    The Former Soviet Union
The Soviet Union was established in 1922, and lasted until 1991. In its dissolution, fifteen new countries were formed. Some of these actually gained independence prior to the Soviet Union's colapse, but most were formed afterward. In addition, a number of other countries were members of the USSR, but gained or regained their independence some years before its dissolution. The flag of the USSR showed the now familiar hammer and sickle symbols of power and advancement in agriculture and industrialization. Countries of the former USSR at its dissolution:
    • Armenia Azerbaijan Belarus Estonia Georgia Kazakhstan Kyrgyzstan Latvia Lithuania Moldovia Russia Tajikistan Turkmenistan Ukraine Uzbekistan
    Other countries of the USSR:

    Country Profile

    Flag of Georgia Background:
Georgia was absorbed into the Russian Empire in the 19th century. Independent for three years (1918-1921) following the Russian revolution, it was forcibly incorporated into the USSR until the Soviet Union dissolved in 1991. Russian troops remain garrisoned at four military bases and as peacekeepers in the separatist regions of Abkhazia and South Ossetia (but are scheduled to withdraw from two of the bases by July 2001).
Ethnic separation in Abkhazia and South Ossetia, poor governance, and Russian military bases deny the government effective control over the entirety of the state's internationally recognized territory.
Despite a badly degraded transportation network - brought on by ethnic conflict, criminal activities, and fuel shortages - the country continues to move toward a market economy and greater integration with Western institutions.

Compliance of the Russian Federation with the Convention on the Elimination of All Forms of Racial Discrimination
REPORT BY THE MEMORIAL HUMAN RIGHTS CENTRE MOSCOW, NOVEMBER 2000
    The second draft
    General preliminary remarks.
    1) The role of government in creating the problems of racial discrimination.
In contemporary Russia the most important are the cases of discrimination, resulting from action or inaction of public authorities, their organs or officials. Racial discrimination in private sector, particularly, in the sphere of housing and employment is not perceived either by public opinion or by academic experts as a significant problem, and actually remains unanalysed. 2) The role of the federative system. The federative structure of the Russian Federation is a source of a number of problems relating to human rights and observance of the law. Organs of the state power of the constituent units (subjects of the federation) systematically violate the Constitution, federal laws and international obligations of the country; regional authorities create most of the problems, relating to racial discrimination. The federal state power bodies in practice have limited opportunities of influencing the subjects of the federation, and even these opportunities actually are not been used. Regional branches of the federal governmental agencies become subordinate to the regional governments, and the federal authorities do not undertake all necessary measures to make these branches observe the federal legislation. In many cases the federal organs of state power not only neglect violations of the law by the regional authorities, but demonstrate solidarity with such actions as well.

Soviet Union Eurasia Eurasia refers to the combined land mass of Europe and Asia. Eurasia is alternatively considered to be a continent, or a supercontinent composed of the continents of Europe and Asia. Due to the vast cultural differences between Asia and Europe, the historical tradition is to consider them separate continents. This is controversial, as many historians perceive much of Southern Europe, South Asia and West Asia as historically closer to each other than either being close to their northern counterparts, creating a very accurate South Eurasia. Northern Europe and parts of Northern Asia create a vaguely similar cultural and geographic sphere known as North Eurasia. Click the link for more information.

    The CIS and the Caucasus
    by Edward Marks Conclusions
    • Russia initially viewed the Commonwealth of Independent States (CIS) as an artificial organization. But, since 1993, elements of the Russian government have tried to use the CIS as a vehicle for the voluntary reintegration of the former Soviet republics. Moscow is promoting the CIS as a regional peacekeeping organization, seeking recognition as a UN Chapter VIII Regional Organization, similar to the Organization of American States. International acceptance of the CIS as a regional organization has been hampered by Russia's dominance of the organization. The CIS is seen as a cover for Moscow's imperial intentions. International recognition of the CIS is also hampered by the fact that most of its member states are still struggling to establish their sovereignty. Until more CIS member states are viable, the international character of the organization will be questioned. The states of the Caucasus region have different views regarding membership in a regional organization. Armenia and Georgia are favorably disposed, in prinicple, towards membership, but they have discrete reservations about their relationship with the CIS. Azerbaijan, on the other hand, anticipates its oil riches will allow it to return to its former golden days and has reservations about joining any regional organization. All the states of the Caucasus are suspicious of Moscow's intentions towards the region. Commonwealth or Empire
