Unfortunately, suitable housing has become difficult for many families because of high interest rates, confusing mortgage alternatives, and high housing prices and rents. Extension, based on years of developing and disseminating information on housing issues, is in an excellent position to provide the housing information needed by the public. In 1981-82, as part of a Southern Region Housing Research Project, personal interviews were completed with 1,804 households residing in Alabama, Arkansas, Florida, Georgia, North Carolina, Oklahoma, and Virginia. These households were selected by probability sampling techniques designed to produce a sample representative of the nonmetropolitan, nonfarm population in the seven states studied. Included in the personal interviews was a question measuring needs for housing information. Participants in the personal interviews were asked: "If you wanted to modify or change your dwelling, what kinds of information would be most helpful to you?" Results showed that respondents were most in need of information about energy conservation (44.6%) and financing (37.1 %), followed by remodeling (27.6%), building methods (22.5%), insurance and taxes (21.8%), and housing maintenance (20.7%). Fewer respondents mentioned buying a house (11.1%).

While no definite answers have been developed, it appears that the increased delinquency rate is caused by a variety of factors, including computer errors and impersonal and inadequate servicing. Housing Family Housing and Barracks Military Housing Privatization Two Navy projects totaling 589 town house units, at Naval Air Station Corpus Christi, Texas, and at Naval Station Everett, Washington, were completed in 1997. Service members and their families are now living in their new homes. In 1998, the Air Force awarded a project at Lackland Air Force Base, Texas. The company that was awarded this project will design, construct, own, operate, and manage 420 new units of rental housing to serve enlisted families at the base. Project emphases may include new construction, group home building, mortgage or maintenance counseling, construction skills training, weatherizing or emergency repairs or technical assistance to agencies that want to get involved in local housing assistance programs. What services are provided? Training and technical assistance is provided for multi-family housing projects like USDA's Rural Development Section 515 Rural Rental Program, Section 514-516 Farm Labor Housing Programs; and HUD's Home Investment Partnership Program. Single- family home construction assistance is provided through USDA's Rural Development Section 502 or Section 523 Self-Help programs; and rehabilitation or weatherization assistance is provided through the Section 504 Repair Program and the Section 523 Housing Preservation Grant Program. Rehabilitation projects are also supported by Community Development Block Grants, DOE's weatherization assistance programs state housing development and finance agencies. Housing counseling services to farmworkers are also supported by the Department of Labor.
