach, methods and products to bear on the security sector in Mexico as well as far more dramatic post conflict situations half a world away from North America. I hope that my remarks will demonstrate that what is at play here is a basic methodology, sensitive to country conditions but not circumscribed by them, and which without taking the analysis to too great a level of abstraction, can be said to form a (but not "the") template for promoting civil society advocacy for accountability in most situations of transition and opportunity.

Partnerships between NGOs and the government to improve service delivery: a closer look at some of the issues involved It is in this context that we will be examining partnerships between governments and NGOs. Is this a means of increasing the accountability of the State as well as transparency of its operations? Another feature that is being seen increasingly is that with reforms being the buzz-word on the international stage, the government is being forced to privatise certain essential services which have put them out of the reach of the poorer sections of the population. Could partnerships between NGOs and the government enable them to provide health and educational services in a cost-effective manner? In this paper we are going to examine a few examples of such collaborations and what the pros and cons of such associations are.

UZBEKISTAN: DEADLINE EXTENDED FOR RE-REGISTRATION OF FOREIGN NGOS

A government decree requiring all foreign NGOs operating in Uzbekistan to re-register by 1 March has been extended by one month, a government official told IRIN on Monday. "The deadline for re-registration [of foreign NGOs] has been extended for one month because some organisations simply couldn't technically prepare some documents," Ilkhom Zakirov, the foreign minister's press secretary, explained from the capital, Tashkent. According to a statement by the Foreign Ministry the same day, the decision to extend the term to 1 April had been made to provide the necessary conditions, given the presence of some technical problems of (foreign) NGOs related to their paperwork. Earlier this year, the authorities announced that all foreign NGOs operating in the country were supposed to register with the Justice Ministry by 1 March, according to an existing law on foreign NGOs. Previously they used to register with the Foreign Ministry. In 1999 the Uzbek parliament adopted a law which said that international non-governmental, non-commercial organisations, their representative offices and branches operating in the Republic of Uzbekistan should be registered with the Justice Ministry.

At the end of 1992, Fiji’s total population was estimated to be 758.087 of which about 49% were females. Despite women’s consistently longer life expectancy, the lower proportion of females in the population may be explained by the continuing higher proportion of boys born each year. Census data show an increase in the proportion of urban population from 37.15% in 1976 to 38.72% in 1986. However, the majority of the population (about 61%), remains rural. Fiji women have made some progress in gaining positions of power and decisionmaking within their society. Notable has been the election of three women parliamentarians, two of whom now hold cabinet posts. The difficulties women face in entering politics at all levels is exacerbated by deeply entrenched cultural and religious attitudes over the roles and status of women in our society. However government policies promote a favourable environment for the advancement of women. This includes the setting up of the Department for Women. The department in conjunction with NGOs has begun extensive education programs to increase political awareness and meaningful political participation of women.
