The Geography, Climate, and Soils of the Former Soviet Union
Introduction
Climate and weather are significant factors affecting agricultural production around the world. Both seasonal and regional variability in weather directly influence crop yield potential. In order to improve the global monitoring of agricultural weather, the Joint Agricultural Weather Facility (JAWF), was established within the United States Department of Agriculture (USDA), in 1978. JAWF is a cooperative effort between the National Weather Service's Climate Analysis Center (NWS/CAC), USDA's World Agricultural Outlook Board (USDA/WAOB), and National Agricultural Statistics Service (USDA/NASS). The facility's primary function is to coordinate a world agricultural weather watch and assess the impact of weather variability on crop and livestock production prospects (Motha, 1986). One of the primary responsibilities of JAWF is to monitor weather and crop conditions within the former Soviet Union.
With the breakup of the Soviet Union in late 1991, the agricultural system changed from one where most decisions on agricultural programs were centrally planned, originating from Moscow, to one where individual republics and even regional authorities began making these decisions. In the past, the former Soviet government dictated where certain crops were to be grown and set levels on agricultural production. These decisions were based on perceived economic needs and climate considerations. Agriculture was geared to satisfying planners' as opposed to consumers' desires. As a result, crop varieties and production levels between republics often differed considerably.

ESTIMATED 2000 POPULATION LOCATION AND GEOGRAPHY: Georgia is a former republic of the USSR. It is bound by Russia to the north and east, Azerbaijan to the southeast, Armenia to the south, Turkey to the southwest and the Black Sea to the west. In the north the Greater Caucasus Ranges are connected to the Lesser Caucasus Ranges and Armenian Highlands in the south, by the north to south Surami Range. In between these ranges lie a series of fertile plains and valleys while towards the Black Sea coast, the marshy delta of the Rioni River forms the Colchis Swamps. The principal rivers are the Kura and Rioni. Major Cities (pop. est.); Tbilisi 1,270,000, Kutaisi 240,000, Rustavi 158,000, Batumi 137,000, Sukhumi 112,000 (1993). Land Use; forested 39%, pastures 29%, agricultural-cultivated 14%, other 18% (1993). CLIMATE: Georgia has a transitional climate from subtropical along the coastal regions to continental in eastern Georgia. Along the coast there are frostless winters and warm humid summers with humidity and precipitation decreasing in the mountains to the east. Along the coast average annual precipitation varies from 1,200 to 2,800 mm (47 to 110 inches) to 600 to 800 mm (24 to 31.5 inches) in the mountainous regions. Average temperature ranges are from 3 to 6 degrees Celsius (37 to 43 degrees Fahrenheit) in January to 23 to 26 degrees Celsius (73 to 79 degrees Fahrenheit) in August.

INTRODUCTION
Background: Georgia was absorbed into the Russian Empire in the 19th century. Independent for three years (1918-1921) following the Russian revolution, it was forcibly incorporated into the USSR until the Soviet Union dissolved in 1991. Ethnic separation in Abkhazia and South Ossetia, poor governance, and Russian military bases deny the government effective control over the entirety of the state's internationally recognized territory. I have divided the evolution of drug policy in Russia into four parts. The first is the Soviet period (before about 1987), when notions of drug use and certainly of drug addiction were virtually non-existent for the communist policymakers; or even if they were present, due to an atmosphere of secrecy surrounding the topic, they had very low status. Second is the period after the Afghanistan war (1987-1990) when drugs were introduced to society and the stable drug supply network emerged.     NoteGeorgia has been beset by ethnic and civil strife since independence. In late 1991, the country's first elected president, Zviad GAMSAKHURDIA was ousted in an armed coup. In October 1993, GAMSAKHURDIA, and his supporters sponsored a failed attempt to retake power from the current government led by former Soviet Foreign Minister Eduard SHEVARDNADZE. The Georgian government has also faced armed separatist conflicts in the Abkhazia and South Ossetia regions. A cease-fire went into effect in South Ossetia in June 1992 and a joint Georgian-Ossetian-Russian peacekeeping force has been in place since that time. Georgian forces were driven out of the Abkhaz region in September 1993 after a yearlong war with Abkhaz separatists. Nearly 200,000 Georgian refugees have since fled Abkhazia, adding substantially to the estimated 100,000 internally displaced persons already in Georgia.
