Year of Russian Culture in Germany Opens in Berlin
The opening ceremony of the Year of Russian Culture in Germany took place yesterday in the concert hall of the Deutsches Konzerthaus am Gendarmenmarkt Berlin - one of Berlin's leading concert halls. The event featured Russian and German Presidents Vladimir Putin and Johannes Rau, as well as Gazprom chairman Alexei Miller and Dr. Burckhard Bergmann, the chairman of the board of Ruhrgas . The event was sponsored by Gazprom and Ruhrgas
Over 370 events will take place in Russia and Germany during 2003 and 2004 to mark the Year of Russian-German Culture. These will include the biggest multi-sectoral exhibition of the last 20 years: '300 Years of St. Petersburg: Russia, Open to the World'. The exhibition will not just tell the city's history, but will also cover trade and economic cooperation between Russia and Germany. In addition, the Amber Room in the Catherine Palace in Pushkin and the Moscow-Berlin art exhibition are planned to be opened.

Antigypsyism in the Political Culture of the Federal Republic of Germany:A Parallel with Antisemitism?

Abstract
This article analyses the recent wave of ethnic hatred directed against Romanies (Gypsies), in the political culture of the Federal Republic of Germany (FRG). This ethnic hatred is designated here as antigypsyism. Differences and similarities between contemporary antigypsyism, antisemitism, and xenophobia will be discussed, with a preliminary survey of antigypsy patterns, and its various manifestations since 1945. Antigypsyism in the political culture of the FRG was mitigated under the influence of the Allies' reeducation policy during their occupation of Germany, just as revelations of antisemitism had been. This enlightened trend progressively gained power in the FRG after 1945. Nevertheless, hostile assertions and actions directed towards Romanies, as well as statements indicating implicit and explicit "understanding" of the motivation for their persecution under the Nazis were observed. Such statements were found not just among extreme Right groups, or in the private sphere (as was also largely the case with postwar antisemitism), but prevailed on the fringes of mainstream circles as well, at least during the 1950s. Antigypsyism played only a marginal role in the political agenda of the contemporary German extreme Right. It is certainly not comparable in its depth or dimensions to the central and profound role played by antisemitism in the German extreme Right Weltanschauung. Nevertheless, traditional antigypsyism, and especially the Nazi persecution of the Romanies, gave this ethnic hatred a unique character different from general xenophobic feelings. Antigypsyism has borrowed traditional as well as post-Holocaust antisemitic patterns, and, surprisingly, even has a certain amount of antisemitic content. Like antisemitism, antigypsyism was delegitimized in the political culture of the FRG, and contemporary public appearances are restricted to extreme Right circles.

In connection with the Celtic Studies Symposium held at the University of Bonn in April 1997 a society was founded for the promotion and fostering of studies in Modern Celtic languages The term ``Celtic Regions'' refers here to areas in which the Celtic languages - mainly Irish, Welsh, Breton and Scottish Gaelic - are clearly present in everyday communication, administration, media and literature.
Background
While the major national languages of Europe now constitute expansive fields of research and teaching in universities and other institutions, other manifestations of European culture which did not happen to be backed by corresponding nation states have remained special fields of interest for scattered groups of individuals or, at best, minor academic institutions. The surviving languages of the Celtic group which persist in a few bilingual communities in the extreme West of Europe, are no doubt of the latter type. Their contribution to contemporary European culture and to Europe's historical foundation is undeniable. This view is supported by the slow but noticeable growth in support for such minority cultures by European institutions. Furthermore, the persistent interest in these cultures displayed by fairly large sections of the general public extends well ouside the actual regions, and demand far exceeds supply.
