Germany: Government Agency Conducts New Checks For Possible Former Stasi Agents
By Roland Eggleston Germany is making new checks on certain senior officials and parliamentarians to see if they ever worked for the secret police in the former communist East Germany. Munich, 8 August 2003 (RFE/RL) The new search was prompted by the return to Germany of thousands of files created by the feared East German security organization, the Stasi. They were taken to Washington after the fall of communism and returned to Berlin last month. The archive, known colloquially as the "Rosewood" files, contains 320,000 files on individual agents used by the Stasi in West Germany and another 57,400 files giving the details of East German intelligence operations. Marianne Birthler, who heads the government agency investigating the Stasi, said the Rosewood archive is being checked against Germany's own files. She said it is unlikely that any major surprises will surface because most East German agents were unmasked in previous investigations. However, she said it is possible the files will uncover a few agents who have evaded detection in the 13 years since the Berlin Wall fell. "We don't expect many surprises. But it makes sense to check whether any former Stasi agents are still in important positions or working for the government," Birthler said.

Germany: Government Reacting Coolly To Washington's UN Proposal
By Roland Eggleston Germany's government is reacting coolly to U.S. President George W. Bush's appeal for more international support in Iraq, saying it is ready to consider humanitarian aid but ruling out any form of military assistance. The opposition, however, says Berlin should keep all its options open while negotiations proceed on a new UN resolution for Iraq. Munich, 9 September 2003 (RFE/RL) Germany's latest response to U.S. President George W. Bush's appeal for greater international involvement in Iraq came from Foreign Minister Joschka Fischer. Speaking yesterday, Fischer said Berlin is ready to assist in the reconstruction of Iraq and the stabilization of the country but has no plans to deploy troops there. He emphasized Germany's view that the United Nations must be given the central role in rebuilding the country. "We are ready to participate in the reconstruction and on the stabilization of civil structures, if there are guarantees of transparency complete transparency and international control," he said. "This is also an important point for our European Union partners. However, let me repeat once again that we have absolutely no plans to deploy the military the German army in Iraq." In his comments yesterday, Fischer did not indicate what type of aid might be available, but Foreign Ministry officials say it is possible that Iraqi soldiers or police could be brought to Germany for training. Germany has experience training local police forces in the Balkans and in Afghanistan.

    As Europe's largest economy and most populous nation, Germany remains a key member of the continent's economic, political, and defense organizations.
    European power struggles immersed the country in two devastating World Wars in the first half of the 20th century and left the country occupied by the victorious Allied powers of the US, UK, France, and the Soviet Union in 1945.
    With the advent of the Cold War, two German states were formed in 1949: the western Federal Republic of Germany (FRG) and the eastern German Democratic Republic (GDR). The democratic FRG embedded itself in key Western economic and security organizations, the EC and NATO, while the communist GDR was on the front line of the Soviet-led Warsaw Pact. The decline of the USSR and the end of the Cold War allowed for German unification in 1990.
