National Conference on Teacher Quality - Exemplary Practices in Teacher Recruitment Exemplary Practices
A-1: Pathways to Teaching: A Partnership Between Armstrong Atlantic State University and Savannah/Chatham County Schools
History
The Pathways Initiative began as a private funding for a public cause to satisfy the need for certified teachers, primarily minorities. At present, there are four such sources: DeWitt Wallace-Reader's Digest, Southern Education Foundation, The Ford Foundation and the US Department of Education's Teacher Quality Enhancement Program. In 1989, the DeWitt Wallace-Reader's Digest Fund made a $250,000 grant to New York's Bank Street College of Education to support a program to prepare minority teachers for positions in the city's low-income schools. Lessons learned from this work helped guide the development of larger teacher recruitment and training efforts. The first implementation grants were made between 1990 and 1992 to Brooklyn, Hunter and Lehman Colleges in New York City, Cambridge College in Massachusetts, and Clark-Atlanta University in Georgia. In late 1992, the Fund's board of directors approved plans for a national expansion of the program. Backed by $23 million in grants

In Alabama, a grade point average of on a 3.0 scale or a 2.5 grade point average on a scale is required for admission to teacher education programs. A passing score on the Alabama Basic Skills Test is also required for admission. Requirements for Licensure
The Alabama state legislature recently passed a law requiring colleges and universities offering teacher preparation programs to require as a condition for graduation that students pass a "nationally normed" teacher education test approved by the state board. However, the test was not implemented because of a court ruling relating to a prior teacher test in Alabama. A national teacher education test cannot be implemented without court approval. Performance Assessment of Beginning Teachers
There is no prescribed performance assessment of beginning teachers but districts are required to assess performance of all personnel. However, the Alabama State Board of Education adopted program approval rules in

Bridge to Teaching Program
Attention Emory Undergratudes!
Would you like to start a Master's Degree program directly after graduation?
The Division of Educational Studies is pleased to offer BRIDGE-TO-TEACHING, a program that enables Emory College undergraduates in the spring semester of their senior year to take course work that will provide some fundamental requirements for Georgia teacher certification. During the spring semester students are given the opportunity to consider teaching as a career as well as make application, if they wish, to Emory's Master of Arts in Teaching (MAT) Program. The MAT leads to teacher certification in either middle grades (to teach Grades 4-8) or one of several secondary fields (to teach Grades 7-12 English, mathematics, science, and social studies). Graduate students accepted into the MAT Program begin in the summer semester and, with successful completion of two additional semesters' course work, fulfill the requirements for Georgia's teaching certificate at the master's degree level. After being admitted to the MAT program, students will receive a substantial tuition award for courses taken in the Graduate School during the Summer, Fall, and Spring semesters. To be considered for the MAT program you must have

Rules and Regulations
Classification of Certificates ... Computer Skill Competency Assessment The people of Georgia established within our state Constitution that "the provision of an adequate public education for the citizens shall be a primary obligation of the State of Georgia." Educating our children continues to be Georgia’s most important undertaking. Title 20, Education, of the Official Code of Georgia Annotated (O.C.G.A.), outlines the legal guidelines which govern the state education program. Title 20 creates the Professional Standards Commission (PSC) and assigns it responsibility for providing a regulatory system for "certifying and classifying" professional employees in public schools. Title 20 also requires the professional employees of all Georgia public elementary and secondary schools to hold state certification. Certification regulations and procedures are established to evaluate the credentials of prospective teachers as well as other professional employees in the schools, to ensure they meet specified preparation standards and requirements. State certification provides a standardized base-level of professional knowledge and skills for the educators working in public schools. Like many other states, Georgia has adopted a combination of individualized requirements and some commonly used standards developed by the National Association of State Directors of Teacher Education and Certification (NASDTEC). The Georgia Professional Standards Commission outlines the state certification system in

Teaching certificates guarantee adequate content knowledge and teaching skills
University System teacher-preparation institutions guarantee the quality of their graduates. Graduates will know all subjects included on the teaching certificate sufficiently to help students learn the content required in schools. Teacher candidates will be required to demonstrate their ability to bring diverse students to high levels of learning.
New policy to end out-of-field teaching
Out-of-field teaching has been defined as follows: "Out-of-field teaching occurs when a teacher is teaching any subject with less than an academic minor or equivalent in that field." Strategies to end out-of-field teaching have been identified and are being put in place. The Georgia Educator Workforce Research and Development Division will gather information on numbers of out-of-field teachers, and the Professional Standards Commission will revise Middle Grades certificates to indicate approved subject areas. Middle School teachers are being offered additional coursework in math and science. Lead teachers in the Pre-K program will be required to have a two-year certificate or diploma so that they will have an academic minor or equivalent in their field.

In FY 2001, two National Board Certification weekend academies were held to assist approximately 150 teachers pursue national certification. In FY 2002, seven weekend academies were held with an additional 500 teachers participating. In FY 2003, seven weekend academies were held with an additional 500 teachers participating. In FY 2004, seven weekend Academies have been planned. These Academies are located in both northern and southern regions of the state. The Center has developed partner schools in three geographically diverse parts of the state. These partner schools are helping the Center develop leadership and other resources to be used by teachers to lead school improvement programs. All Georgia Teacher Center programs and activities are developed by teachers and led by teachers.

Teaching can be an excellent career choice. It is a very rewarding profession and salaries have been rising. There is always a demand for quality teachers that know their field. People that want to teach in grades K-12 in public school systems must have a license to teach. The state of Georgia has 57 different teaching licenses that are issued by the Professional Standards Commission (PSC). Each license has a specific set of rules that must be completed before a license is granted. These rules include:
