State Superintendent discusses new curriculum with teachers Frequently Asked Questions To review the new Georgia Performance Standards and provide feedback, please visit www.georgiastandards.org Monday, January 5, was a staff development day for Griffin-Spalding County School System teachers and paraprofessionals to learn new information and develop skills. State Superintendent of Schools Kathy Cox met with all middle and high school teachers to discuss Georgia’s new curriculum and her vision that Georgia will lead the nation in improving student achievement. Superintendent Cox talked about the new Georgia Performance Standards that have recently been unveiled by the superintendent and the Curriculum and Instruction Staff at the Department of Education. The Georgia Performance Standards is a published and usable document that establishes high standards, maintains clear expectations, and provides specific guidelines for facilitating student learning at a deeper level than possible under the old Quality Core Curriculum (QCC) according to a Department of Education press release. The Department of Education drew on national and international best practices to produce a curriculum that it hopes will enable Georgia schools and students to achieve at levels that will place Georgia not just at the top of the Southeast, but at the top of the nation and the world.

Organization.
The following extracts from the "Act to establish a Technological School" will show the purpose and general plan of the School: * * * "That there shall be established, in connection with the State University and forming one of the departments thereof, a Technological School for the education and training of students in the industrial and mechanical arts. * * * "That there shall be one beneficiary for each Representative in the General Assembly from every county in this State, selected by the Board of Education in each county on competitive examination, and who shall be first entitled to the benefits of said school; that the tuition in said school shall be free to all students who are residents of the State of Georgia. The rates of tuition to others than residents of the State shall not exceed one hundred and fifty dollars per annum." The competitive examinations will be held by the County School Commissioners at such time and place as they may appoint and on topics furnished by the faculty of the School.

Dr. Isaac S. Hopkins, president of Emory College in Oxford, Georgia, is named president of the Georgia School of Technology. During the summer, the Shop Building and Academic Building are constructed on the campus, located just north of the city limits. The Administration Building contains administrative offices as well as classrooms for math, chemistry and English. Students learn trade skills in the Shop, which contains blacksmith, metal and machine shops, and two foundries. President Hopkins, who also teaches physics, recruits Lyman Hall (mathematics), Charles Lane (English), R. B. Shepherd (mechanical and free-hand drawing) and W. H. Emerson (chemistry) to serve as Tech’s first faculty. Each county in Georgia is allocated a number of full-tuition scholarships equal to the number of seats that county holds in the General Assembly. Out-of-state students are charged $150 a year. The first 84 students register on October 3 and take entrance exams. The school is open only to white males; 64 years would pass before white women were admitted, and another 9 years before the first black students enter Tech. The school’s motto: To know, to do, to be. Its symbol is an anvil.

Executive Summary
The Office of the Inspector General, Audit Division, has completed an audit of the grant awarded by the Office of Community Oriented Policing Services (COPS Office) to the DeKalb County, Georgia, School System (DCSS). The purpose of the grant is to provide funding directly to the local jurisdiction for the hiring and deployment of career law enforcement officers in and around primary and secondary schools. The COPS Office awarded the DCSS $1,375,000 to hire 11 new police officers to serve in the DeKalb County School System, Department of Public Safety. We found the DCSS to be in material compliance with five of the six COPS grant requirements that we tested. We reviewed the grantee's compliance with six essential grant conditions and found the grantee's budgeting for officers, hiring of officers, source of local matching funds, retention of officer positions, and types of community policing to be acceptable. However, we found weaknesses in the area noted below. As a result of these deficiencies, we question $2,986 in grant funds.
  • The DCSS did not properly request grant funds because it: 1) requested and was reimbursed $2,986 for unallowable overtime costs and associated fringe benefits; 2) claimed costs for officers that were not the officers assigned to the grant; 3) claimed salaries and fringe benefits that were sometimes greater than approved by the COPS Office; and 4) did not reduce the federal share of costs claimed each year of the grant as required, resulting in funds being drawn down too early.

We found the SCCSPD to be in material compliance with all six COPS grant requirements that we tested. We reviewed the grantee's compliance with six essential grant conditions and found the grantee's budgeting for officers, hiring of officers, source of local matching funds, reimbursement requests, retention of officer positions, and types of community policing to be acceptable.
