Ghana Table of Contents AFTER AN UNHAPPY SURVEY of the tragic history of liberal democracy in post-colonial Africaa survey in which Ghana was certainly at the forefront, two astute observers of the African political scene asked, "If Western democracy . . . ended up looking like a sad cross between paternalism and corruption, what are the alternatives? What might an indigenous African form of democracy look like?" They claimed that the answer had to be sought in the ideas and forms of equality and participation found in the village council and similar institutions of community governance. Thus, according to them, a "greater reliance on modern variations of these forms might succeed where Western forms of democracy had failed." Accordingly, four major, related themes of PNDC rule remained relatively constant throughout the tumultuous transition to constitutional democracy, a movement that had widespread popular support. These were: a rejection of extreme ideological tendencies and of multiparty politics, as practiced in Ghana since independence, which had been divisive, corrupt, and elitist; decentralization, aimed at the practical application of the ideas of mass participation going back to early nationalist struggles against colonialism and at achieving a fundamental restructuring of the machinery of government; establishment of democratic structures and institutions at every level of society; and national unity and commitment to the ideals of Pan-Africanism, nonalignment, and noninterference in the internal affairs of other countries.

    Government: A parliamentary democracy at independence in 1957, followed by alternating military and civilian governments. In January 1993, military government gave way to Fourth Republic after presidential and parliamentary elections in late 1992. The 1992 constitution divides powers among a president, parliament, cabinet, Council of State, and an independent judiciary. Government elected by universal suffrage. Administrative Divisions: Ten administrative regions divided into 110 districts, each with its own District Assembly. Below districts are various types of councils, including fiftyeight town or area councils, 108 zonal councils, and 626 area councils. 16,000 unit committees on lowest level. Judicial System: Legal system based on Ghanaian common law, customary (traditional) law, and the 1992 constitution. Court hierarchy consists of Supreme Court of Ghana (highest court), Court of Appeal, and High Court of Justice. Beneath these bodies are district, traditional, and local courts. Extrajudicial institutions include public tribunals, vigilante groups, and asafo companies. Since independence, courts relatively independent; this independence continues under Fourth Republic. Lower courts being redefined and reorganized under Fourth Republic.

    History: Under Dr Nkrumah, Ghana made rapid and remarkable progress in education, industrial and infrastructure development and in the provision of social services. At the same time, the country played a leading role in international affairs – especially the United Nations and Commonwealth – in the struggle for the liberation of other African countries, most of which were still under colonial rule. However, Nkrumah’s growing dictatorial tendencies at home disaffected many, especially in the armed forces, and in the end it was they who in February 1966 overthrew the CPP Government in a coup led by Colonel Emmanuel Kotoka. A pattern of fledgling civilian governments aborted by the intervention of the armed forces has dogged Ghana for much of the time since then. The most prominent figure in recent Ghanaian politics is Jerry John Rawlings, a former Air Force Flight Lieutenant, who first came to prominence as the leader of coups in 1979 and 1981. Rawlings initially promoted radical socialist economic and social policies but, as Ghana’s fiscal problems worsened during the 1980s, the Government was forced to turn to the IMF. The scheme devised by the IMF subsequently became the blueprint for the Structural Adjustment Programmes which have since been widely adopted throughout the developing world on the insistence of the IMF and World Bank.     by Roy Wadia Special to CNN Interactive (CNN) At first glance, Asene is an idyllic village, located 90 miles (144 kilometers) north of Accra, Ghana's capital . The market is full of fresh produce, shops do brisk business seven days a week, and modest concrete homes are surrounded by a blur of red and pink flowers testimony to the civic pride of Asene's one thousand residents. But Nana Ako Frimpong II, the village chief, is not a happy man. For some time now, he has been desperately waiting for investment in Asene. "The government has been telling people to invest in rural areas," he complains, "but people have not come." Investment in the cocoa-producing area could mean money for schools and health clinics. It could mean phone lines, more electricity, and better roads. It could be an incentive for Asene's young people to remain at home, instead of migrating to Accra in a search for higher-paying jobs.

    Overview Goldfields Limited (71.1%) and Repadre Capital Corporation (18.9%) operates the Tarkwa Gold Mine which is operated by Goldfields Ghana. Tarkwa produced 527 000 oz of gold for the year ending June 2001, with the major increase in production due to its surface operations. Cash costs have decreased in line to $164/oz with the commissioning of the open cast operation. Unlike other gold operations in Ghana, Tarkwa exploits auriferous conglomerates, similar to that of the South African Witwatersrand deposits. Tarkwa is estimated to host up to 13 Moz of gold. Tarkwa's production is expected to increase after its purchase of Ashanti Goldfields' northern portion of the Teberebie concession and assets for $4.4 million. Included in the deal are heap leach pads and associated crushing, agglomeration and stacking facilities, as well as about one million ounces of gold resources.
