INTRODUCTION On June 24, 1997 the Housing Assistance Council (HAC) sent out 31 questionnaires to state Rural Development (RD) offices, the Rural Housing Service national office, and regional technical assistance providers. The purpose of the survey was to update estimates of future applications and potential projects for the Section 514/516 Farm Labor Housing program of the Rural Housing Service (RHS), an agency of the U.S. Department of Agriculture (USDA). Of the 31 surveys that were sent out, HAC received 28 responses that provided information documenting a total of 88 applicants seeking to develop more than 2,355 units of farm labor housing with Section 514/516 funding. The total estimate of loans and grants to be requested in Fiscal Year (FY) 1998 by these applicants is over $134.5 million. These projects are currently unfunded, but will seek funding in FY 1998. In FY 1997, Section 514/516 was appropriated $25 million. The implications of this unmet demand will be addressed in later sections of this paper. METHODOLOGY Rather than attempt to survey every state RD office, HAC chose to survey offices in those states which historically work with projects using Section 514/516 loans and grants. HAC contacted RD offices in Arkansas, California, Colorado, Florida, Georgia, Idaho, Indiana, Massachusetts, Michigan, Mississippi, New Jersey, New York, North Carolina, Ohio, Oregon, Pennsylvania, Texas, Vermont, Virginia, Washington, and Wisconsin.

Funders December 1998 Explaining the Minnesota Family Investment Program's Impacts by Housing Status Cynthia Miller Introduction After its first 18 months, the Minnesota Family Investment Program (MFIP) produced substantial effects on the employment and earnings of single-parent, long-term recipients in urban areas (Miller, et al. 1997). Subsequent analyses revealed that the program had notably different effects on recipients who were in public or subsidized housing at program entry compared with those who were not. Specifically, MFIP's impacts on employment and earnings were larger for the former group. This paper presents MFIP's 18-month impacts by housing status and examines several possible reasons for the pattern of impacts. Return to the "POINTER VIEW" July 14, 2000 By Gary Sheftick Army News Service A private developer has been selected to draw up a plan to take over management of family housing at Fort Hood, Texas, with the firm agreeing to renovate or replace the 5,482 quarters there and build several hundred new ones. The Army signed a contract June 28 with a company called Fort Hood Military Housing, LP a joint venture between a California firm called Lend Lease Actus and the Georgia-based company Trammell Crow Residential. Under the contract, the firm will work with the Army to draft a Community Development Management Plan for Fort Hood. This effort will take approximately six months. If the plan is accepted, then the company takes over family hosing on post. The contract will be for 50 years and is valued at approximately $4 billion. Forts Hood, Carson, Lewis and Meade were selected to participate in the RCI Pilot Program to test the concept of housing privatization for a larger-scale program within the Army, said Mahlon Apgar IV, assistant secretary of the Army for Installations and Environment. "RCI is all about taking care of our soldiers and their families," Apgar said after announcing the Fort Hood contract. He said the program will provide soldiers with a quality of housing that the Army could not otherwise afford, because of funding restraints.
