The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully.
There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.

    State Of Georgia Travel Regulations The mileage reimbursement is $.28 per mile. The meal reimbursement is $28.00 per day for three meals. The single meal reimbursement is $6.00 for breakfast, $7.00 for lunch, and $15.00 for dinner. The travel regulations allow a higher meal reimbursement for high cost areas in Georgia. The meal rate for the high cost areas is $36.00 per day. The single meal reimbursement will be $7.00 for breakfast, $9.00 for lunch, and $20.00 for dinner. The high cost areas are limited to metro Atlanta, Augusta, Brunswick and Savannah. The lodging rate is $70.00 per day plus taxes. If an employee has trouble with motels or hotels honoring the exemption from the local option hotel/motel tax , please contact the travel unit and provide the name of the motel or hotel and the dates(s) of lodging. The information will be forwarded to the Department of Audits.

Cummings Senior Vice Chancellor for Support Services Board of Regents of the University System of Georgia 270 Washington Street, S.W Atlanta, Georgia 30334 Dear Ms. Cummings: This responds to your letter of September 19, 2003, in which you asked for an official opinion whether the Family Educational Rights and Privacy Act (FERPA), 20 U.S.C. § 1232g, permits the Board of Regents of the University System of Georgia (Board) to release certain information from education records to the Atlanta Journal-Constitution. You asked for expedited consideration because the newspaper submitted its request pursuant to Georgia's Open Records Act. This Office administers FERPA and provides technical assistance to educational agencies and institutions to ensure compliance with the statute and regulations codified at 34 CFR Part 99. Inquiry: The Journal-Constitution asked the Board to provide the following information for every student who completed an application for Federal student aid for the past two academic years: Georgia HOPE scholarship eligibility, Pell Grant eligibility, Pell Grant amount, and Federal expected family contribution. The information must also be categorized by the student's secondary institution, college or university, and county of residence. The newspaper has not asked for the student's name, social security number, or other personally identifiable information and has agreed to allow the Board to follow its policy of not releasing information in cohorts of 10 or fewer students. However, the newspaper insists that the information must be released in student-level rather than aggregated form.

Computer Skill Competency Assessment The people of Georgia established within our state Constitution that "the provision of an adequate public education for the citizens shall be a primary obligation of the State of Georgia." Educating our children continues to be Georgia’s most important undertaking. Title 20, Education, of the Official Code of Georgia Annotated (O.C.G.A.), outlines the legal guidelines which govern the state education program. Title 20 creates the Professional Standards Commission (PSC) and assigns it responsibility for providing a regulatory system for "certifying and classifying" professional employees in public schools. Title 20 also requires the professional employees of all Georgia public elementary and secondary schools to hold state certification. Certification regulations and procedures are established to evaluate the credentials of prospective teachers as well as other professional employees in the schools, to ensure they meet specified preparation standards and requirements. State certification provides a standardized base-level of professional knowledge and skills for the educators working in public schools. Like many other states, Georgia has adopted a combination of individualized requirements and some commonly used standards developed by the National Association of State Directors of Teacher Education and Certification (NASDTEC).     Bainbridge College releases student information to faculty and staff when that information is necessary to enable the satisfactory completion of their job responsibilities such as academic advising, student activity reporting, state reporting, and federal reporting. Bainbridge College also releases student information to the Georgia Board of Regents and federal entities that require student data reporting.
