Upon completion of the teacher education degree at Toccoa Falls College and the passing of the National Certification test (PRAXIS II), the student also receives certification with the State of Georgia. Georgia has a reciprocal agreement with most other states, and consequently, the degree does transfer. Toccoa Falls College is accredited by the Southern Association of Colleges and Schools and the Teacher Education program is certified through the Professional Standards Commission; therefore we are fully accredited and certifiable for transfer of credentials to other states. To amend Code Section 20-2-200 of the Official Code of Georgia Annotated, relating to teacher certification, so as to provide that the Professional Standards Commission shall not require a test or course in computer skill competency for certification renewal; to repeal conflicting laws; and for other purposes.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF GEORGIA:
SECTION 1.
Code Section 20-2-200 of the Official Code of Georgia Annotated, relating to teacher certification, is amended by striking paragraph (3) of subsection (b) and inserting in lieu thereof the following:
(3) Requirements for certification renewal shall be established to foster ongoing professional learning, enhance student achievement, and verify standards of ethical conduct. Such requirements may include, but are not limited to, professional learning related to school improvement plans or the applicant s field of certification and background checks. Such requirements shall not include a course or test in computer skill competency. Individuals holding a valid Georgia life certificate or a valid National Board for Professional Teaching Standards certificate shall be deemed to have met state renewal requirements except those related to background checks.

The Professional Standards Commission (PSC) directs the preparation, certification, professional discipline and recruitment of educators in Georgia. The commission has a website, www.gapsc.com that provides detailed information on preparation, certification, and professional discipline, as well as the downloading of application forms, commonly asked questions, etc. The commission also operates a teachgeorgia.org website as a recruiting service. It gives teachers, school systems and college representatives detailed information on posted job vacancies throughout the state, and also provides the opportunity for applicants to submit electronic resumes for those jobs. The service is free for all qualified teachers looking for a position in Georgia. The primary routes to obtain an educator certificate in Georgia are:
  • Hold an out-of-state educator certificate; or Complete a state-approved educator program; or Complete an approved alternative route to certification.

    Is Georgia Responds for me? The program is designed for those persons with bachelor's degrees in fields other than teaching, who wish to move into the public school middle grades classroom. Classes are scheduled on weekend or evening formats to allow full employment while taking courses.
    Candidates are strongly encouraged to become qualified for a provisional teaching certificate while completing the Georgia Responds program, and transition into a middle level teaching position before taking the one-year supervised internship.     Grantee: DeKalb County School System
    Project Director: Marcia Roberts
    Project Type: Local/Urban Mid-career professionals and recent college graduates who have the skills necessary to obtain teacher certification have been recruited to provide the DeKalb County School System with teachers, particularly in high-need subject areas. This program includes recruitment, training, mentoring, and retention strategies. The culturally diverse group of participants is trained through a local Alternative Teacher Certification Program in order to become certified, are placed in classrooms, and are mentored and coached. Unique to the grant is a dual mentoring model for each alternatively certified teacher. Each teacher is paired with a trained site-based mentor who is available on a daily basis, as well as with an Itinerant Teacher Support Specialist who travels between schools and spends at least one hour per week observing the participant and collaborating with the site-based mentor for complete mentoring and coaching support.

Washington Mutual has generously provided $200,000 for public school teachers seeking certification during the 2004-05 school year. Scholarship applicants must teach in schools where over 50% of the student population receives free or reduced lunch.     A career in education is not necessarily something that students at Tech think about for themselves, but students interested in pursuing teacher certification may have an even harder time now than before. Though it is often overlooked, the 2004 Freshman Admission Application includes a question asking prospective students, "Are you interested in pursuing teacher certification as part of your undergraduate degree?" However, there is currently not a teacher certification program offered at Tech, though there has been in the past. Students were previously able to cross-register at Tech and at another university with a College of Education, such as Georgia State or Oglethorpe University. Students pursing this option could take state-required education courses while earning their bachelor's degree at Tech. Unfortunately, the program is no longer in operation. During her freshman year, Rachel Rose, an Applied Math major, discovered that she could get the certificate with only one additional semester. She began taking intro to education classes at Oglethorpe the next fall. However, Oglethorpe cut the program that spring, so Rose, now a junior, has to wait to get her Masters in Education after she finishes her degree at Tech. "I was disappointed [that they cut it] because the program seemed so perfect for me," said Rose.

A group of 65 teachers from 17 Georgia counties will be the first to complete an innovative on-line certification program in special education when the University of Georgia College of Education holds its fall convocation Friday, Dec. 14. The teachers are earning their special endorsement add-on certificate in interrelated special education through a program called Special Education Training on the Web (SETWEB). This certification allows teachers to work with special needs students and makes the teachers more marketable to school systems. The teachers will be recommended for certification by the state’s Professional Standards Commission after passing upcoming state exams.
