Washington, DC, February 17, 2004 The Council of Chief State School Officers (CCSSO) announces the members of its newly created Task Force on Special Education. This task force has been assembled in an effort to better understand the implications of federal regulations and other legislation aimed at helping students with disabilities learn to their potential, namely the Individuals with Disabilities Act (IDEA) and No Child Left Behind (NCLB). “Educators in every state in our nation want to improve the learning outcomes for student with disabilities,” said Terry Bergeson, Washington State’s Superintendent of Public Instruction and chair of the CCSSO Task Force. “We must take advantage of this opportunity to move away from our heavy emphasis on compliance to a stronger focus on higher learning and achievement levels for all students with special needs.”

EC PHARMACY UPDATE
There is currently no known activity promoting direct pharmacy access to EC, although Planned Parenthood of Georgia (PPGA) has expressed interest in pharmacists to increase access to EC. PPGA has worked with 10 colleges to ensure that EC is available in campus health centers. Students on the University of Georgia and Emory University campuses have mounted a large EC awareness campaign. The Georgia Abortion and Reproductive Rights Action League (GARAL) is conducting a pharmacy survey. Georgia has mobilized a large coalition around EC in the ER legislation which was to be introduced in 2003 but was held back because of a change in government. Back to top

The following regulations apply: 2. To be considered for admission, international applicants must have achieved a level of education at least equivalent to high school graduation in the United States. 3. Applicants must present official transcripts (certified or attested) in the original language, as well as official translations in English (certified or attested) of all high school/secondary school and all college/university level work. 4. Prospective students must present an OFFICIAL document for one of the following: o T.O.E.F.L. (Test of English as a Foreign Language) score report with MINIMUM score of 500 (paper-based test) and 173 (computer-based test) required for admission.
International students whose TOEFL score is 500 or above (computer-based 173 or above) but below 550 (computer-based below 213) are required to take ESLG 1001 Introduction to American Language and Culture) or ESLG 1002 (Introduction to American Language and Culture) during their first semester.
If international students receive a grade of D or F in ESLG 1001 or ESLG 1002, they will be required to take ESLG 1002 or ESLG 1001, which are not sequential, in the following semester. Other undergraduate or graduate international students who need additional English or American cultural support are encouraged to take ESLG 1001 or ESLG 1002.

NUMBER 204 THE NEWSPAPER OF EDUCATION RIGHTS JANUARY 2003 Final Regulations Issued for No Child Left Behind
WASHINGTON, DC - U.S. Education Secretary Rod Paige released final regulations on Nov. 26 for the No Child Left Behind Act (NCLB). These regulations put the final touches on the massive education bill signed by President Bush one year ago. The regulations cover accountability (of schools to the state and the states to the federal government), "adequate yearly progress" starting points and targets, alternative assessments for children with serious cognitive disabilities, school restructuring, and school choice for parents with children in failing schools. NCLB authorizes unprecedented education spending ($26.5+ billion) including extraordinary resources ($10.4 billion) for the Title I program. If Title I funded schools fail to make progress in meeting state-mandated standards, the government will pour more money and resources into them. Many traditional education proponents and pro-family activists concede that NCLB does contain a few hard-won positive aspects, including some protection for student privacy, constitutionally-approved school prayer, and the Boy Scouts. NCLB prohibits mandatory national tests, but the National Assessment of Education Progress (NAEP) is now the bellwether for state testing programs.

    ALABAMA - GEORGIA
    RECIPROCAL AGREEMENT REGULATION
    Alabama Regulation 220-2-.122 (1) This regulation shall apply to those waters referred to in this regulation which are covered by the reciprocal agreement with the State of Georgia and which are within the jurisdiction of the State of Alabama, Department of Conservation and Natural Resources, Division of Wildlife and Freshwater Fisheries. (2) The State of Alabama and the State of Georgia have a reciprocal agreement concerning fishing in certain reciprocal waters, whereby fishing licenses of Georgia and Alabama are mutually recognized for fishing from the banks or on the waters of the Chattahoochee River forming the boundary between Alabama and Georgia and all impoundments thereon as now exists or which may exist in the future, with the exception of that portion of West Point Reservoir lying upstream (north of Georgia Highway 109 bridge on the Chattahoochee River arm of said reservoir. The waters covered by this agreement do not include other streams or tributaries which flow into the Chattahoochee River or its impoundments. (3) For the purpose of this agreement, "sport fishing" shall be defined as the lawful taking by ordinary hook and line, pole, casting reel and rod and use of artificial lures, spinning reel and rod, or fly rod.

ACADEMIC REGULATIONS
THE SEMESTER SYSTEM The academic year is divided into two semesters (terms) of 15 weeks each and a summer term. New courses are begun each semester; hence, it is possible for students to enter the University at the beginning of any term. SEMESTER HOURS OF CREDIT Credit in courses is expressed in semester hours. Normally, a semester hour of credit represents one class hour of work per week for one semester, or an equivalent amount of work in other forms of instruction such as laboratory, studio, or field work. Most of the courses offered by the University meet three times per week for one semester and therefore carry three semester hours of credit. NUMBERING OF COURSES Each academic course is designated by numerals. Courses are numbered according to the following plan: Freshman and Sophomore Junior and Senior Graduate Courses numbered 0001 to 0999 are institutional credit courses.

Mission
The Georgia Department of Veterans Service is designated by law as the State Approving Agency (SAA) responsible for approving and supervising programs in educational institutions and training establishments in Georgia, which offer education and training to veterans and other eligible persons under provisions of the Veterans Education Assistance Program. These programs must have SAA approval before veterans and other eligible persons may receive educational benefits (GI Bill) from US Department of Veterans Affairs under the authority of Title 38, U.S. Code and Chapter 1606 Title 10. Federal and State Laws require stringent regulatory compliance of all institutions and establishments approved for veterans attendance. The responsibilities of approval, annual inspections, and ensuring corrective action when necessary, constitute a vital function of the Georgia SAA. The State Approving Agency has the function of ensuring that institutions and establishments meet and maintain acceptable approval standards so that eligible persons who attend may receive educational assistance from the U.S. Department of Veterans Affairs. This includes all public and private schools and all establishments offering apprenticeship and other on-the-job training. The satisfactory performance of these duties requires that State Approving Agency personnel have extensive knowledge in education administration and a full understanding of the laws and regulations that govern and control the Veterans Educational Assistance Program.
