Spain tries to rule out Gibraltar veto Giles Tremlett in Madrid Wednesday October 31, 2001 The Guardian The Spanish foreign minister, Josep Pique, yesterday warned Britain not to give the people of Gibraltar the right to vote on any solution that the two countries might find to their 300-year-old row over the sovereignty of the colony. "The people of Gibraltar cannot have the right of veto over matters being discussed by two sovereign states," he told El Pais newspaper.

Government decides on Brussels
The Government has taken a decision about the Brussels talks. Following a reply from Britain, ministers are said to have met on Friday. As we went to Press a formal announcement was expected, there were indications that all the Government's demands have not been met and that the Chief Minister will not be attending. This was confirmed by a Government statement at lunch time which we reproduce in full - "The Gibraltar Government regrets that it will not be able to participate in the forthcoming round of talks under the Brussels Agreement on 10 December. It has not been possible to obtain a sufficient degree of satisfaction of our terms for participation. "The Government entirely rejects the view of those who believe that Gibraltar should not participate in talks under the Brussels Agreement on any terms and conditions. The Government wishes to engage Spain in a process of dialogue and we remain committed to participating in such talks if our reasonable terms for participation can be accommodated. "The Gibraltar Government would participate in talks under the Brussels Agreement on the following basis:-

Gibraltar's government is to hold a referendum on British proposals for shared sovereignty with Spain over the colony.
The announcement has been made by Chief Minister Peter Caruana.
The move is aimed at pre-empting negotiations between Britain and Spain before any agreement on the future of the Rock is reached.
It came as Tony Blair confirmed he was ready to share use of Gibraltar's strategically important military base with Spain and other Nato members.
In a TV address to the Gibraltarian people, Mr Caruana denounced the shared sovereignty proposal made by Foreign Secretary Jack Straw as "a betrayal and violation of our right to self-determination".
He said that a referendum in October of the Rock's 20,000 electorate would make clear that any agreement which diluted their British status was unacceptable. "We cannot risk being seen to have acquiesced in his declaration," warned Mr Caruana. "If we do, the political ground conceded will be consolidated, irretrievably and for all time." There was "absolutely no prospect whatsoever" of Gibraltar's people accepting joint sovereignty, he said.

GIBRALTAR
24 February 2003 Gibraltar's 30,000 population has considerable local and international (mainly UK and Spanish) media access. The Gibraltar Chronicle 200 years old in 2001 is owned by a trust and bound by a Charter requiring political impartiality and independence from control by any sector (religious, commercial, political etc). It survives as an institution despite long drawn negotiations over an historical tax debt to the Government which would make it technically insolvent. This English language newspaper was the only daily produced in Gibraltar until spring 2002 when the weekly Panorama went daily. The result of that move stirred improvements in the Chronicle and caused no sales losses. Other local newspapers include privately owned weeklies - The New People and Vox. These tend to focus more, though not exclusively, on views than news. The main internet (only) media is Iberianews. This is fast and nosey but not always accurate.

Peter Tatchell says Gibraltar wants the right to self-determination but refuses to respect the human rights of its own people Today, 7 November 2002, the people of Gibraltar go to the polls. They will vote in a
referendum on whether sovereignty of The Rock should pass from Britain to joint Anglo-Spanish control.
The government of Gibraltar, led by Chief Minister Peter Caruana, is resisting joint sovereignty. Opposing a British and Spanish stitch-up, he insists on Gibraltar's right to self-determination. This is a fair point. There is something sinister and unseemly about the way Jack Straw and his Spanish counterpart have cooked a deal behind closed
doors, over the heads of the people of Gibraltar. The vast majority of Gibraltarians see themselves as British and want to remain British. The case for self-determination is, however, somewhat undermined by the unwillingness of the Gibraltar government to support the right to self-determination of other subjugated nations, most notably nearby Western Sahara. Originally colonised by Gibraltar's sworn enemy, Spain, it was abandoned by the Spanish in 1976. This allowed a Moroccan take over against the wishes of the Western Sahrawis. Now Britain is contemplating something similar - a partial hand over of The Rock to Spain without the inhabitant's consent. Gibraltarians are, understandably, up in arms.

    of Propaganda and harassment goes on. This has the single aim of the recovery of the territory. At no time does Spain consider the Gibraltarians have the right to determine their future. The Rock of Gibraltar, located at the entrance of the Mediterranean has been British since 1704. Its existance remains an endless source of annoyance to the Spanish who persist with their outdated territorial claim despite both Gibraltar and Spain being in the EU. In 1713 The Spanish signed the Treaty of Utrecht , under which they renounced all claim to the territory forever. Shortly after they laid siege to Gibraltar to try steal it back by force. British innovation in the science of warfare coupled with good terrain, and a certain amount of luck stopped them. The Royal Engineers were founded on the rock in 1772, and many developments in cannon, like firing heated shot, were used with effect. Colonel Shrapnel made his contribution, and innovations like star shells, which illuminated the enemy by night allowed British gunners to shoot at the Spaniards creeping around in the dark. After a while they gave up and a period of peaceful co-existance and free movement across the border prevailed, even during WW2, until the sixties.

    THE AMSTERDAM TREATY
    The leader of the Liberal Party, Dr Joseph Garcia, argues that the dangers posed to Gibraltar by the new European Treaty could have been avoided. The Foreign Office and the Gibraltar government have much to answer for. The Intergovenmental Conference that first met in Italy over a year ago was charged with shaping the future of Europe. The aim was the formulation of a 'Maastricht mark 2', a new European Treaty for the new millenium. At the time, the Gibraltar Liberals argued that it was essential to our interests that a representative from Gibraltar be present at these discussions from the very start. Past experience has shown how important it is that Gibraltar participates in these discussions at a European level. Sadly, this did not happen, and in the new Treaty of Amsterdam, Gibraltar pays the price.
    SCHENGEN AGREEMENT
    It was in the national interest of Gibraltar to belong to any agreement which would remove the border delays we continue to experience. The Schengen accords were initially an inter-governmental agreement, so Gibraltar could not participate without Britain. The incorporation of Schengen into the Amsterdam Treaty meant that its legal staus changed, and as such Gibraltar could be included even if Britain stayed out. All that the United Kingdom had to do was to include its land frontiers on the Continent within the new agreement. The Chief Minister of Gibraltar was apparently told at the UK Foreign Office on 7 June that our inclusion within Schengen separately from the UK was technically possible. The people of Gibraltar were not told at the time.The political parties were not called in for a briefing. This is politically unforgiveable. Gibraltar could have been mobilised together to seek our inclusion in Schengen, instead we have been left out.

    HOME NEWS THE WORK OF THE TRUST ABOUT US ARTICLES EVENTS CONTACT The Gibraltar Heritage Trust was formed in 1986 and, eventually, took over the protection and restoration of listed ancient monuments from the Gibraltar Museum Committee, which was dissolved in 1989. The Trust became a member of Europa Nostra in 1989 and, since then, has been present at all the yearly Congresses, and has presented projects for the awards. In 1996, they had four entries for the Europa Nostra Awards, namely:
  • The conversion of South Barracks, the oldest barracks in use by the British Army, into a school
  • The complete restoration by Turicum Private Bank Ltd of its premises at No 315 Main Street, a building constructed in 1886. This was done with considerable sensitivity and regard for its importance in an historic part of the old town, within the City Walls
  • The cleaning-up, restoration, and placing of guns and cannons on Parson's Lodge Battery. A diploma was awarded to the Trust, in recognition of the careful repair and restoration of an historic fortification and for the dedicated teamwork which ensured its success The Trust has 500 members, a high proportion in a total population of 30,000, and is run by a committee of 12 Trustees. Amongst its yearly activities, there is a very popular painting competition, with a different theme each year, and the prestigious Heritage Awards with three prizes, Junior, Senior Individual and Group.

Over the last six years £153 million has been provided in aid to the less prosperous Dependent Territories ranging from £39 a head of population a year in the British Virgin Islands to nearly £3,700 a head for the Pitcairn Islands with its resident population of only 55. The National Audit Office’s findings in the key potential risk areas of governance, law and order, and financial issues include:
    Governance
    • In 1993 the Department set an objective to introduce jointly agreed Country Policy Plans in the Caribbean Territories. Three have so far been agreed and a further plan agreed with St Helena. Strategic policy plans need to be developed further to enable priorities and targets to be identified and monitored more closely. The technical aid provided has brought about significant improvements to key risk activities such as police, customs, finance and public administration. Other aspects, such as offshore finance, have benefited from much needed expertise in technical areas not available locally. More needs to be done to assess the impact.
