3 July 2002 – According to a Reuters report, Ghana has chosen Norwegian telecommunications group Telenor as the strategic investor to improve Ghana Telecom’s (GT) network, the government said on Wednesday. Communications and Technology Minister Felix Owusu-Agyepong told a news conference that Telenor is in talks with the government and is expected to sign a memorandum of understanding later this week. He said the memorandum would determine the ownership structure of GT and the amount Telenor will invest in the company. "The strategic position of GT to the Ghanaian economy requires that every effort be made to lift it from its current paralysis," he said. Telenor would be expected to install at least 400,000 fixed lines within three years. Ghana has only 240,000 fixed telephone lines and a population of approximately 20 million. The existing telecommunications infrastructure is unreliable and often congested. In April, the government said that GT would not renew their management deal with Telekom Malaysia and began the search for an investor to buy a portion of the state's 70 percent share.

- Ghana: Government Puts The Last Nail In the Coffin of Ghana's Forest Two million acres of forest land is lost annually to mining in Ghana, with mining concessions taking over 70% of the total land area, consequently decreasing considerably food production. The World Bank and the International Finance Corporation (IFC) the private lending arm of the World Bank have provided start-up capital and cajoled African countries to deregulate, liberalize and privatise their extractive sectors to attract foreign direct investment. Environmentalists and human rights activists say granting permits for surface mining in these ecologically fragile reserves will aggravate the already alarming rate of deforestation and forest degradation in the country and wreak havoc on freshwater systems and watersheds. Also, concerns about surface mining and heap leaching have been triggered by the lethal impact of cyanide, which is widely believed that even at low levels could have serious health effects in long term chronic exposures. A key argument of the hard-line proponents of mining in the forest reserves is that "the country needs money". At the heart of this argument lies the economic theory that suggests that developing countries should exploit their natural resources to develop, and that pollution, displacement of communities, etc., are necessary and inevitable side-effects.

Pyramid Perspective Last week, the five-year exclusivity awarded to telecom carriers Ghana Telecom (GT) and Westel Ghana for the provision of basic services came to an end. The government announced that it would not renew the exclusivity agreement and would also end the technical and consultancy services agreement signed with Telekom Malaysia (TM) in 1997. Telekom Malaysia will not be allowed to increase its stake in GT by 15% as had been agreed last year, but should keep the 30% stake of GT it holds through the G-Com consortium. The government tentatively plans to sell an additional stake of GT to a new foreign strategic partner and break the GT-Westel duopoly by awarding competing licenses. In January 1993, military government gave way to Fourth Republic after presidential and parliamentary elections in late 1992. The 1992 constitution divides powers among a president, parliament, cabinet, Council of State, and an independent judiciary. Government elected by universal suffrage. Administrative Divisions: Ten administrative regions divided into 110 districts, each with its own District Assembly. Below districts are various types of councils, including fiftyeight town or area councils, 108 zonal councils, and 626 area councils. 16,000 unit committees on lowest level. Judicial System: Legal system based on Ghanaian common law, customary (traditional) law, and the 1992 constitution. Court hierarchy consists of Supreme Court of Ghana (highest court), Court of Appeal, and High Court of Justice. Beneath these bodies are district, traditional, and local courts. Extrajudicial institutions include public tribunals, vigilante groups, and asafo companies. Since independence, courts relatively independent; this independence continues under Fourth Republic. Lower courts being redefined and reorganized under Fourth Republic. Politics: Since mid-1992 political parties legal after ten-year hiatus. Under Fourth Republic, major parties are National Democratic Congress, led by Jerry John Rawlings, which won presidential and parliamentary elections in 1992; New Patriotic Party, major opposition party; People's National Convention, led by former president Hilla Limann; and (new) People's Convention Party, successor to Kwame Nkrumah's original party of same name.
