A dult L iteracy S taff D evelopment P roject The Office of Adult Literacy of the Georgia Department of Technical and Adult Education has a longstanding commitment to improving adult literacy education throughout the state. One strategy for improving education is to enhance the knowledge and skills of those who deliver education: the teachers, administrators, and support staff who work in the many varied programs designed to meet the educational needs of Georgia's undereducated adults. For seven years, the Adult Education Department at The University of Georgia has worked closely with the Office of Adult Literacy to design, implement, and continuously improve a statewide system of staff development for adult literacy educators. During the current project year, the university's efforts will focus on the following three major components.
  • Staff Development Workshops . Fifty-two, five-hour workshops on 17 topics will be conducted at various sites throughout the state. Beyond Basic Skills: Innovative Teaching Materials for Georgia's Teachers of Adults.

Creating a Successful Staff Development Program
What are the keys to a successful staff development program? This look at two award-winning programs at Hungerford School in Staten Island, New York, and at Montview Elementary School in Aurora, Colorado might provide some insight. Ask Dr. Mary McInerney, the principal of Hungerford School in Staten Island, New York, what makes the school's staff development program successful, and she replies, "The staff. They are responsible." Dr. McInerney credits a unique degree of staff involvement for creating the teacher development program that made Hungerford one of six schools and two school districts nationwide to be honored this year by U.S. Secretary of Education Richard W. Riley as part of

Realizing a need for the effective use of technology within the K-12 curriculum, Dr. Traci Redish and Linda Whitacre pioneered the InTech program in 1996 with 75 classroom teachers. The program proved to be an effective approach for delivering technology staff development that focuses on how to successfully INtegrate TECHnology into the K-12 curriculum. The A+ Education Reform Act of 2000 recognized Georgia's Phase One InTech Professional Development Program as the premier technology integration training solution for Georgia educators. InTech is one acceptable path for meeting the Special Georgia Technology Requirement. The InTech course objectives are correlated to the Georgia Technology Standards for Educators, a state adoption of the International Society for Technology in Education's National Education Technology Standards (ISTE NETS). In addition, InTech meets and exceeds the NCATE standards for pre-service

AUGUST 1997 Values and character education development usually occurs over a number of years and within a number of environments. Since family members are the first individuals with whom one comes into contact the influence of the family continues to be extremely important to a child's character and values development. This fact is particularly appropriate in the preschools and early school years. As students progress through public schools, it is important that their education provide instructional opportunities, explicit and implicit that help them develop their beliefs about what is right and good. The following definitions are intended to guide schools in providing the basis for the teaching of values and character education in the public schools.

Extraordinary sensitivity and skill are required to conduct explicit instruction in many concepts on the values/character traits list; therefore, teacher pre-service and in-service training is important. Some commercially developed programs provide training, usually in the train-the-trainer mode, as part of a total package.
The Georgia Department of Education may provide technical assistance on preparing training grants for such activities as summer seminars. Local county extension service agents have training programs and a curriculum on values that are available through the 4-H organization. Civic organizations, such as Lions, Kiwanis, American Legion and Concerned Women of America can provide help.
The Georgia Department of Education often has workshops directed to the explicit and implicit curricula. The Georgia Education Leadership Academy, the Safe and Drug-Free Schools Unit and the Student Support Services Unit, among others, sponsor workshops on such topics as positive discipline alternatives, cooperative learning, managing conflict and sex education.
The Law-Related Education Consortium, coordinated through the Vinson Institute at the University of Georgia provides training and materials to help students learn about the responsibilities of citizenship, the law and court systems. The Staff Development Unit in the department of education can provide information regarding procedures for revising or writing local staff development plans to include values/character traits education emphases.

Welcome letter by the Assistant Vice President
A major division in the University calls on the Office of Opportunity Development and Diversity Education Planning to discuss possible ways to move employees to a better understanding of the concept of diversity, civility and equal opportunity. The top administrator speaks with a staff member in the office and receives many suggestions on how to address this difficult, yet important task. The staff member and the administrator along with others in the division meet over a few weeks and develop drafts of civility statements, equal opportunity policies specific to the unit and assessments to determine staff concerns and results of the project are effective. A few months later, after all have reviewed the statements and policies and have had the opportunity to make comments/suggestions, the documents are implemented and the division begins to see improvement in morale and efficiency. This seems too good to be true? Well, the scenario has occurred approximately sixty times during the academic year of 2001 right here at Georgia State University. The players? Many of you and the dedicated, experienced staff in the Office of Opportunity Development and Diversity Education Planning. Additionally, individual training has increased dramatically.
