Accessibility: the Politics of Design
by Alan Herrell
A little over a year ago I wrote an article here on the upcoming U.S. Accessibility Regulations for the web. Specifically on Section 508 of the WORKFORCE INVESTMENT ACT OF 1998, which required all United States Federal Agencies with websites to make those sites accessible to individuals with disabilities, within 24 months of enacting of this law. The Regulations are finally out and the clock has started ticking again. "But I don’t work for the government," you cry! Probably true. But the impact of these regulations will extend far beyond the .gov domain. If you work for a University or other .edu that takes federal grants and have a website, surprise! It’s gonna be your day in the barrel too. One of the lesser known provisions of the The Americans with Disabilities Act (ADA) is the "effective communication rule." In a Letter Dated September 9, 1996, to Sen. Tom Harkin, Deval L. Patrick, Assistant Attorney General, Civil Rights Division had this to say

130. Texas Weekly
Political newsletter about Texas politics, officials, government and politicians.
Texas Weekly, now in its 20th year, is the authority on Texas politics. Texas Weekly is the largest political newsletter in Texas. If you're interested in how Texas really works, this is required reading. Short of hiring your own (expensive) lobbyist or political advisor, there is simply no better way to stay informed about serious politics and government.
The Governor subscribes...
Three former governors subscribe...
So do the Lieutenant Governor, the Speaker of the House...
Most members of the House and Senate...
The majority of the lobby...
The major state agencies...
... and most of the heavy hitters in the Texas political scene.
Texas Weekly remains the only comprehensive, statewide publication that focuses exclusively on state politics and state government. It's not designed to get you active politically; it's designed for the politically active, assuming you read at least one decent daily newspaper even if you are on the Web. Subscribe!

Cato Policy Analysis No. 214 August 15, 1994
Draft Registration:
The Politics of Institutional Immortality
by Doug Bandow Doug Bandow is a senior fellow at the Cato Institute and author of Human Resources and Defense Manpower. While serving as a special assistant to President Reagan, he helped prepare the official report on draft registration for the President's Military Manpower Task Force. Executive Summary President Jimmy Carter reinstituted draft registration to demonstrate "resolve" after the Soviet Union invaded Afghanistan. Today there is no Soviet Union, America's military power is unrivaled, and the all-volunteer force is an undoubted success. Even the Department of Defense acknowledges that registration could be dropped with no effect on military mobilization requirements. Yet draft registration lives on, an example of the difficulty of terminating even the most useless government programs. President Clinton cites three reasons for retaining registration, all of which lack credibility. His first rationale is that the sign-up constitutes a "relatively low-cost insurance policy." But registration was intended to quickly generate a large conscript army for a protracted war. Today that kind of conflict is a paranoid fantasy. The president's second reason is that ending registration could send the "wrong signal" to potential enemies. But America's military credibility is the result of highly skilled personnel and advanced weaponry, not the existence of a list of potential conscripts. The administration's muddled foreign policy has far more potential to cause adversaries to miscalculate than would the end of draft registration. Finally, Clinton argues that registration can help "maintain the link between the all-volunteer force and society at large." But merely signing a draft card does not instill patriotism.

139. U.S. Federalism Web Site
Explores concepts of federalism in the US. Topics include theory, history, economics, politics, legal and managerial dimensions of federalismthe relationship between the national government and the states.
Electronic media, and particularly interactive media, create opportunities for new modes of political action and interaction. The literature focuses on three central theoretical constructs relevant to electronic media: plebiscitary democracy, communitarianism, and pluralism. While early enthusiasm was directed at the opportunity for direct, plebiscitary democracy, the discussion has evolved over time to focus on a range of civic interactions that can be enhanced through the media. Much of what happens on-line is a substitute for and amplification of other systems of communication, and there is debate over whether the media will actually engage more people in political life. However, several attributes of electronic media suggest its potential to shape political processes in new ways. The media encourage micro-politics and special interest affiliation, promote horizontal networking rather than hierarchical organization, and greatly increase accountability at all stages. e-democracy direct democracy links
Electronic Democracy

What are the implications for our federal system of technologies that can bind us instantly across distance yet shatter us into micro-communities of opinion? What are the promises and opportunities of new methods of communicating and interacting politically, and what have we learned about their limits in civic space?
