    Germany to cut greenhouse gases
    BERLIN (AP) - The German government agreed Tuesday on an emissions trading system designed to trim industry emissions of greenhouse gases, settling a clash between key ministers over environmental and economic goals. The accord allows Chancellor Gerhard Schroeder's Cabinet to approve the plan Wednesday and meet a European Union deadline the same day for countries to submit national systems on trading carbon dioxide emissions. Until 2012, the industry will have to reduce emissions further to 495 million tons.

The two countries share values, cultural traditions, economic and legal systems and cooperate in many areas internationally and bilaterally. More than half a million Australians trace their origins to Germany and more than 40,000 Australians visit Germany annually. Over a 130,000 Germans visited Australia in FY2002-03 including 7,550 working holiday makers. The trade relationship has continued to grow.     The German government has signed a deal with IBM and Linux company SuSE that makes it easier for government offices to use the open-source operating system, a move that addresses concerns about relying too heavily on Microsoft products. The government isn't mandating the use of Linux, but the deal makes it possible for hundreds of federal, regional and local governments to purchase IBM computers running SuSE's version of Linux at a discount price, said German foreign ministry spokesman Dirk Inger. The purchasing framework covers both desktop computers, where Microsoft has its stronghold, and more powerful networked server systems where Linux is a stronger competitor. The deal provides an open-source counterweight to an earlier discount arrangement with Microsoft. "Before today, we only had a framework treaty with Microsoft," Inger said. "The public sector only could buy Microsoft products without any problem." Governments have been embracing open-source software as a way to cut costs and sometimes also to break free of a U.S.-dominated software market. Open-source software such as Linux may be freely modified and redistributed without the legal and financial constraints of proprietary software from Microsoft

    Government promotes cutting edge research in eastern Germany (03/25/2004)
    Over the next five years the Federal Ministry for Education and Research (BMBF) will be supporting six university research centres in the new eastern states with a total of 50 million euros. The select committee received twelve applications in total in which the research groups presented their strategic concepts for setting up top quality international research centres in eastern Germany. With financial support from the programme ‘Centres for Innovatory Competence. Create Excellence – Secure Talent’, at least two teams of cutting edge international young researchers will be financed at each of the six selected research institutes in Dresden, Greifswald, Ilmenau, Jena, Leipzig and Rostock. The programme is part of the Education Ministry’s initiative to support innovatory research in the new states – ‘Regional Venture’.

    One year after the German Federal Ministry of the Interior agreed to a partnership with IBM to supply open-source software on new computers to federal, state and local governments as well as other government agencies, more than 500 groups have signed up for the service. "The numbers speak for themselves," he said in a statement released at the conference. "Demand is so great that we will offer an online registration service to speed up the process for all interested parties." In June last year, Schily and Erwin Staudt, chairman of IBM Deutschland, signed a deal whereby public sector groups could receive discounts on IBM computers preinstalled with a version of the open-source Linux operating system supplied by SuSE Linux, in Nuremberg, Germany.
